Public finance

Financial modelling

Conducted financial modelling to assess the projected financial performance and position of Breede Valley Local Municipality. The modelling was used in part to assess the capacity of the municipality to borrow. This was part of work done to develop a Long Term Financial Plan for the municipality. June 2014 to January 2015.

Oversaw and contributed to the development of a calculator to be used by Western Cape municipalities to calculate development charges. January 2014 to March 2014.

Developed a model that assessed the capital investment requirements for the water sector as a whole from 2011 to 2031 as input to the Department of Water Affairs’ Water Sector Investment Framework. March 2011 to March 2012.

Developed a model that assesses the impact of expansion on the financial viability of Water Boards for the Water Research Commission. March 2011 to March 2012.

Conducted financial modelling and analysis of the capital investment needs of metropolitan municipalities as input to an application to National Treasury for a new Local Business Tax. September 2010 to November 2011.

Appointed by Cacadu District Municpality to establish a Municipal Services Financial Model for Blue Crane Route Local Municipality. December 2010 to June 2011.

Established a Municipal Services Financial Model for Uthungulu District Municipality. March 2010 to November 2010.

Tariff setting

Drafted a guide to setting basic municipal tariffs for P3, a co-operation between the local government organisations in Sweden, South Africa, Botswana and Namibia. August 2010 to March 2011.

Part of a team evaluating municipal electricity tariffs structures and levels, the financial implications of tariffs and the process of regulating these tariffs. March 2010 to July 2010.

Prepared a model to inform the setting of a Feed In Tariff to support renewable energy in South Africa for the National Energy Regulator of South Africa. June 2007 to June 2008.

Developed of a municipal tariff setting model that includes an assessment of the impact of the tariffs on household bill affordability for National Treasury. June 2006 to December 2006.

Input to a revised social package for the City of Johannesburg, including a comparative tariff study focussing on the affordability of tariffs. January 2006 to May 2006.

Led a PDG team that produced a revised MIG Policy Framework. This included stakeholder consultation, municipal case studies, desktop analysis and financial modelling, as well as report and policy drafting. January 2014 ongoing.

Conducted research and wrote a paper on municipal financial turnarounds for the South African Cities Network. January 2014 to July 2014.

Conducted research and prepared a report on the design of an integrated municipal asset renewal fund and defining options on how to finance such a fund for SALGA. June 2013 to March 2014.

Wrote position papers on infrastructure services as informants to the review of the Growth and Development Strategy for the City of Johannesburg. This included some modeling of capital investment requirements. May 2010 to November 2010.

Conducted analysis of MIG allocations and MIG usage as input into proposed revisions of the MIG formula for Department of Provincial and Local Government. September 2008 to January 2009.

Conducted analysis of the cost of Governance, Administration, Planning and Development Facilitation functions of District Municipalities for Department of Provincial and Local Government. May 2007 to May 2008.

Conducted financial analysis of Mbizana Local Municipality, and provided input into a workshop aimed at the development of strategies to improve financial performance in that municipality. April 2007 and July 2007.

Water services

Currently part of a team facilitating a Municipal Benchmarking Initiative for water services in South Africa. PDGs primary role on the project involves running Cities Working Groups, groups of officials from nine cities that meet to share best practice and compare performance. April 2011 ongoing.

Currently conducting an investigation of the feasibility of unbundling bulk water assets owned by West Coast District Municipality and transferring these over to the LMs. August 2014 ongoing.

Part of a team conducting an Institutional Realignment and Reform process for the Department of Water Affairs. My involvement in the project focused on the analysis of Water Boards. March 2011 to March 2012.

Part of a team that prepared a paper on key challenges with regard to water financing for the Fiscal Finance Commission. PDG’s input focussed on issues around water pricing. November 2008 to March 2009.

Conducted primary research into water consumption patterns in the City of Johannesburg, as input into the revision of tariffs and policy around Free Basic Water in the City. April 2008 to September 2008.

Conducted primary research into water consumption patterns by large households in Tshwane Metropolitan Municipality for the Water Research Commission. April 2007 to March 2008.

Member of a team conducting a Section 78.1 assessment of the provision of water services in two municipalities in Mpumalanga. January 2007 to March 2007.

Environmental

Developed a Multi Criteria Decision Analysis tool for the prioritisation of Greenhouse Gas Mitigation options as input to an analysis of South Africa’s Greenhouse Gas Mitigation Potential for the Department of Environmental Affairs. September 2012 to November 2013.

Prepared a working paper on the fiscal implications of climate change as an informant to National Treasury’s preparation of a Long Term Fiscal Report for South Africa. July 2012 to February 2013.

Drafted an Energy Demand Side Management Policy for the City of Johannesburg. May 2011 to February 2012.

Provided input and coordinated the preparation of the CDM Project Design Document for a landfill gas flaring project in Ekurhuleni Metropolitan Municipality. June 2006 to July 2009.

Currently conducting an Expenditure and Performance Review on provincial roads for National Treasury. The project involves analysing expenditure on provincial roads, understanding what drives differences in expenditure between provinces, and producing a model to project expenditure on provincial roads into the future. November 2014 ongoing.

Developed and applied a public transport model to inform the City of Cape Town Integrated Transport Plan, including provision for BRT system. October 2008 to July 2009.

Facilitated the evaluation and adjudication processes for the Vuna Awards 2008 and 2007 in Mpumalanga Province. October 2008 and October 2007.

2003 – 2005: Legion Ltd (London): Used proprietary Legion software to simulate the behaviour of crowds in public spaces, analyse the results and make recommendations to clients.
