Position: Utilities Equipment Operator II Water Distribution

Reports To: Utilities Foreman II Water Distribution

Department: Public Works, Underground Utilities, Water Distribution.

Work Location: Service Center, work area varies as needed

Work Schedule: Typically Monday thru Friday 7:30 am to 4:00 pm (40hrs/week)

Position Summary

The Utilities Equipment Operator II (Water Distribution Crew Leader) provides onsite leadership to a work crew engaged in the installation, construction, maintenance and repair of the City’s water distribution and water treatment systems. In addition, this position may be assigned the duties of a Temporary Supervisory in the absence of a Water Distribution Foreman. As a public employee, this position is responsible for providing reliable delivery of service regardless of department. This position requires consistent and prompt response to emergency repairs that occur inside and outside of normal work days and shifts.

The Utilities Equipment Operator II may also be required to work within any part of the Public Works Group or the Street and Parks departments as directed.

Job Dimensions

Primary responsibilities for this position include the proper installation, operation, maintenance and repair of the City’s water distribution and water treatment systems. This includes but is not limited to the proper installation, maintenance, repair and replacement of water service taps; water meters, water service lines fire hydrants; air release valves; pipe; valves; and performing utility locates. The incumbent is to perform all work in accordance with City Engineering Standards and OEPA Drinking Water Standards.

This position is expected to exercise considerable initiative and independent judgment to ensure the safety of the crew and the general public, as well as the effective and efficient utilization of all equipment, materials, supplies, and personnel assigned for each work project. The ability to effectively communicate with the public to remedy customer complaints is necessary.

The Equipment Operator II operates a wide variety of equipment including but not limited to vehicles, dump trucks, excavation equipment, valve maintenance equipment, snow plows, vactors, GPS equipment and locating equipment. Similar use of these skills may on occasion be used within other Public Works, Parks and Street departments.

Nature and Scope

·  Give direction to other employees when assigned as the lead on a work project and when assigned to serve as a Temporary Supervisor

·  Effectively use a PC, software and field and heavy equipment used by the department in the performance of duties and assignments

·  Exercise sound judgment and knowledge of water, sanitary sewer and storm water systems

·  Respond to numerous call-outs outside of normal work days and shifts including weekends and holidays

·  Perform job duties in a safe manner consistent with City policies and procedures

·  Apply mechanical skills and creativity to solve problems

·  When directed, perform work for all divisions within sewer and water as well as any other department with in the City

·  Perform job duties under stressful conditions including inclement weather or adverse conditions

·  Learn and assist in work that requires developing specialized skills through experience

·  Apply mechanical skills and creativity to solve problems

·  Address questions or comments from the public in emergency situations

·  Ability to effectively resolve customer conflict

Other Requirements

·  Working in potentially hazardous conditions and confined spaces

·  Physically able to perform the duties of the position including walking, crawling, climbing, squatting, lifting up to 80 pounds and physical exertion for extended periods of time

·  Implement safety precautions when performing job duties

·  Apply ODOT Work Zone Traffic Control and Safety practices, where applicable, in the performance of job duties

·  Obtain and apply knowledge of regulatory requirements related to the installation, operation and maintenance of public utilities

·  Stay abreast of new equipment, technology, and methodology as they pertain to public utilities and job duties

·  Exercising safety precautions during work

Qualifications/Requirements

·  High school diploma or GED equivalent

·  Valid class B CDL with tanker and air brake endorsement or ability to obtain within six months

·  A minimum of three years of relevant experience in an Underground Utilities Department or other closely related experience (heavy equipment, construction, plumbing, HVAC, electrical or similar)

·  Ohio EPA Class I Water Distribution license within 18 months of hire

·  Ohio EPA Chlorine lab certification within 12 months of hire

·  Maintain residency as required by the city

Other Desired Qualification/Skills

·  Extensive knowledge of water distribution, storm sewer and collection systems
