Gist of the Circle Council meeting held on 17-03-2016

At the outset Shri Vinay Kumar Aggarwal DGM (ADMN) welcomed all the participants in the Circle Council meeting. After introduction, Shri R.C Hooda, CGMT Punjab delivered a key note address and presented the statistics relating to various wings of BSNL and achievements of Punjab Circle since he joined nearly one year back. He appreciated the efforts made by heads of all wings, SSAs as well as the unions/Associations. While showing his satisfaction of overall achievements in most of the SSAs he also told that he is not satisfied from the working of some of the SSAs like Amritsar, Ludhiana and Patiala. He requested all the employees to come forward for the improvement of services particularly in these districts and all over the Punjab. He told that no negative point came under discussion in the last meeting of Circle heads held at New Delhi. He told that the revenue increased by 5.2 % and it stood 3rd all over India. He called upon all the stake holders to create a congenial atmosphere for achievement of targets.

While initiating the debate Com. Balbir Singh, CS, BSNLEU/Secretary staff Circle Council expressed his anguish at the manner the management is neglecting the Circle Council. He told that up to this time 12 meetings should have taken place, but in Punjab Circle this is the 3rd meeting only. He also pointed out that the decisions taken in the Circle Council are not being implemented at SSA level. He explained about the ongoing programme of “Service With A Smile” launched by the Forum. He told that the programme in not being implemented in Punjab circle. He congratulated the Circle management for achievement and also thanked the management for calling the SSA heads in the meeting. After that discussion on regularagenda started. The brief of the decisions taken is as under.

1. Non implementation of decisions taken in the Circle Council meeting held on

29-12-2014.

Secretary staff side told that most of the decisions taken in the Circle Council are not being implemented by the SSA heads and demanded that SSA heads should nominated as members official side in the circle council so that they may be made responsible to implement the decision of circle council. CGMT assured that this will be done while constituting the next circle council after the next verification of membership. Regarding transfer from rural to urban and vice versa secretary staff side told that their union is not opposed to the transfer, but the instructions contained in BSNL transfer policy should be implemented. He also suggested that in the SSA where outsourcing of maintenance of faults is done contract labour should be deployed in the rural areas as most of the line staff in Punjab circle is above the age of 54 and there is no recruitment since a long time. CGMT told that SSA head can take decision in this regard.

2.Rejection of medical claim bills due to minor objections.

Staff side demanded to constitute a committee of official and staff side to review the rejected medical claim bills. Management told that the first the finance and admin wing will prepare a list of cases. After that the constitution of review committee will be considered.

3. Refund & stoppage of recocveries due to mistakenly granted increments in light of Hon’ble Supreme Court decision in SLP 11527 of 2014 dated 18-12-14.

Secretary staff side demanded the implementation of the judgement of Hon’ble Supreme Court dated 18-12-2014 and orders of DOP&T March 2nd, 2016. The management insisted that action can be taken only after the endorsement by corporate office. After prolonged discussion, it was decided that the effected employees will made individual representation to the concerned SSA head and if the representation received are not disposed off within Seven days, the same will be considered at circle level.

4.Grant of benefits of service rendered as RTP(T.O/T.O.A.) Implementation of ordersofHon’ble courts.

The managementreplied that the issue was taken up with the BSNL corporate office New Delhi for issuance of guidelines in this regard but the same has been returned with the remarks that applicants of the court case are employees of the Postal department and the decision to others suo-motto cannot be considered, even if they may be treated as similarly placed.

5. Non declaration of result of Limited Internal Competitive Examination.

Result already declared on 26-10-2015.

6. Non Transfer of Staff under Para-8.

Inter circle transfer of TTAs cadre cannot be accepted due to acute shortage of staff in this cadre. Staff side insisted that the decision taken in this regard in the circle council should be implemented. Management agreed to transfer one TTA in every month. So far the intra circle transfers of other Non-Executives are concerned. The matter will be looked into.

7. Shortage of staff.

The staff side demanded that keeping in view the acute shortage of staff in line staff. assistants should be provided to line staff to provide better services to the customers. Management told that the SSA heads can take decision in this regard.

8. Non holding of meetings of works committees.

Staff side told that this issue is very important but due to the ensuing membership verification, the issue should be kept pending.

9. Non Supply of uniform to the eligible staff.

Possibility of supply of uniform as supplied in Himachal circle will explored. Staff side demanded that the detail of uniform items due till date should be supplied to the staff side. Management agreed to supply the same.

10. Non empanelment of reputed hospitals.

On this issue staff side demanded that the hospital should be empanelled without insisting income tax exemption certificate. Management agreed to empanel one or two hospital as a sample to send the same to the corporate office and if there is no objection, hospital can be empanelled. Secretary staff side further demanded that apart from emergency cases treatment of other serious diseases should be allowed in reputed hospital. Management agreed to consider specific cases, but told that the payment will be made on CGHS rates.

11. Shortage of store.

Managementtold that there is no shortage of store at present, but agreed that there was shortage of drop wire for quite some times. Management also told if there shortage of store in particular SSAs. Same should be brought in the notice of GM (CFA).

12. Pay fixation case of promotee TTA’s.

Management replied that specific reference of the SSA to which this case belongs is not mentioned. Further, the cases for pay fixation of promote TTA pertains to SSA level and may be taken up in the Local Council meeting.

13. Delay in granting permission for taking treatment in non-empanelled and out of SSA hospitals:-

The management replied that permission cases are disposed off expeditiously and there is no pendency. However the specific case may be brought to the notice of management for disposal.

14. Maintenance of the staff quarters.

Management told that the funds are allotted by the circle office to the SSAs under maintenance. Staff side told that management that white wash of quarters at Jalandhar and Ludhiana is due since eight and four years respectively. Managementagreed to look into.

15. Imposing of penalties by banks on the staff due to delayed deposit of instalments by BSNL

The case has been referred to the corporate office and reply is awaited.

16. Non implementation order of BSNL COin respect of TTAs

One increment is granted as per instruction of corporate office.

17. Restoration of result of TTAs exam-case of Sh. Parmpreet Singh Sr. TOA Ludhiana

The case pertains to Ludhiana SSA and can be discussed there.

18. Settlement of the grievances of Junior & Senior Accountants

No such case is pending at circle level.

The case of Smt. Vinita Aggarwal, who could not clear the LICE to the promotion of TM cadre for want of .25% marks was discussed separately management agreed to look in to the matter and if required same can be referred to Corporate office.
