BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: )

as the Alternate Applicant Agent/Contact for open, )
federally declared disasters and any future disasters )
that may occur between December 01, 2016 and )
December 31, 2017 )
WHEREAS, natural disasters may occur at any time; the November 2006 Flood (DR #1671), the December 2007 Flood (DR #1734), the January 2009 Severe Winter Storm/Flood (DR # 1817), the January 2011 Severe Winter Storm/Flooding (DR #1963), the January 2012 Severe Winter Storm (DR #4056), the November 2015 Severe Storm/Wind/Flooding, and the December 2015 Severe Storm/Wind/Flooding are all such events; and
WHEREAS, the Emergency Management Division of the State of Washington requires Lewis County to designate an Applicant Agent and Alternate Applicant Agent/Contact in order to submit monetary damages for Lewis County properties as well as oversee projects; and
WHEREAS, in responding to disasters the Applicant Agent and the Alternate Applicant Agent/Contact shall act consistent with the decisions and resolutions of the Board of County Commissioners; and
WHEREAS, there is a need to designate an Applicant Agent and an Alternate Applicant Agent/Contact for Lewis County for all open, federally declared disasters, as well as any disasters that may occur from December 01, 2016 through December 31, 2017.
NOW THEREFORE BE IT RESOLVED, that Erik Martin, Public Works Director/County Engineer, is appointed as Applicant Agent, and Robin Saline, Public Works Administrative Assistant/Grants Administrator, is appointed as Alternate Applicant Agent/Contact, for the open, federally declared disasters: November 2006 Flood (DR #1671); December 2007 Flood (DR #1734); the January 2009 Severe Winter Storm/Flood (DR #1817); the January 2011 Severe Winter Storm/Flooding (DR #1963); and the January 2012 Severe Winter Storm (DR #4056), as well as any future declared disasters that may occur December 01, 2016 through December 31, 2017. Erik Martin, and Robin Saline, are authorized to represent and act for the county in dealings with the State and the Federal Emergency Management Agency for all matters required by state and federal disaster assistance grant agreements and to execute contracts, make assurances and certifications and prepare paperwork as needed to obtain federal reimbursement for disaster response.
