Hiring of Agencies to Implement Mixed Media Activities for ‘Condom-It’s OK’ Campaign under Third National AIDS Control Programme (NACO-III) in 19 states across the Nation

1. National AIDS Control Programme, Ministry of Health and Family Welfare, Govt. of India, on behalf of President of India, invites sealed bids from eligible, experienced and qualified media agencies to implement mixed media activities for ‘Condom-Its OK’ campaign’.

2. The scope of services (medium, quantity, no. of months of display, States in which campaign in to be implemented) and amount of bid security required to be submitted alongwith bids is as per the table below:

4. Eligibility Criteria: The Bidders should be in the list of empanelled agencies for outdoor publicity for the Region as prepared by DAVP (Department of Audio Visual Publicity) Govt. of India as on the last date of submission of bids.

5. Qualification Criteria: The Bidder’s should have experience of executing similar services during past 3 financial years and have executed contracts for at least ‘double the quantity’ of the medium offered by them, in past 3 financial years.

6. The bidders are free to submit its bid for any medium and for any state or combination thereof.

7. The separate Bidding Documents against each of IFBs may be purchased by interested bidders upon submission of a written request to the Purchaser at the address given below along with Rs.1,000 (Rupees one thousand only) as cost of bidding document (non-refundable) in form of DD / Bankers Cheque in favour of “Senior Accounts Officer, Ministry of Health and Family Welfare” payable at New Delhi.

8. The bidders may also download the Bidding Document from the website www.nacoonline.org . In such cases, the bidder should submit the cost of bidding document along with its bid, failing which, such bids will not be considered.

9. The Bidding Document shall be available for sale from 26/03/2009 to 14/04/2009 during 9.00 AM to 5.30 PM. The bids for individual IFBs should be submitted separately, up to 3.00 PM on 15/04/2009. The bids received up to the due date and time shall be opened on the same day starting at 3.30 PM at the address given below. The bids for individual IFBs shall be opened at an interval of 30 minutes.

10. In the event the date of submission or opening is declared public holiday at purchaser’s office, the bid submission / opening shall be held at the same time on the next working day.
