Program Description and Requirements
Background / The Georgia Department of Community Health (DCH) was created in 1999 (Senate Bill 241) with the responsibility for insuring over two million people in the State of Georgia to maximize the State’s health care purchasing power, to coordinate health planning for state agencies, and to propose cost-effective solutions to reducing the numbers of uninsured. Within the Department, the State Office of Rural Health works to improve access to health care in rural and underserved areas and to reduce health status disparities. Rural Georgians are more likely to be under-insured or uninsured.
Sole Source Justification / As a governmental entity, part of the Board of Regents system, the Medical College of Georgia will receive a grant to provide the following:
Health Careers:
Provide 12 Intensive health Careers Programs, two in each AHEC region. Target 460 participants statewide.
Develop and conduct health careers awareness programs for local elementary, middle, and high school students annually, giving special attention to minorities and/or residents from medically underserved communities. Target 37,200 participants (6,200 per center).
Clinical Training/ LRC:
2460 rotations will be managed annually for medicine, nursing, PA, nurse practitioner or other health professional students.
At least 1,000 rotations will be provided housing and or travel reimbursement.
1,200 student rotations will be provided housing and or travel reimbursement.
Provide OVID support for a minimum of 6,000 transactions to support student and preceptors in community based training.
Continuing Education:
9,000 participants will be served through regional CE programs. Programming topics will include the tip three Medicaid diagnoses as provided by the DCH.
Specific Requirements/Expectations / The Qualified Entity must be StateFundedMedicalCollege (Part of the Board of Regents System)

DCH presents this project as a sole source in that DCH has not been able to identify any potential grantees, other than the intended sole source contractor, that meet the minimum qualifications and can provide the specified services.
Any potential grantee that meets the minimum qualifications and can provide the specified services must respond via e-mail (no later than 5:00 pm on September 10, 2007), to the DCH Grant Administrator, and identify its interest in being considered as a potential grantee.
If the Department receives one or more viable respondents, other than the intended sole source contractor, that are verified as meeting the minimum qualifications, then a full grant application process may be conducted.
