- BILL-2017-070: A BILL TO AMEND ARTICLE VI SECTION 1
- Presented by Chance
- This bill will put guidelines to create bills in student executive. This will make sure bill will be time sensitive. This will create checks and balances to create changes to rules and regulations.
- Negative Speech by Danny
- This bill doesn’t do much. This contradicts the purpose of a standing committee. There has only been 3 bills proposed by executive board and they were all time sensitive. Student senate lacks an outreach to students and this will only make the process more confusing and intimidating.
- Connor _ What steps do you want senators to go through?
- I don’t think this is the solution and this just reads as a grievance.
- Follow-up Has anyone came up to you about this bill
- Nothing in person.
- Sophie- This makes a lot of sense for epoxidating, could you explain what type of solution to the issue of time sensitive matters?
- My concern is that if we continue to add language it will only harm student groups. I don’t see why we should turn student groups away when they meet requirements
- Elizabeth- What is this bill trying to prevent?
- This isn’t trying to prevent anything; it’s just making language stronger which could hinder funding of student groups.
- Mattie Carter temporarily steps down as Chair.
- Positive Speech by Mattie Carter -
- I’m a co-sponsor. In every cycle bills, have been added to agenda that haven’t gone through committees which I feel is a major problem. This bill is not punishing anyone and chairs have complaints about not receiving these bills. We feel this power is being abused and that they need to be brought into the committee.
- Stephonn Alcorn- Is this something that could be solved through communication through the committees?
- I feel at this point it cannot. This will outline the rules and regulations and that power isn’t abused.
- John- What is time sensitive and what is not?
- Defer to Chance
- This allows Exec to determine what is time sensitive, this determines what should be time sensitive.
- Positive speech by Kellor Yde
- I don’t understand the opposition; we are complacent with these rules but only makes SSR have a page longer. The standing committees are diminishing in value and that every meeting we are encouraging people to join committees yet they lack protection. This will cause changes to rules and regs, not all bills. Anyone can go to a committee but not everyone can go to a senate meeting. This will hold student exec accountable. This may create more red tape but will strengthen the committees.
- Question by Danny- Do you feel that your argument fits outside of this year.
- Yes, I don’t think exec is abusing power but can in the future. This will strengthen student vote.
- Positive Speech- Johnathan
- My concern is that bills are not getting quality arguments and that bills are not properly researched. The committees allow the bill to be more discussed so we know we can make the right choice.

- BILL-2017-307: A RESOLUTION IN SUPPORT OF A NATIONAL REVENUE-NEUTRAL CARBON FEE AND DIVIDEND POLICY AND URGING BIPARTISAN ACTION ON CLIMATE CHANGE
- Presented by Thomas Green-
- This bill is presented by Citizens Climate lobby and met with congressional offices with this bill. This is a revenue free carbon fee. Carbon taxes work well to decrease carbon use but is a tax and does hurt families. This will do similar things but with less negatives. This is progressive in effect as it can help families by putting prices on something and giving back to those who need the money. There has been a lot of opposite to climate change and this could potentially help end it. This would be the easiest policy to pass for this issue.
- Question-You had two points about why it’s important to pass this bill, but I missed the two big talking points, would you mind repeating them.
- Revenue neutral carbon fee would reduce the negatives of a carbon tax; this would help lower income family and is a market driven solution to climate change. Would decrease climate change without increasing poverty.
- Question by Kellor Yed- How has the representative responded about this?
- She is a known conservative and therefore it’s hard to say how far we can get but she is willing to discuss this issue with us.
- Question- I’m concerned about rural people; this plan would impact the Midwestern states.
- By creating a bio based economy from waste would create a great amount of jobs in the Midwest, this would be a step in that direction.
