The 52nd meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 30/03/2010 at Conference Hall, SEAC, Secretariat, 1-Tilak Nagar, Shiv Mandir Chowk, Main Road, Avanti Vihar, Raipur at 12:00 Noon. Dr. Harendra Kumar, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the 51st meeting of SEAC, Chhattisgarh.

Committee was informed that minutes of the 51st meeting of SEAC, Chhattisgarh held on 27/03/2010 is being prepared and would be presented before the committee in next meeting. The Committee accepted the same.

Agenda Item No. 2 - Presentation on the proposals received for TOR/EC as per provisions of the Environment Impact Assessment Notification, 2006.

(1)  M/s Sambhavi Energy & Coal Beneficiation Private Limited, Village – Gatori, Bilaspur-Ratanpur Highway, District – Bilaspur (C.G.)

The project proponent submitted application (Form-I and Pre-feasibility Report) for prescribing Terms of Reference (TOR) for preparation of draft EIA report for obtaining Environment Clearance on 25/06/2009. The Project Proponent has proposed Coal Washery of capacity 0.90 million tonnes per annum. The brief of the project is as follows:-

Production Capacity / Coal Washery - 0.90 Million Tonnes Per Annum.
Proposed Cost / Rs. 15.0 Crores
Activity falls under the Schedule of EIA Notification, 2006 / 2 (a)

The proposal was discussed in 39th, 42nd and 49th meeting on 22/08/2009, 24/09/2009 and 18/01/2010 of SEAC, Chhattisgarh. Project proponent submitted some information/documents vide letter dated 27/11/2009.

Accordingly, project proponent was informed vide letter dated 30/03/2010. The project proponent made presentation in the 52nd meeting of SEAC, Chhattisgarh on 30/03/2010.

During presentation it is noted that: -

§  The Company proposes to transport 90% of raw coal for washing purpose by Uslapur railway siding 7.5 km away from the site and 70% of washed coal will be transported by the same route.

§  The Company proposes to undertake job work of coal washing on behalf of third parties who sources their requirement of Coal from the South Easter Coalfields Limited.

§  The location of the project is nearest from the Urga railway siding and therefore location of the project is very attractive to ensure continuous supply of raw material for operation of the project.

§  Near to the user of the Coal rejects.

§  Availability of Ground water for industrial use. The area falls under ‘Safe’ category.

§  No National Park, Wildlife Sanctuary or eco sensitive area within 15 Km radius.

§  No rehabilitation or resettlement is envisaged

§  Raw material in the form of coal (Grade E/ F) will be obtained from the South Easter Coalfields Limited. The final product in the form of clean coal will be of D grade.

§  Power consumption will be 1200 KVA.

§  The proposed unit will deploy approx 148 workers. Mostly from nearby villages.

§  Nearest village Gattory is about 2.5 km from plant.

Power Supply

§  Power will be purchased from CSEB (Chhattisgarh State Electricity Board ). Maximum demand of power for 0.90 MTPA Plant will be 1200 KVA which will be applied immediately after your approval.

Manpower

§  The Operation and maintenance of Washery will be done contractually. The manpower for two-shift operation of Washery and three shift operation of Raw coal section with one shift maintenance in washery section, which needs 100 workmen of suitable category to be provided contractually and 48 skilled manpower is needed for maintenance of plant.

Source of water of two tube well will be proposed to install.

·  There is no discharge of waste water. Its an Zero Discharge System.

·  Entire waste water after treatment is re-circulated in process via close circuit system.

·  The make up water requirement for Heavy Media Bath Technology is about 0.04 m3/Tone of Coal.

Air

Effective arrangement for extraction & suppression of dust like Bag Filter, I D fans, Stack, Rain Guns, Sprinklers, Mist Sprayers is proposed to control source & fugitive emission.

Water

The waste water generated during coal washing is treated in phased manner through a system of classifying cyclone-HF screen-thickener-Belt Press etc. The treated waste water is recycled and reused for process. Thus, there will be no discharge of waste water from the proposed unit

Noise

To keep noise level within permissible level limits, the chutes and hoppers will be suitably lined. Workers exposed to high noise generating area like compressor and crusher will be provided with ear muffs. Regular maintenance of machinery to control generation of noise will be carried out.

Solid Waste Management

Reject will be sold to different consumers

•  Concreting of Work Area.

•  Tarring of Internal Transportation Roads.

•  Installation of Bag Filter, stack for air pollution control at screen, crushers & unloading points.

•  Installation of Thickener and slurry ponds for recovery of slurry in day stage mechanically & use of waste water.

•  Installation of Mist Sprayers, Foggers at coal transfer points, coal stack yard.

•  Covering of conveyor belt with G.I. Sheets.

•  Concreting of water settling tanks to avoid seepage in ground water.

•  Transportation of washed coal by Tippers (covered with Tarpaulins) to Railway Siding which is 100 m. away from Plant.

•  Plantation of 2000 trees.

•  Recharging of ground water by adopting rain water harvesting.

•  Regular maintenance of Plant & Machineries.

Raw Material

Raw Coal – Road transport in 20 tonnes tipper covered by
tarpaulins.

Finished Product Transportation

After Beneficiation of raw coal, washed coal will be transported
through Urga railway siding nearest to the washery

  • We will provided 2 number of bore well with hand pumps in Gattory Village for drinking water purpose.
  • Proposed to renovate building of primary school in Gattory Village.
  • Proposed to construct Internal Tar Road of 2.0 km for village.
  • Annual Medical Camp is proposed to conduct in future every year (for local villages including workers).
  • Apart from above earmark of Rs. 1,50,000/- for social welfare activities per year for various needs of local village).
  • Since the impact of proposed coal washery in limited to its own premises & shall be controlled by installing efficient Air Pollution Control Devices to minimize source and fugitive emission and by installing thickener & belt press to control water pollution to reuse the entire waste water after treatment.
  • Appeal to process the same as early as possible so that we can start the work immediately

The Committee was unanimously of the opinion that the study area should cover an area of 10 km radius around the proposed site and surface water, ground water, soil, noise and ambient air quality should be monitored at-least at eight locations around the proposed site.

The proposed project does not fulfill the criteria as mentioned in general condition of Schedule of EIA Notification, 2006, hence falls under Category ‘B’. Based on the consideration of the documents submitted, the presentation made by the project proponent and discussion held, the Committee decided that the proposed project should be considered as ‘B1’ category and prescribed the Terms of Reference (TOR) for preparing draft EIA report for the above-mentioned project. The prescribed Terms of Reference (TOR) for preparing draft EIA report is enclosed as Annexure-I.

(2)  M/s Water Resources Division Dhamtari (Minor Irrigation Project) Village – Bakori, Block – Magarlod, Tehsil – Kurud, District – Dhamtari (C.G.)

Executive Engineer, Water Resources Department, Dhamtari has submitted application (Form-I) for grant of environmental clearance/ prescribing Terms of Reference (TOR) for construction of Bakori Tank Scheme on 19/06/2009.

The proposal was discussed in 39th, 41st and 49th meeting of SEAC, Chhattisgarh held on 22/08/2009, 23/09/2009 and 18/01/2010 respectively. Project proponent made presentation in the 52nd meeting of SEAC, Chhattisgarh on 30/03/2010.

During presentation it is noted that: -

(ii) Minor Canal (5 Nos): Alignment finalized, preparation of land acquisition case is in progress.

Bakori tank project is an ongoing minor irrigation scheme, across Bagbuda Nallah a tributary of Mahanadi River. The catchments area of the site is 12.30 sq km. The site is located about 51 kms from district head quarter and 8 kms from block head quarter.

Magarlod block is predominately an area of tribal and surrounded by hills and thick forest. The terrain is very difficult and there are no means of irrigation at present. Bakori tank scheme had been taken up in the year 1997-98 to provide irrigation facilities in an area of about 725 ha of 5 villages, namely Bakori, Madeli, Baniyatora, Bhaismundi and Magarlod.

This is and earthen dam. Length of the dam is 1.28 km, maximum height of dam is 14.15 meter, length of main canal is 7.16 km and length of minors (5 no.) is total 9.14 km. Total area under submergence is 73.88 ha, which is a forest land. Total land requirement is 115.27 ha out of which 98.92 ha forest land and 16.35 ha private land. Total number of trees under submergence is 28234. Project proponent informed the committee that in-principle concurrence and final approval for diversion of 98.92 ha of forest land has been granted by Ministry of Environment & Forests, Government of India vide letters dated 01/07/2004 and 17/07/2008 respectively. Being a minor project there is no rehabilitation and resettlement. There are no habitats, railways, highways, pipelines, industries mines, stone, crusher or other polluting nature industries in 10 km radius. There is no critically polluted areas, notified protected areas, notified eco sensitive areas, interstate boundaries etc. within 10 km radius of the project site.

Administrative approval of the project was accorded by the then Irrigation Department, Government of Madhya Pradesh vide order no. F/8/58/78/MLA, dated 05/10/1978 amounting to Rs. 24.95 lacs to irrigate an area of 506 ha of Kharif paddy. Revised administrative approval of the project was accorded by the Water Resources Department, Government of Chhattisgarh vide order no.3263/D-9/22/99/M.I.31, Raipur dated 03/06/2006, amounting to Rs. 1039.19 lacs to provide designed Kharif irrigation of 728 ha. Re-revised estimate of the project has been submitted for approval.

No flow of water would be available in the down stream. The stored water would be used in irrigation and seepage water in down stream would be collected in seepage drain to maintain flow in nalla.

Based on the consideration of the documents submitted and discussion held in 52nd meeting on 30/03/10 of SEAC, Chhattisgarh, the Committee decided that the proposed project should be considered as ‘B2’ category based on the ground that being minor irrigation project in predominately tribal area involving small area of forest land, small area under submergence, no rehabilitation and resettlement, cost benefit ratio as 1:1.85 and decided to ask the project proponent to submit following information /documents :-

1.  Annexure –III for cost benefit analysis.

2.  Copy of forest clearance (in-principle concurrence and final approval for diversion of 98.92 ha of forest land) issued be competent authority.

3.  Additional information as per revised application form –I as amended by Ministry of Environment of Forests, Government of India vide notification S.O. 3067 (E) dated 01/12/2009.

Committee also decided that after receipt of the above information /documents, proposal would be considered.

The project proponent may be informed accordingly.

(3)  M/s Murarilal Kedarmal Dolomite Mine (Hardi Dolomite Mine), Village – Hardi, Tehsil – Bilha, District – Bilaspur (C.G.)

The Project proponent submitted application (Form-I and Mining Scheme) for prescribing Terms of Reference (TOR) for preparation of draft EIA report / Environment Clearance on 30/06/09 for mining of Dolomite mine of capacity 14950 tonnes per year at Khasra No. 41/1, Village – Hardi, Tehsil – Bilha, District – Bilaspur (C.G.). Lease Area is 6.056 ha. The brief of the project is as follows:-

Production Capacity / Dolomite Mine - 14950 Tonnes Per Year Open Cast manual mining method.

Mining Lease Period / 25/04/1998 to 24/04/2018 for period of 20 Years.
Mining Scheme / Indian Bureau of Mines, Nagpur letter no. BLS/DOL/MPLN/488/NGP dated 19/09/2008.

The proposal was discussed in 39th, 42nd and 49th meeting on 22/08/2009, 23/09/2009 and 18/01/2010 of SEAC, Chhattisgarh. Project proponent submitted the desired information on 08/12/09.

After deliberation, the Committee then decided to ask the project proponent to submit the lacking details of application, and some other information/documents regarding project.

Project proponent was present in 52nd meeting held on 30/03/2010 of SEAC Chhattisgarh for presentation. The project proponent came with incomplete information/documents desired vide letter dated 15/09/09. Hence, committee decided to postpone the presentation. The committee asked the project proponent to submit the desired information/documents related to existing and proposed adjoining mines lying within a radius of 500 meters from the proposed site duly certified by District Mining Officer at an earliest. The project proponent informed the Committee that the desired information/documents will be submitted shortly. The committee also decided to consider the proposal after receipt of the information/documents and request for presentation from project proponent.
