Cascade Cup Tournament 2011

Rules & Guidelines

National Federation of High Schools (NHFS) rules 2011 will be enforced by game officials unless otherwise stated below.

Middle School Division plays Level A rules (Modified Checking)

Guarantee minimum of 3 games in pool play and playoff bracket to crown the Cascade Cup Champion in all Divisions

Field Size

All fields will be regulation size whenever possible. If a field is not regulation size, both teams will be notified by game officials before play begins.

Game Duration

Whenever possible, games will be scheduled in 1 hr and 15 minute blocks to allow for any delays that arise. Playoff games may run longer than pool play games due to time outs and potential for overtime.

Pool Play Game Format

- Two (2) twenty five (25) minute running clock halves.

- Central clock for all pool play games

- Halftime will be five (5) minutes.

- No time outs during pool play

- No overtime in pool play, games that finish in tie are recorded as such

Playoff Game Format

- 2 time outs allowed for playoff games, 1 per half, not to be carried over

- Timeouts will be two (2) minutes in length.

- The timeout will stop the clock.

- There will be no timeouts allotted in the overtime period.

- Halftime will be five (5) minutes.

- The last two (2) minutes of the game the clock will be stopped on the whistle

Overtime

If overtime is necessary to decide a playoff game, the format will be successive 5 minute “sudden victory” periods (first team to score) with 2 minute break in between each until a winner is determined. No timeouts allowed in overtime games in the playoffs.

NO TIES IN PLAYOFF GAMES!!

Clarification on all Scores:

The official score will be kept by both the table staff and one of the game officials. The table staff and the scoring official will confer after each goal and at all timeouts and period ending points to ensure score accuracy. After game is concluded the table staff and the scoring official will verbally agree on the final score before it is reported to tournament administration. The scoring official does not need to sign the score sheet.

Format for Points Accumulation for Playoff Seeding

2 points for a win

1 point for a tie

0 points for a loss

Playoff seeding is based on points, tie breakers as follows:

1.  Head to Head

2.  Goals Against

3.  Goals For

4.  Coin Toss

PLEASE NOTE: It is the coach’s responsibility to check with the Tournament Director table at the completion of their final pool game to determine who/if they will play in the playoff.

Playoff is a single elimination format

Roster Size

Roster maximum is 25. No player may compete, or be rostered, on more than one team during the tournament. Any team/s with a player in violation of this rule will forfeit all games in which the player is known to have competed and forfeit the opportunity to advance to the playoff round.

If you cannot meet the roster requirements, please notify tournament staff immediately.

Uniforms

All players on a team must wear similar jerseys and each jersey must be numbered distinctively on the front and back of jersey, with no number being repeated (including the goalkeeper). Teams are requested to bring alternate color jerseys or pinnies. Where teams have the same color jerseys, the team listed first in the game schedule will be designated as the home team and will be asked to change jersey, cooperation is appreciated.

Team/Player Eligibility

For a team to be eligible, the team must be fully paid and provide roster by date provided on registration form. All players must have a US Lacrosse number.

All parents/players must complete a Waiver of Liability/Medical Release Form (provided w/ registration form) The waiver forms must be turned in for all players on the team’s roster at check in time at the tournament before first game of the event. If a player does not have a signed waiver form, they will be ineligible to participate in the event.

HIGH SCHOOL~ VARSITY DIVISION I AND VARSITY DIVISION II**

For the High School Elite divisions, all players on the roster must have never played in college or college club team before the event date. In the high school division, the oldest players allowed to be on the roster are players who had just completed their senior year of high school (Class of 2011). Underclassmen of any designation are allowed in the High School division that is entering their freshman, sophomore, junior year of high school. (Graduating class of 2012, 2013, 2014, 2015)

MIDDLE SCHOOL DIVISION

In the Middle School Rising Star division, team rosters must be made up entirely of players that are already in or are preparing to enter their junior high school year or middle school year and players who will be entering their freshman year are allowed. No current high school players are allowed in the Middle School; rising stars division! (Graduating class of 2015, 2016, 2017)

Forfeits

Teams will be allowed a 15 minute grace period to arrive for a scheduled game.

If a team forfeits 2 (two) games in pool play and cannot present a valid reason to tournament administration for doing so, the team will be removed from the tournament.

If a team forfeits 1 (one) game in playoff/tournament play and cannot present a valid reason to tournament administration for doing so, the team will be removed from the tournament.

Note: All forfeit situations will be considered on a case by case basis by tournament administration.

Inappropriate Behavior

Poor sportsmanship will not be tolerated at Snohomish Lacrosse events. Any player, coach or spectator that is involved in an altercation or inappropriate behavior will be immediately ejected from the game and the remainder of the tournament. If the ejected person refuses to leave the field of play or continues to cause a disturbance that prohibits the game/s from proceeding, Snohomish Lacrosse staff reserves the right to eject that person from the facility or contact local law enforcement.

The game officials reserve the right to end a game if the game cannot be safely controlled.

Ejections

If a player receives 2 yellow cards in one game, the player will be removed from the remainder of the game. They will be eligible to participate in the team’s next scheduled game.

If a player, coach or team representative receives a red card, that person will be removed for the remainder of the game. The person(s) will also serve an additional suspension of the team’s next scheduled game. They will not be allowed in the team bench or spectator areas of the field following an ejection and while serving their suspension.

Any player or coach that receives a red card will be subject to not only the above but the tournament directors also reserve the right to remove the player, coach or team representative from the reminder of the tournament.

Violation of this policy will result in the team’s game being forfeited and a red card being issued to the offending coach and/or removal from the remainder of the tournament.

Protests

Referee calls of any kind are not grounds for protest. Snohomish Lacrosse tournament administration will stand behind calls made by game officials and will not change or override any call made on the field of play.

Note on roster checks: If a team suspects that another team is playing with an illegal roster of any kind, the head coach must alert game table staff. Table staff will contact tournament administration. If a roster check is called for Snohomish Lacrosse staff will check the rosters of BOTH teams involved in the game in question.

Spectator Areas

All spectators are to be on opposite sidelines from the players’ bench area. Only team personnel allowed in the team bench and coaches area. No spectators allowed on end lines

Equipment

Approved eye protection, colored mouth guard and approved lacrosse stick must be used at Snohomish Lacrosse events. Goalies must wear approved protective equipment

Penalties/Ejections for Goalies

Goalies will serve their own penalties at Snohomish Lacrosse tournaments. If a goalie is ejected from a game in pool play, the game will be stopped if needed to allow a replacement goalie time to suit up in the proper equipment; the central clock will continue to run. If during playoff game, the clock will stop if needed to allow a replacement goalie time to suit up in the proper equipment. The replacement goalie must strive to use the penalty time to suit up proper equipment.

Stick Checks

Each team will have one (1) stick check per day before their 1st game for pool play games. Any player using a stick other than the one checked must have the referees check the stick.

Stick checks will be conducted before every playoff game.

Referees

All games will be officiated by certified umpires. All umpires will be treated with the utmost respect at all Snohomish Lacrosse events. We appreciate their participation in the Cascade Cup and are unable to host such an event without their expertise and efforts.

Tournament Cancellation

In the event of inclement weather or any other "act of God" which would prevent continuation of the games, the tournament will be canceled. Partial refunds, after all fixed costs have been paid may be issued at the discretion of the Tournament Directors.

Clean Up

Each coach must ensure that the bench area is picked-up after each game. Trashcans are available near bench areas. Teams’ areas of congregating are to be cleaned up after they depart for the day.

Alcohol and Tobacco Policy

All spectators, players, and coaches are expected to respect the Snohomish Lacrosse Club policy to restrict the use of alcohol and tobacco products from being used/consumed on tournament premises. Any violators will be reported to the Tournament Directors and will be subject to expulsion from the tournament at the discretion of the Tournament Directors. The Tournament Directors thank all fans and participants for their cooperation as we model behavior for youth.

Parking

Designated areas only, vehicles will be removed from unauthorized areas at the owner’s expense.
