GENERAL

1.1General requirements. Theprovisions of these regulationsofAir Carriage of Passengers, Baggage and Cargo (“the Regulations”) are in accordance with Article 102 of Air Code of Russia as well as other Russian and international applicable laws relating to air carriage. These regulations incorporate by reference the applicable Federal Aviation Rules of Russia (except for those provisions of Federal Aviation Rules for which this document may or has set out other rulesof conduct).

These regulationsshall apply in the performance of domestic and international air carriage of passengers, baggage and cargoon flights where JSC “Aurora Airlines” (hereinafter referred to as the "Career") is the operating carrier.The regulationsestablish the rules, obligations and responsibilities of the Career, citizens, consignors and consigners who use the services of the Career.

The regulationsshall apply in the performance of domestic and international air carriage of passengers, baggage and cargoesif they do not contradict with conventions in the field of international air carriage, the documents of International Civil Aviation Organization (ICAO), or valid international treaties and agreements of the Russian Federation on air traffic.

The regulations establish the general conditions of carriage of passengers, baggage and cargo by air, which must be observedin the conclusion and in the process of fulfillment of the conditions of the contract of air carriageof passengers, baggage and cargo.

Questions concerning the application of this regulations and other regulatory documents, issued in the development of these regulations,arising from the passengers and their baggage, consignors (consignees) at the process of the clearance of traffic, implementation of procedures for the registration of traffic documents, embarkation and debarkation (loading and unloading),are resolved by officials of the Carrier, its authorized agents or officials of handling company.

1.2Legislation interrelation. Rights, obligations and responsibilities of the parties following from thecontract of air carriage of passengers, baggage and cargo are regulated by:

-conventions on international carriage by air and the provisions of international treaties and agreements of the Russian Federation;

-Air Code of the Russian Federation and other normative legal acts of the Russian Federation;

-these regulations

International air carriage of passengers, baggage and cargoes are governed by the relevant mandatory laws, rules and regulations of the competent authorities of the country to, from or through the territory of which the carriage by air is performed.

If any provisions specified in these regulations or in the carriage documentwould be in contradiction with the law of the country and cannot be changed by agreement of the parties of the contract of air carriage, such provisions shall remain in force and are considered part of the contract of carriage only to the extent that they are not inconsistent with such law. In this case, the invalidity of any provision of these regulations does not negate the other provisions of these regulations.

In any case, by taking one or another passenger to the carriage on the international flight, the Airline is guided by the database of the TravelInformation Manual (TIM), containing information about the documents required the passengers crossing state borders.

In international air carriage, the Carrier responsibility is governed by conventions on international air services and ICAO documents with the exception of services, which are not treated as such by those documents.

1.2Change regulations. These regulations, as well as published in their development other rules, guidelines, instructions and documents regulating air transportation, are subject to change by the Carrier without prior notification of passengers, consignors, consignees, provided that the changes do not apply before the carriage. The changes of these regulations come into force on the date of approval. These regulationsmay be changed in connection with the current legislation of the Russian Federation, international treaties of the Russian Federation, air service agreements.

Carrier representatives as well as agents rendering on its behalf services and supporting the air carriage of passengers, baggage and cargo may not amend or abrogate provisions of the rules of air carriage set out by the Carrier.

HANDLING SERVICES AND CHARGES

2.1Contract of air carriage. Air carriage of passengers, baggage and cargo is performed by the Carrier on the basis of a contract of air carriage subject to these regulations.

In accordance with the passenger contract of air carriage, the Carrier shall undertaketo transport the passenger of the aircraft to the point of destination, providing them with a seat on the aircraft as indicated on the ticket, and, in the case of carriage of the baggage of passenger, carry such baggage to the point of destination and deliver it to the passenger or a person authorized to receive such baggage. The term of delivery of passenger or baggage is determined by the schedule set forth by the Carrier and these regulations. An aircraft passenger shall pay for air carriage and, in the possession of excess baggage or baggage subject to compulsory charge and pay for the carriage of such baggage.

In accordance with a contract of air carriage of cargo, the Carrier shall deliver the cargo entrusted to it by the consignor to the point of destination and issue it to a person authorized to receive the cargo (consignee) and the consignor shall pay for air carriage of the cargo.

Each contract of air carriage and its conditions are ascertained by a carriage document issued by the Carrier or an agent.

Carriage of passengers, baggage or cargo performed from the departure airportto the destination airportby several Carriers in accordance with a single carriage document (including issued therewith-supplementary carriage or payment documents) is treated as single carriage irrespective of whether or not there was connection, reloading of cargo or interruption of service

2.2Carriage documents. Each contract of air carriage and its terms and conditions are ascertained by carriage documents issued by the Carrier or its agents.

Carriage documents:

- in carriage of passenger and baggage - ticket;

- in carriage of excess baggage— receipt for payment of excess baggage;

- in carriage of cargo— air waybill;

- in payment by passenger, consignor and consignee of charges and fees for services provided in regard the performance of a contract of air carriage— Miscellaneous Charge Order (МСО), Electronic Miscellaneous Document (EMD).

2.3Charter and scheduled flights. Carriage of passengers, baggage or cargo by air between points (airports) on service route can be performed on scheduled and not-scheduled (charter) basis.

Scheduled air services are carried out in accordance with published aircraft flight schedule.

A published aircraft flight schedule shall include the following information for every scheduled flight:

- departure airport;

- destination airport;

- airport(s) located on the service route where flight schedule provides for aircraft landing;

- carrier code;

- flight number;

- days of flights in a week;

- departure time (local);

- arrival time (local); - flight period;

- aircraft type(s).

An aircraft flight schedule may also contain other information.

Information contained in passenger ticket and baggage-check (air waybill) shall correspondto information published in the schedule at the time of executionof the abovementioned carriage documents.

The Carrier without prior notice to passengers and consignors may change the schedule. The Carrier may cancel, postpone or delay a flight specified in the ticket or air waybill, replace the aircraft and change the service route, if so required by the safety and security conditions,as well as at the request of competent state authorities.

In case of change of aircraft flight schedule the carrier shall take all possible measures to inform passengers, consignors, with whom a contract of air carriage of passenger, a contract of air carriage of cargo is concluded, aboutthe change of the aircraft flight schedule by posting such information on its website - through the contact center, as well as in other ways, if any, will be possible in each particular case.

The Carrier shall take all reasonable measures within its powers to the timely perform carriage according to the concluded contract of carriage.

In case of failure to deliver a passenger or cargo by the flight indicated in the passenger ticket (air waybill), and if such failureis not caused by a breach by the passenger or consignor (consignee) of these regulations of carriage and/or conditions of the contract of carriage, the Carrier by agreement with the passenger or the consignor (consignee) may:

- carry this passenger or cargo by another flight to the point of destination, specified in the carriage document;

- transfer it to another Carrier for carriage;

- organize carriage by another type of transport;

- make a refund of payments in accordance with the Carrier's Regulations of air carriage.

The Carrier shall not be responsible for errors, distortions or omissions in schedules, published by other juridical persons without the Carrier's approval.

The Carrier performs charter flights in accordance with an aircraft chartercontract, concluded between the Carrier and the charterer. In accordance with this contract, the Carrier agrees to provideto the charterer for charge a complete or a part of carriage capacity of one or more aircraft to performone or more flights for carriage of passengers, baggage or cargo.

The Carrier performs charter flights based onpreviously agreed flight plan in compliance with the carriage conditions,which are specified in the contract of charter flight.

The Carrier informs a passenger of the aircraft (consignor) through the charterer on the conditions of charter flight and the need for compliance with the Carrier regulations of carriage.

2.4Route of carriage, change of route, date and departure time. Carriage of passengers, baggage and cargo is performed between points,specified in carriage documents. Changing of the point(s) of route,specified in carriage documents may be carried outby agreement between the Carrier and a passenger (consignor),and unless otherwise provided by internationaltreaty of the Russian Federation.

If the Carrier cannot perform carriage between points, specified in the carriage document, it may offer a passenger (consignor) another route of carriage, and in case of failure of the passenger (consignor) of carriage by this route - return the carriage cost in accordance with these regulations.

Ifa passenger (consignor) changes the route (date and time) of carriage, the Carrier may recalculate the cost of such carriage.

2.5Information. The Carrier (including through the handling company) provides services to passengers (consignors) at airports and other points of check in carriage, air service sales offices, on board the aircraft, related to performance and enforcement of air carriage. Services provided shall be focused on high-quality serviceof passengers, consignors and consignees. Services of the Carrier and handling company are free of charge or for a consideration.

The Carrier or handling company at the airport provides at no extra charge the following services:

- check in of passengers and processing of baggage on route and for the flight, specified in the carriage document, as well as conducting of special control of aviation security of passengers, baggage and cargo;
- delivery of departing (arriving) passengers from the terminal building to the aircraft (from the aircraft), their joining an aircraft and disembarkation on arrival at an intermediate airport, transfer airport or the destination airport;

- delivery of baggage or cargo to the aircraft and from the aircraft, its loading and offloading on/from the aircraft;

- carrying out of customs, border control and, if necessary, quarantine, visa, immigration, veterinary and phytosanitary control in international carriage;

- accommodation of passengers with children in a baby care room (if such service may be provided by the handling organization in a particular airport).

The Carrier provides for no extra charge the following information on its website and in air service sales offices (if applicable):

- about time of departure and arrival (departure and arrival) of aircraft, performing scheduled air carriage;

- about place and time of beginning and end of check in of passengers and baggage for the flight, specified in the carriage document;

- about flight schedule, cost of air carriage on performable routes, including preferential terms of carrying children and other categories of passengers;

- about the regulations of carriage of passengers, baggage and cargo including free of charge carriage baggage allowance; items and things, prohibited for carriage by air transport and other special conditions of carriage in a volume, specified by this regulations of carriage of the Carrier;

- about addresses of sales offices and rules of sales and reservation of carriages;

The Carrier may provide to passengers, consignors (consignees) other information in accordance with these regulations.

The Carrier or handling company provides the following information by means of translation of voice information messages through the broadcasting system at departure airport, electronic displays:

- about time of departure and arrival of aircraft, performing scheduled air carriage (flight plan);

- about place and time of beginning and end of check in of passengers and baggage for the flight, specified in the carriage document;

- about time of embarkation of passengers on an aircraft, performing carriage by schedule (flight plan);

- about delayed aircrafts, performing carriage by schedule (flight plan) and the reasons for their delay;

- about flight schedule, cost of air carriage on performed routes, including preferential terms of carrying children and other categories of passengers;

- about rules of carriage of passengers, baggage and cargo, including free of charge carriage baggage allowance; items and things prohibited for carriage by air transport and other special conditions of carriage;

- about addresses of sales offices and rules of sales and reservation of carriages;

- about rules and procedure of conducting inspection of passenger, baggage and cargo at airports;

- about rules of passage of passengers, following on international flights, customs, border control and other administrative formalities.

Translation of voice information messages sounds clearly,tempo comodo and is sounded:

-in Russian and English languages in the airports of the Russian Federation at the performance of domestic and international flights;

-in the host country language and English language in foreign international airports.

The Carrier may provide to passengers, consignors (consignees) other information n accordance with these regulations.

Providing information about execution of carriage documents in the name of a particular passenger (cargo), on going through check-in at the departure airport, on departure and arrival is carried out only based onwritten requests of government authorities or enterprises, institutions or organizations as well as citizens, if such requests are recognized reasonable and lawful.

If a decision is made to delay departure more than four hours before the scheduled aircraft departure time, the Carrier shall provide advance notification of passengers. If a decision is made to delay departure less than six four beforehand, advance notification of passengers shall not be provided.

If carriage is interrupted through the fault of the Carrier, as well as in the event of a flight delay or flight cancellation due to adverse meteorological conditions or for technical or other reasons for changes made in the carriage route, the Carrier shall provide the following services to passengers at the departure points and at intermediate points:

- access to child care rooms for passengers travelling with children in accordance with seven years of age;

- two telephone calls or two e-mails if the wait for flight departure exceeds two hours;

- soft drinks if the wait time for flight departure exceeds two hours;

- hot meals if the wait for flight departure exceeds four hours, and every six hours thereafter during the day and every eight hours during the night;

- hotel accommodation if the wait for the flight departure exceeds eight hours during the day and six hours during the night;

- transportation from the airport to the hotel and back, if hotel accommodation is provided, at no additional charge;

- arrangement of baggage storage.

The services listed in this paragraph shall be provided to passengers at no additional charge. For the purposes of this paragraph, the wait time for flight departure shall begin from the time of departure indicated in the ticket. Meals for the passengers (breakfast, lunch, dinner) shall be served depending on the time of day.

At transit or transfer points, passengers shall be provided with services subject to a confirmed booking for the next leg of the route, regardless of the cause of the flight delay.

If flight departure is delayed by six or more hours during the night or by eight or more hours during the day from the scheduled departure time, passengers shall be offered accommodation at hotels providing at least three-star services.

For passengers without a visa, provisions shall be made for special accommodation with adherence to the procedure for serving transfer passengers without visas at the airport and for interaction with government agencies and other services when accommodating this category of passengers at hotels

Meals shall be provided to the passengers regardless of the time of their arrival at the hotel.

A passenger may refuse hotel services, but he/she shall not be entitled to reimbursement of expenses at the cost of the unused services.

2.5.1 Codeshare flights (Aeroflot flights). Economy Class passengers on flights may be offered the opportunity to take advantage of the “Space+” service. This service shall be provided on a paid basis and documented and paid for at the departure airport. This service shall be provided free of charge to passengers holding Aeroflot Bonus Platinum and Gold Cards, participants another SkyTeam Alliance bonus programsat theElite Plus level and to passengers having a paid ticket on a main rout on comfort class tariffs.

Enhanced comfort seats are offered to Aeroflot Bonus Platinum level members, at flight check-in during seat assignment. To Aeroflot Bonus Platinum level members with the possibility of pre-booking through a personal assistant or at airport check-in.
