ADMINISTRATIVE ORDER 13 – 011

RECONSTITUTING THE MUNICIPAL PEACE AND ORDER COUNCIL

PURSUANT TO EXECUTIVE ORDER NO. 773

Whereas, the Communist rebels had been responsible for a wide range of human abuses and continuous to impede the progress and development of a number of rural areas; it is time to put their disruption to an end so that the nation can move ahead;

Whereas, the creation of an office in the regions has been recommended to focus on convergence and the orchestration of internal security operations (ISO) efforts of civil authorities and agencies, military and police;

Whereas, the provision of livelihood and infrastructure development and projects in the remote rural and indigenous population areas has been adopted as a policy to promote peace and order initiatives and sustain security in the rural areas.

Whereas, Executive Order No. 773 provides for the reorganization of the Peace and Order Council;

NOW, THEREFORE, I ARNULF BRYAN B. FUENTEBELLA, Municipal Mayor of the Municipality of Tigaon, by virtue of the powers vested in me by law, do hereby order:

Section 1. Further Reorganization of the Municipal Peace and Order Council (MPOC). – The Municipal Peace and Order Council is hereby reorganized and shall be composed of the following:

  1. Hon. Arnulf Bryan B. Fuentebella-Chairman
  2. Hon. Ruel M. San Gaspar-Vice-Chairman
  3. Hon. David B. Zape (SB Rep.)-Member
  4. Municipal Agriculturist-Member
  5. Municipal Social Welfare and Development Officer-Member
  6. Municipal Health Officer-Member
  7. Municipal Engineer-Member
  8. Municipal Local Government Operations Officer VI-Member
  9. Community Environment and Natural Resources Officer-Member
  10. Municipal Agrarian Reform Officer (MARO)-Member
  11. Municipal Chief of Police-Member
  12. Three (3) Private Sector Representative:
  • Rev. Fr. Rex R. Ramos ( St. Claire Parish)-Member
  • Pablo D. Contante (Jesus Loving Shepherd)-Member
  • ElizarNojora (Iglesia Ni Kristo)-Member
  1. LTC. Lenart L. Lelina- Phil Army, 42nd IB-Member

Section 2. Responsibility of the MPOC – The MPOC shall be responsible for the following functions:

  1. Provide a forum for dialogue and deliberation of major issues and problems affecting peace and order, including insurgency;
  2. Recommend measures which will improve or enhance peace and order and public safety in their respective areas of responsibility, including anti-insurgency measures;
  3. Initiate and/or oversee the convergence and the orchestration of internal security operations efforts of civil authorities and agencies, military police;
  4. Apply moral persuasion to and/or recommend sanctions against local chief executive who are giving material and political support to the Communist rebels;
  5. Monitor the provision of livelihood and infrastructure development programs and projects in the remote rural and indigenous population areas adopted to isolate them from the Communist rebels “ Agitate/Arouse, Organize and Mobilize” and ideological, political and organization works;
  6. Perform all other functions assigned by law, the President of the National Peace and Order Council (NPOC).

Section 3.MPOC Secretariat. – There shall be a Municipal Peace and Order Secretariat which shall handle the administrative and technical activities of the Peace and Order Council that is organized in the various administrative levels of government. The Secretariat shall also undertake liaising and coordination of activities with appropriate agencies of the government.

The MPOC Secretariat shall be headed by the most senior DILG Officer stationed in the municipality. The Secretariat at each level shall be assisted in its function and duties by the regular staff of the Council Chairman.

Section 4.Repealing Clause. All prior issuances on the organization and functions of the Peace and Order Council inconsistent herewith shall be deemed superseded by this Order.

Section 5.Effectivity. – This Administrative Order shall take effect immdediately.
