Purpose
This entry level certificate is designed to recognise the ability of the competent learner or junior mediator. However, it can also provide a means of recognising current competency.
The compulsory recognises the underpinning mediation knowledge, and the interpersonal communication skills necessary for people to discuss the advantages and disadvantages of using mediation to clarify issues and resolve disputes within state sector organisations.
The range of standards forming the elective allows for the design of a qualification package that meets the needs of a particular organisation or mediation context.
This qualification leads on to the National Certificate in Mediation (Level 5) [Ref: 0470].

Requirements for Award of Qualification
Award of NZQF National QualificationsCredit gained for a standard may be used only once to meet the requirements of this qualification.

Version 2 was issued following a revision in order to update content for currency and to update formatting. Changes to structure and content included: qualification credit value increased from 47 to 48, structure was amended to clarify the requirements for award, overarching rule was removed, Balance was renamed Elective, and a minimum of 26 credits at Level 4 or above specified, standard 9694 substituted for standard 9706, elective section updated to reflect changes made to the Business field classifications.
This qualification contains a standard that has been substituted for an earlier standard. For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the substituted standard – see table below.

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality Assurance Body before they can register credits from assessment against standards. Organisation with consent to assess and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards.
