The Delegation of the European Union for the Pacific, Samoa Office is launching a tender for the supply and installation of a minimum of 17.5 kilo watt of photovoltaic (solar) panels on the roof of its office.

Specifications:

All equipment supplied and installed must be new, meet or exceed all relevant New Zealand, Australian and Samoan electrical Standards, as well as comply with all relevant national standards & codes and must be fit for purpose.

·  A minimum of 17.5 kilo watts of photovoltaic (solar) panels with a minimum manufactures warranty that power output will not be less than 80% of rated power after 25 years.

·  Frames etc for attaching to the roof of the EU Office in Samoa. Such equipment must include cyclone resistant features.

·  Suitable inverters to allow for a grid tied connection.

·  The proposed equipment must allow for the electricity generated by the solar panels to cover the demands of the EU office, where excess electricity is generated this must be delivered to the national grid, where there is a deficit of electricity this must be supplied from the national grid.

·  All other equipment required for the successful Installation & Monitoring (in real time) of the system.

Technical Submission Forms.

All technical offers must be submitted on a tender submission form. These forms can be obtained from the EU Office in Samoa (address below or by emailing ).

Financial Offer Forms.

All financial offers must be submitted on the Financial Offer form. These forms can be obtained from the EU Office in Samoa (address below or by emailing ).

Requirements:

All companies that submit bids must include in their Technical offer documentary evidence of the following:

·  Have a presence in Samoa to deal with operational and maintenance issues.

·  Have an annual turnover in excess of WST 0.5 million.

·  Have been in business designing, supplying & installing similar Solar Voltaic systems for at least five years.

·  Have a proven capacity to install grid tied systems.

Interested companies should send their tender in a sealed envelope clearly stating that the Envelope relates to The Design, Supply & Installation of Solar Panels. This envelope must contain two additional envelopes, with the Technical Offer and the Financial Offer.

Note that the Technical Officer MUST be in a separate envelope to the Financial Offer. The envelope containing the Financial Offer will only be opened if the Technical Offer is compliant with the above criteria.
