Minutes were signed as a true and accurate record except for a change to 3rd January 2017 – Item 2. Para 3. Groundsman salary would be increased by 8% not 6%

- Double doors have been donated to lead to new memorial garden
b)Recreation users association
- MUGA Committee have requested moving the skate park into the old tennis court to allow one large multi-use area. This will be known as Phase 1 of the project. Clerk to write to committee asking for written reassurance that any damage in moving ramp will be covered by them, they will cover cost of a ROSPA inspection, and PC will remain responsible for Skate ramps. Decision referred to February’s meeting. Also request update from committee at March’s meeting

9.NORSE GROUND MAINTENACE
The Council agreed to sign a further three year contract for grass cutting
10.EXPERIMENTAL 18T WEIGHT RESTRICITON
CC Askew spoke on the upcoming weight restriction which will begin toward the end of March. Advised the Council that traffic counting by the village would be a good idea, before, during and after the trial period. Clerk to arrange a meeting of the traffic committee mid-February.
11.MOVEMENT OF PARISH FUNDS
It was agreed that an amount of funds would be moved to Secure Trust Bank to bring funds being held in Lloyds bank below £75,000, given that funds over this amount are not covered by insurance under FSCS.
12.MARKET PLACE ENHANCEMENT PROGRAMME
Three quotes from local contractors were reviewed by the Council for Market Place resurfacing and also Peppers Corner. It was agreed that A Waterfield’s & Sons of Diss would be asked to come back for a second site visit.

13.APPOINTMENTS TO PARISH TRUSTS
Appointments were agreed:
Town Land Trust – Mr M Brown, Mr P Edge, Mr G Jubb & Mr J Jacobs to 1st May 2020
Harling Combined Trust – Mrs V Sheldrake a four year period ending 28th Oct 2020
Mrs P Harbour ending 28th Oct 2018
Education Foundation – Mrs L Mould 3 year period ending 31st May 2018
14.CEMETARY
Councillor Hustler to look at quotes again for timber for entrance. Clerk to ask D Holden for price for planings to be placed at entrance way.
15.TRACTOR INSURANCE
Council to renew current policy with Came & Co.
16.CLERKS, COUNCILLORS & CHAIRMAN TRAINING
Councillors who did not attend training on 7th January were given handouts from the day.
17.CORRESPONDENCE RECEIVED
- Resident querying AA signs for Poppy Fields. Planning permission was received
- Mr R Frost asked if he could install a memorial bench at the cemetery, no objections from the Council
- NCC Highway Rangers will be visiting Harling, any jobs please forward to the Clerk
- Hamblings Piece – a lamp post has been damaged and requires replacement. Clerk has spoken to new land owner and contractor, neither claiming full responsibility. Clerk to write to both parties requesting insurance details
- Greenfields lantern at junction to WH Road is obsolete. New LED lights not available for 12 weeks. Can put a spare bulb in for short term at cost of £150. Council to ask if this can be done but kept there until it wears out
18.SECOND PUBLIC FORUM
- Lorry was seen going through the village last Friday full with straw, was this going to Snetterton Plant? Chairman to contact Plant Manager
19.ANY OTHER BUSINESS
- Dog fouling and dogs off leads a problem again on the Recreation ground – for next agenda
- Update for Sports Park would be useful from the committee – Clerk to invite Ron Marsh to March’s meeting
- Would a ramp into the Sports & Social car club help to slow cars down. Quotes to be sourced for re surfacing and also for a ramp.
- Clerk has recently undertook Headstone and tree inspections as part of annual programme
- Parish Council coffee morning planned for Saturday 4th February
