UNAPPROVED MINUTES FOR THE BOARD MEETING OF May 15th 2012

IN ATTENDANCE: STAN KING, TOM MOULTON, KEN QUINNR, SHARON ANDERSON, and DAVE WELDON

EXCUSED: GREG HENDERSON & HAROLD SHEERAN

  1. CALL TO ORDER AND READING OF MINUTES:

Minutes of the April 17th meeting were read and there was one correction. That was that the diseased tree in the common ground area on Culver Loop that needed to be taken down will be paid for out of HOA funds, not shared with Cy Perkins, who’s lot adjoins said common area

  1. REPORTS OF OFFICERS, ADMINISTRATOR AND COMMITTEES:

TREASURERES REPORT:

Ending funds as of April 1st were $212,190.05 –reported by Treasurer Greg Henderson.

ADMINISTRATORS REPORT: [Reported by Stan King in Ken Quiner’s absence]

The owners of lot #169 have complied with all of the requests regarding their Lease/Option to buyof their home.

SERVICE/WELCOME COMMITTEE REPORT:

Sandy Moulton reported that all new neighbor Welcome baskets have been ` distributed [6 in all]

DESIGN COMMITTEE REPORT:

  • Carley Bratton, chairman of the Design Committee. addressed his budget requests for 2012 They are as follows:
  • He will schedule crack sealing of the roads for phases one and two for August, costing approximately $2,100.00.
  • Mulch and maintenance for the entry sign--$350.00

  • Spraying chemicals for weeds---$150.00
  • Culvert extension and fill for the common ground off Scardi between Divot and Culver Loop This will facilitate mowing and decrease the chance of fire. This will cost approximately $6800.00
  • New tree plantings in the fall for about $500.00
  • There will be soil added to the common ground between lot #72 and # 91 so that it can be mowed, Instead of using a weed-eater. Cost $700

All of the above expenditures have been included in the budget for 2012

During Carleys discussion, the subject of the big pond across the street from the first entrance on Culver Loop on Scardi Blvd and the potential danger of small children falling in and drowning came up. This property, previously owned by C. Galpin, is now owned by Premier West Bank due to foreclosure. Paul Anderson agreed to contact Premier West and make them aware of the danger and their liability.

JUDICAL COUNCIL REPORT:

No report

NEWSLETTER EDITOR REPORT:

Paul Anderson reports that ballots have been tabulated by the election committee for changing the CC&R’s to allow change, and to date we have 144 votes returned out of 161 mailed out. The votes approving this request equated to 87% which is more than the 75% required for passing. Final balloting closes May24th at which time a final tally will be sent out in the newsletter.

Paul also discussed the forthcoming Knolls Estates Garage sale dates of July 20th and 21st and the need for someone to put together a committee to manage it. Betty Perkins has agreed to head this up with help from Sandy Moulton, Jody Perkins and Sharon Anderson.

  1. The 2012 Budget was discussed in detail and voted on as approved. This budget will be able to be viewed on the Knolls Estates website immediately.

If you have a lot—please be sure they get mowed—some are very long.

  1. NEW BUSINESS:

Stan King brought up the subject that he is looking into adding solar energy panels to his home. It was decided that this approval should pass through the designCommittee as would any building additions or alterations. Guide lines must be developed for the Design Committee to follow for approving such requests and Stan has developed some for Carley to look at.

Centerpointe Management has taken over the management of the homeowners association as of May 1st.
