CIRCULAR

Sub :- Re- organization of the Survey Department and Re-orientation of survey operation – Duties of Deputy Inspector of Survey at Division Level – certain Instructions – Issued.

In enclosing the instructions issued in the Board’s reference cited, pertaining to the duties of Deputy Inspectors of survey under caption ‘Division level’ the following further instructions are issued for guidance.

i.  The Divisional Deputy Inspectors will perform all the duties performed hither to by the District Surveyor such as over check of 5% of the work done by each Firka Deputy surveyor, Taluk Town and Panchayat Surveyors in his jurisdiction (Revenue Division concerned) and realise not less than 15 days field work in a month.

(ii) He will continue to maintain all the registers specified below ehich were higher to maintained by the District Surveyor, Eluru upto 19-7-71 A.N pertaining to his division. The registers are being sent to them

(iii) He should supervise the sub division work under S.J.P. Scheme and maintain the progress registers and periodicals etc, he should attend to the scrutiny of the sub division work under S.J.P. Scheme and incorporation in the concerned records. He should take over all the registers maintained by the Range Surveyor (S.J.P) at Divisional level pto 19-7-71 A.N and continue to maintain them hereafter.

(iv) He will work under the direct administrative control of the Revenue Divisional Officer concerned and under the technical supervision of the District Inspector (Maintenance) who will be the executive Assistant to the Asst. Director of Survey and Land Records.

(v) He will prepare his diary in the prescribed form of “Diary of Inspecting officers” in duplicate and submit on 1st of each month to the District Inspector (Maintenance) who will submit them to the Rev. Dvl.Officer concerned with his remarks. The Rev.Dvl.Officer will then transmit the duplicate copy of the diary with his remarks to the Asst. Director for Technical Review.

(vi) He is the authority for technical scrutiny of all the sub division records whether they are ordinary or Land Acquisition sub division as per B.S.O 34-A and scrutiny of survey errors as per B.S.O 34-B. He should over check the work of all Deputy , Taluk Town and Panchayat Surveyors and Junior Draftmen in his jurisdiction. He is responsible for the quality and quantity of the technical items of work in his jurisdiction.

(vii) He will conduct centre check at Taluk Head quarters in his division in the 1st week, recommend pay to the Firka Deputy Surveyor, Town, Panchayat and special Surveyors. He should also chalk out the work distribution to each and every person and communicate to them in writing and submit copy to the Asst. Director along with the nominal rolls of the staff. He should also watch in the next centre out and reviewed critically.

(viii) The conversion work from F.P. System to matric system to be attended to by the Junior draftmen now attached to Taluk Office will also be under his close supervision and check. A Copy of the Boards instructions in Ref.No. N2.18713/71 S&L.Rs). The various progress statements prescribed in the Board’s reference should be maintained by him at division level and monthly reports submitted to this office before 5th of each month without fail. He should also overcheck 5% of the conversion work in each taluk and attest the concerned sketches that are over-checked by him.

Duties of the field officers in the re-organised set up

DIVIDION LEVEL:-

One Dy.Inspector of Survey and Land Records will be posted to each division. He will perform all the duties performed hitherto by the Dist., Surveyor at division level. His chief duties are as indicated below:

a.  Over check of 5% of the work of Firka Dy. Surveyors, Town, and Panchayat Surveyor and of special Surveyors employed for L.A and assignment work.

b.  Technical scrutiny of sub division records and supervision of the maintenance work

c.  Over check of the plotting of sub divisions in the maintained copy of the field atlas both in the villages and taluk offices

d.  Detailed and general checks of the villages accounts in the questionnaire form prescribed

e.  Scrutiny of survey errors in plotting, measurement and computation of areas involving alteration in areas

f.  Replacement of missing the dolite stations

g.  Conducting centre check at Taluk head quarters in his division in the 1st week of every month recommending pay to the Firka Dy.Surveyors and Taluk, Town , Panchayat and special Surveyors, and also chalking out tour programmes for the above staff. After centre check in each taluk.the out –turn statements and diaries should be submitted to the Tahsildar before 5th of each month. The Tahsildars will send the duplicate copy of the diaries of the staff with his remarks to the Asst. Director of Survey for passing pay and allowances with reference to the out-turn realized by the staff. The Asst. Director after scrutiny of the diaries should furnish a copy of his orders on the diaries to thd concerned Tahsildar for effecting recoveries of short pay etc., if any

The Deputy Inspector of survey should to not less than 15 days field work in a month. He will prepare his diary in duplicate and submit on 1st to the Inspector with his remarks. The Rev.Dvl. Officer will transmit one copy of the diary with his remarks to the Asst. Director of survey for technical review.

Instructions to Revenue Divisional Officers

Each Deputy Inspector of Survey will work under the control of the Rev.Dvl. Officer. The pay and allowances of the Deputy Inspector of Survey, his Draftman peon and chainman will be drawn by the Rev. Dvl. Officer. The Casual Leave of the staff may be granted by the Rev.Dvl. Officer. All other kinds of leave applied for by the Deputy Inspector Survey, should be referred to the Director of Settlements, survey and land records for sanction through the Collector. The previlage leave and other leave applied for by the Draftman may be referred to the Asst. Director (S&L.Rs) for sanction and that of the peon under the Deputy Inspector may be granted by the Revenue Divisional officer himself. The Revenue Divisional Officer will transmit one copy of the diary of the Deputy Inspector to the Collector with his remarks for necessary action.
