The Brooklyn City Council met in regular session on Monday, July 18, 2016 in the Municipal Building at 138 Jackson Street with Mayor Solem opening the meeting at 6:00 P.M. with Councilmen Nathan Taylor, Les Taylor, Stockton Harter, Brad Strasser, and Carl Tubbs. Others present: Lavern Bartachek- Supt. of Public Works, Sheri Sharer-City Clerk, Poweshiek County Deputy See, Jodie Ryan, Laura Manatt and Jesse VanRenterghem.

AGENDA

Motion by Tubbs, 2nd by Nathan Taylor to approve the Regular Council meeting minutes from July 5, 2016. 4 Ayes, Les Taylor Abstained, Motion carried.

Council reviewed Library Board Minutes from July 5, 2016.

Council reviewed MJM Board Meeting minutes from June 22, 2016.

Council reviewed MJM Year End Balance

ITEMS FOR CONSIDERATION

Jodie Ryan and Laura Manatt with Brooklyn Economic Development spoke to council about a Tax Abatement program for the City of Brooklyn. The tax abatement program would be for new construction or improvements to existing residential and multiresidential properties. BED has budgeted and approved to pay for the legal fees to create and implement the abatement. Motion by Harter, 2nd by Strasser to approve the proceedings for the tax abatement program. All Ayes, Motion carried.

FINANCE

RESOLUTION 2016-27: RESOLUTION TO TRANSFER AMOUNT OF $10,000 FROM THE TIF FUND 108 INTO THE RIF FUND 115 FOR THE BUDGET YEAR 2016-17. Motion by Strasser, 2nd by Nathan Taylor to approve this resolution. All Ayes, Motion carried.

RESOLUTION 2016-28: RESOLUTION TO TRANSFER AMOUNT OF $6,033 FROM THE TIF FUND 108 INTO THE SEWER UTILITY FUND 610. Motion by Les Taylor, 2nd by Tubbs to approve this resolution. All Ayes, Motion carried.

RESOLUTION 2016-29: RESOLUTION TO TRANSFER AMOUNT OF $147.00 FROM THE TIF FUND 108 INTO THE GENERAL FUND 001. Motion by Les Taylor, 2nd by Tubbs to approve this resolution. All Ayes, Motion carried.

RESOLUTION 2016-30: RESOLUTION APPROVING APPLICATION FOR PAYMENT FROM MMS CONSULTANTS, INC. IN THE AMOUNT OF $6,100.00 FOR BIDDING & AWARD & CONSTRUCTION SERVICES FOR A WASTE WATER TREATMENT PLANT. Motion by Les Taylor, 2nd by Strasser to approve this resolution. All Ayes, Motion carried.

PUBLIC WORKS

Motion by Les Taylor, 2nd by Strasser to approve the North Street Patching quote from Minnaert Concrete in the amount of $23,760.00. All Ayes, Motion carried.

On July 14th a Pre-Construction meeting was held on the new Waste Water Treatment Plant. August 1, 2016 is the projected starting date.

BUILDING, PLANNING & ZONING

Jesse VanRenterghem discussed with council about his retaining wall. Lavern suggested selling 7’ of the alley to Jesse and his neighbor for $500.00 apiece. Motion by Strasser, 2nd by Les Taylor to approve the sale of 7’ of the alley. 4 Ayes, Harter Nay, Motion carried.

Council reviewed building permits

The Iowa Downtown Resource Center will be in town on July 26 for a meeting at 10:15 to speak to Brooklyn Chamber, BED, Pow I-80 and they would like 2 Councilmembers to attend.

OTHER BUSINESS

Brooklyn Public Library second quarter 2016 report was available for review. Patrons: 1,582; Adult Non-fiction 61; Adult Fiction 431; Adult Total: 492. Juvenile Non-fiction 21; Juvenile Fiction: 1,208; Juvenile Total: 1,229; Periodicals: 189; Total Printed Materials: 1,910. Videos: 192; Audios: 8; Total Non-printed 200; Other: 39; Grand total for quarter: 2,149. We had 64 reference requests and answered 63 of them here at our library. There were 19 meetings and we had 148 visitors. The Color Yourself Calm program kind of fizzled out might try again after summer. Thank you for your continued support.
