SALE OF USED/SURPLUS VEHICLES

Instructions to Bidders

The United Nations Development Programme (UNDP) in Sudan is intending to sell at the most competitive price, One (1) UN Vehicle (surplus) listed below through an auction.

The vehicles is offered for sale on an "AS IS WHERE IS" basis, and without recourse or warranties of any kind.

Interested individuals, or organizations or companies, are invited to inspect the vehicles and offer their sealed bid for the vehicle they want to bid. Interested bidders can inspect the vehicles between Tuesday 21 November to Thursday 23 November 2017 (for three days). Vehicle is parked at UNDP Garden City office, house no. 290 Garden City, Khartoum.

Submission Address & Deadline:

The Sealed Bids, in an envelope clearly marked “Offer for Purchase of Used/Surplus UNDP vehicle ", must be submitted to:

Procurement Tender Box on or before 16:00 hours Khartoum Time by Thursday, 30 November 2017. The tender box is located at UNDP Compound, House No. 7 Block No. 5 Gama’a Avenue, Khartoum, Sudan

General Conditions:

1.  The Bid Form (annex 1), attached to this Notice, should be completed and signed off with an original hand-signature. The form is available at http://intra.sd.undp.org/bids/;

2.  The bid should identify the name of bidder, mobile, email (if any) and state the price offered;

3.  Bid security of SDG 5,000.00 is required and should be submitted at the time of bid submission (by certified check to be issued in the name of Resident Representative UNDP Sudan). Please deposit your Bid Security, Payments and delivery of checks to Finance Unit at UNDP Compound, House No. 7, Block No. 5, Gama’a Avenue Khartoum during working hours (9:00 to 12:00 and 13:00 to 14:00) Sundays to Thursdays. In the absence of the bid security, the bid renders void and will not be considered for comparison with the other bids.

4.  The vehicle will be sold to the highest bidder among all the competing bids for the vehicle concerned;

5.  The bid will be rejected or will render void in case the offered bid price is lower than the minim price set for the vehicle concerned;

6.  Bids submitted later than the time and date specified in this notice will construe to be late bid. All the late bids will be rejected.

7.  The Bid security will be returned to unsuccessful bidders, upon publishing of the names of the successful bidders for each vehicle.

8.  The bid security submitted by successful bidders who fail to make the payment of the bid price to purchase the vehicle will be forfeited by UNDP and will not be returned.

Terms of Sale:

1.  Upon notification, the successful bidder must pay within three (3) working days the purchase price in cash or certified check payable to the UNDP. Should the successful bidder fail to arrange payment within three (3) working days, at the discretion of UNDP, the vehicle will be offered to the second highest bidder.

2.  Payment is required to be made in full before delivery or transfer of title is released to the successful purchaser.

3.  Payment of Customs, Registration Fees, Sales Tax and insurance or any other such costs shall be the sole responsibilities of the purchaser at his/her own expense.

4.  The vehicle purchased shall be removed from the UNDP parking within three (3) working days from the settlement of the purchase price.

5.  Authorization paper from the concerned government authorities for Transfer of Title will be made available to the purchaser within 3 – 4 weeks after UNDP receives the full sale value of the vehicle purchased by the concerned purchaser.

6.  Bid security will not be refunded if the bidder fails to comply with clauses 1 and 3 of terms of sale above.

7.  The successful purchaser, an individual or organization, must produce authentic identity document (National ID Card in the case of individuals and Official Letters in the case of organizations) to UNDP before UNDP makes request to the concerned authorities for the transfer of the ownership.

8.  The result of the auction will be announced within 10 working days after the closing date, i.e. 14th December 2017

9.  In case of more than one vehicle intended to be sold, and one bidder wins one or more than one vehicle, and the bidder intends to buy only one, UNDP will not refund the bid security for the any of the vehicle/s bidder failed to comply with payments within the agreed time, or the bidder declined to buy after notification.

Disclaimer Clause: UNDP Sudan reserves the right whether to sell or not to sell any or all vehicles to the highest bidder without assigning any reason whatsoever.
