JOB TITLE: CO-ORDINATOR
LOCATION: THE MAUREEN SHEEHAN CENTRE
HOURS:37 ½ HRS PER WEEK
SALARY:£37K PER ANNUM

AREAS OF RESPONSIBILITY:
- The Sure Start Co-ordinator will report to the Sure Start Management Committee, which will steer the development of the project.
- Line Management will be provided by the Chairperson.
- The post holder will develop and maintain close relationships with local operational managers, staff of partner agencies and with senior managers of those agencies.
- The post holder will also be expected to develop close working relationship with the local community and to involve them in the delivery of services.
- The project manager will have co-ordinating responsibility for a small group of staff employed by the other voluntary and statutory agencies on behalf of Sure Start.
CORE OBJECTIVES:
- To ensure implementation of agreed Clan Mor Sure Start aims and objectives within the necessary timescales.
- To secure effective co-operation and communication between partner agencies and integration of service delivery at a local level.
- To ensure the sound management of Sure Start administrative and financial systems, including budget and accounts.
- To contribute to development of a strategic approach to meet needs of children and families in Clan Mor area.
- To ensure that Sure Start services are monitored and evaluated in line with Sure Start requirements.
- To provide regular reports to the Sure Start Board.
- To manage the outreach workers employed by Sure Start.
- To ensure that Sure Start services are monitored and evaluated in line with Sure Start requirements.
- To contribute to development of a strategic approach to meet needs of children and families in Clan Mor area.
TASKS
- Management and Co-ordination of all aspects of Sure Start services in co-operation with partner agencies.
- Development of annual detailed Sure Start delivery plans in conjunction with the Sure Start Board.
- Further development of policies and procedures for Sure Start, in conjunction with the Sure Start Board. Ensure that all Sure Start services are delivered.
- Promote involvement of the local community in the development and implementation of Sure Start services.
- Communication and publicity to the local community and to voluntary, statutory agencies about services delivered by Sure Start.
- Contribute to the co-ordination of the activities of all staff involved with Sure Start and employed by other agencies.
- Liaison with managers at senior and operational levels across the range of statutory and voluntary and community agencies involved with Sure Start.
- Induction of all Sure Start core staff and volunteers working with the programme to ensure understanding of aims, objectives, policies and protocols.
- Ensure training need for all staff and volunteers involved in Sure Start services are delivered in accordance with policies relating to equal opportunities and anti-discriminate practice.
- Provision of regular reports to the Sure Start Board.
- Management and supervision in line partner organisations practise standards and indicators.
- Management and monitoring of the Sure Start budget in accordance with financial regulations of the lead funding agency (HSCB)
- Establishment and effective operation of administrative systems for the Sure Start programme in co-operation with the other key person.
- Monitoring evaluation and review of all Sure Start services and programme outcomes in accordance with local agreed objectives.
- To work flexibly in line with the needs of the organisation.
PERSON SPECIFICATION
Essential Criteria
- Relevant third level qualification - For example, Public Health, Childcare, Business, Teaching, Community Development.
- Three years post qualifying experience including direct work with children which must include a minimum of three years management experience.
- Experience of developing new projects and creative approaches to problem solving.
- Experience of leading and motivating a team including staff supervision.
- Three year’s experience of managing a staff team including recruitment, induction, development and appraisal in accordance with the principles of equal opportunities.

- Thorough knowledge of Sure Start aims objectives and principles.
- Understanding and commitment to community development principles and the ability to develop networks in a way which will enhance the Sure Start programme.
- An understanding of child development and childcare issues.
- Understanding of the principles behind effective family support models.
- Commitment to non-discriminatory and anti-oppressive practice.
- Understanding principles of service evaluation and outcome measurement.
- An ability to cope with a challenging workload in a multi-agency environment.
