Odessa Town Council Minutes
Monday, September 8, 2014-7:00 p.m.
CALL TO ORDER
Mayor Plinski called the meeting to order at 7:00 p.m. Present were Mayor Plinski, Councilmember Lobe, Councilmember Hubbard, Councilmember White, Councilmember Kramer, Fire Chief Strebeck, PWD Webster, Police Chief Coubra, Officer Peterson, Clerk-Treasurer Kiesz and citizens.
APPROVAL COUNCIL MINUTES
The minutes of August 25, 2014 were approved and carried upon a motion by Councilmember Lobe, seconded by Councilmember Hubbard.
APPROVAL BILLS-APPROVAL PAYROLL-APPROVAL TREASURER’S REPORT
- Claim Clearing Checks No. 4928 thru 4945 totaling $17,779.61
- Payroll Clearing Checks No. 4898 thru 4927, plus EFT totaling $46,060.55
- August Treasurer’s Report
were approved and carried upon a motion by Councilmember Hubbard, seconded by Councilmember Lobe.
PUBLIC COMMENTS
EMT Smith presented a request for rental waiver, for a fundraiser the local EMTs are having October 11, 2014. Discussion was held and it was the Council’s decision to reduce the rental and kitchen fees by 50%, upon a motion approved and carried upon a motion by Councilmember Kramer, seconded by Councilmember White.
A citizen addressed the Council concerning a sink hole in her back yard, which the citizen feels may be due to the sewer system. PWD Webster is to camera the line to check for problems, with discussion to continue at the next regular scheduled Council meeting.
AIRPORT ROAD-LINCOLN COUNTY WORK REQUEST
The request for Lincoln County Public Works Request for the County to prepare documentation, place advertisement notices, place physical notices, and other work associated with the vacation and establishment of Desert Road East in Odessa, WA was approved and carried upon a motion by Councilmember Lobe, seconded by Councilmember Kramer.
NOXIOUS WEEDS
Discussion was held concerning noxious weeds and nuisances. After discussion it was determined that a volunteer nuisance officer position be initiated and officer named. Councilmember Lobe was elected to the position upon a motion approved and carried by Councilmember Hubbard, seconded by Councilmember Kramer. Councilmember Lobe accepted the position.

BUDGET 2015
Department Heads have turned in their proposed initial budgets.
FIFTH AVE. STREET PROJECT CONTRACT AWARD
J & K Earthworks, being the lowest bidder, was awarded the Fifth Ave. Street Project upon a motion approved and carried by Councilmember Lobe, seconded by Councilmember Kramer.
ORDINANCE NO. 661- ESTABLISHINGDESIGNATED GOLF CART ZONE
Ordinance No. 661, an Ordinance establishing designated Golf Cart Zone within the corporate Town limits, regulating said zone, providing for penalties for regulation violations and the adding of a chapter titled Golf Cart Zone to the O.M.C., Title 10, Vehicles and Traffic was read and discussed. Ordinance No. 661 was read for the second reading and approved and carried upon a motion by Councilmember Hubbard, seconded by Councilmember Lobe.
Ordinance No. 661 will be published by summary upon a motion approved and carried by Councilmember Lobe, seconded by Councilmember Kramer.
RESOLUTION 2014-12-PROPERTY CLEAN-UP
Resolution 2014-12, a resolution authorizing the cleanup of private property in accordance with regulations of Ordinance No. 282 was reviewed and discussed. Resolution 2014-12 was approved and carried upon a motion by Councilmember Lobe, seconded by Councilmember White.
APPROVAL BUILDING PERMITS
Building PermitNo. 2014-21 for a re-roof at 204 E. Fourth Ave.
Building Permit No.2014-22 for a re-roof at 306 E. Second Ave.
Building Permit No. 2014-23 for a re-roof at 406 S. Division St.
were approved and carried upon a motion by Councilmember Lobe, seconded by Councilmember White.
FIRE REPORT
Chief Strebeck reported on departmental activities.
PUBLIC WORKS’ REPORT
PWD Webster reported on departmental activities and added that the Town recently had a Dept. of Health sanitary survey completed and no problems were noted.
COUNCILMEMBERS’ REPORT
No reports were given.

MAYOR’S REPORT
Mayor Plinski thanked the Old Town Hall Renovation Committee for having the stairs repaired.

With no further matters to discuss, Mayor Plinski adjourned the meeting at 8:27 p.m.
