POSITION SUMMARY:

This position assists professional fisheries personnel engaged in scientific and technical work in the field of instream fisheries restoration and fisheries biology. During the non-operating season this position is comprised mostly of fieldwork, including planting trees, collecting seeds and cultivating greenhouse stock, and monitoring physical and biological attributes of future and past restoration sites. During the heavy equipment operating season (typically June – October), this position is comprised mostly of fieldwork and operating heavy equipment with some time spent in the office and maintaining equipment.

Pay grade for the non-operating season and while completing tasks not associated with operation of heavy equipment during the operating season will be grade 3/4; while the operating season wages will depend on experience (Trainee, Apprentice, and Journeyman), Davis-Bacon Wage determinations, and/or the Yurok Tribe Prevailing Wage Ordinance.

The position requires work during various times of the day and may require some rotating shifts. Work weeks may include weekend and/or evening work shifts and may require travel for extended periods of time, including overnight travel. This position may be subject to seasonal lay-offs dependent on program funding and workloads. This is a supervisory position and may require the oversight of lower level fisheries technicians. This position may require interagency coordination when implementing field activities.

DUTIES AND RESPONSIBILITIES

This position may include, but is not limited to, the following duties:

1.  Participates in biological monitoring, watershed assessment surveys, planting trees, maintaining tree nursery operations, clearing trails, removing invasive vegetation, and/or stream restoration projects; often in challenging conditions.

2.  Collects and records biological and physical survey data and maintains complete and accurate record keeping at all times, including daily field journals.

3.  Operates and maintains 4WD trucks, passenger vehicles, boats, ATVs, and gas powered tools.

4.  Operating and maintaining support equipment and hand tools, which include pick-up trucks, ATV’s, fuel transfer tanks and pumps, water pumps, chainsaws, cables, chains, log tongs, pulleys, winches, axes, and mechanics tools (may include cutting torch and welder).

5.  Assists in keeping a neat and orderly workplace, project work sites, laboratory areas, office areas, storage areas, and vehicles.

6.  Cooperates with other agencies, Tribes, and interacts with co-workers and the general public in a professional manner.

7.  Responsible for maintenance of all assigned tribal equipment and must account for any damages.

8.  Interviews Fishers on the river to gather information and data necessary for harvest monitoring.

9.  Ensures that all field equipment is available at the work site.

10.  Enters data into existing Microsoft Excel, Access, or other databases.

11.  May be assigned other duties as required to meet the needs of the organization

Additional Duties During Heavy Equipment Operating Season (June – October)

1.  Operating and maintaining Heavy Equipment used for restoration operations, which include dump trucks (conventional, articulated and tracked), trailers, skid-steers, backhoes, wheel loaders, dozers and excavators.

2.  Reads and follows design plans, specifications, and spoken instructions for construction of instream restoration projects.

3.  Maintains detailed and accurate field notes and log of heavy equipment operation hours.

MINIMUM QUALIFICATIONS:

1.  Ability to arrive at work punctually and work consistently throughout the day.

2.  Ability to understand and follow directions.

3.  Ability to work with co-workers, other agencies and Tribes, and the general public in a professional manner.

4.  Ability to maintain a positive attitude and work environment and work as a team player.

5.  Ability to record data accurately and legibly and maintain accurate written and computer records.

6.  Ability to adhere to Occupational Safety and Health Administration (OSHA) regulations, and maintain a safe working environment at all times.

7.  CPR/First Aid Certification or ability to attain them within the first three months of employment.

8.  Chainsaw Operation Certification or ability to attain certification within the first three months of employment.

9.  Valid state issued driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy.

10.  All applicants are subject to the Tribe’s Drug and Alcohol Free Work Place Policy including pre-employment screening.

11.  Must pass a physical examination and certain tasks will require successful completion of a physical stamina test.

12.  Must pass a comprehensive background check.

SUPERVISORY RESPONSIBILITIES:

This position may be required to supervise Fisheries Technician I, Interns, and volunteers.

EDUCATION/EXPERIENCE:

High school diploma or GED equivalent, and six months experience in a related field; OR twelve months of experience in a related field.

Heavy Equipment Operation

Trainee: Must meet all conditions of employment, high school diploma or GED, and 6 months practical experience in a construction trade.

Apprentice: Must meet all Trainee level requirements, and completion of 2,080 hours of experience as a Trainee operating heavy equipment and pass an evaluation (skills test) with 75% or higher in each area.

Journeyman: Must meet all Apprentice level requirements, and completion of 2,080 hours of experience as an Apprentice operating Heavy Equipment and pass an evaluation (skills test) with 75% or higher to validate experience.

LANGUAGE SKILLS:

Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.

REASONING ABILITY:

Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to walk, stand and use hands to finger, handle, or feel. The employee is occasionally required to sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk and hear. The employee must occasionally lift and/or move up to 50 pounds, have stamina and sufficient physical ability and dexterity to accomplish fieldwork that includes strenuous exertion, inclement weather and long hours in the field.

VISION REQUIREMENTS:

·  Close vision (clear vision at 20 inches or less).

·  Color vision (ability to identify and distinguish colors).

·  Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).

·  Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
