Pursuant to due call and notice thereof, a Planning Commission Meeting was held on Tuesday, March 21, 2017 at 5:30 p.m.

PRESENT: Katie Reiling, Ed Dunn, Dick Glatzmaier, Rick Fischbach, Michelle Meyer, Jodi Austing-Traut

ABSENT:

The meeting was called to order at 5:32 p.m.

MINUTES

Clerk/Administrator Austing-Traut was present at the meeting with a concern about the last meeting’s minutes. A resident, who had requested a variance at the last meeting, came forward and requested that the minutes from that meeting be changed. He was concerned that the commentary made by one of his neighbors during the public hearing was false and somewhat accusatory. Austing-Traut asked for guidance from the Planning Commission on how they would like the minutes reworded. Planning Commissioners Rick Fischbach and Michelle Meyer indicated that they felt that the minutes should remain as written. Ms. Meyer stated that the purpose of a public hearing is to hear this type of commentary and it should indeed be included as part of the minutes.

Dick Glatzmaier would like additional language added to the middle of the first paragraph of the February minutes stating the original shed will be completely removed and replaced with a new garage. Motion by Dick Glatzmaier to approve the minutes with the noted change, second by Katie Reiling, all in favor and carried.

BUTTWEILER/ERTL VARIANCE

Paul Buttweiler was at the meeting to discuss the variance on the Ertl property. Amy Pease has been working with him as there was some confusion as to what they were actually approved for.

Amy clarified that they were approved for a 22’ side setback instead of 35’, which is how the variance is worded. Buttweiler’s have changed their building layout and they no longer need a variance for the front setback as they will meet the 30’ setback. They will need a 10’ west side setback instead of the 22’ side setback which is what they were approved for. Buttweiler’s will need to go through the entire process again to get approved for a new variance and they will advise staff of how they would like to proceed.

ACCESSORY STRUCTURE

The planning commission discussed different options to deal with the accessory structure language in the ordinance. It was discussed that the smaller houses in the older part of town that do not have attached garages are limited to the size of accessory buildings that they can have. The Planning Commission feels it would be best to just deal with any issues on a case-by-case basis. We will not make any changes to the ordinance at this time.

MISC.

Dick Glatzmaier asked to be notified of the next Joint Planning Board meeting.

Ed Dunn gave his formal notice of resignation from the Planning Commission. May 2017 will be his last meeting.

Motion by Katie Reiling to adjourn at 6:42 p.m., second by Michelle Meyer, all in favor and carried.
