JOB TITLE: CO-ORDINATOR

LOCATION: THE MAUREEN SHEEHAN CENTRE

HOURS:37 ½ HRS PER WEEK

SALARY:£37K PER ANNUM

AREAS OF RESPONSIBILITY:

  1. The Sure Start Co-ordinator will report to the Sure Start Management Committee, which will steer the development of the project.
  2. Line Management will be provided by the Chairperson.
  3. The post holder will develop and maintain close relationships with local operational managers, staff of partner agencies and with senior managers of those agencies.
  4. The post holder will also be expected to develop close working relationship with the local community and to involve them in the delivery of services.
  5. The project manager will have co-ordinating responsibility for a small group of staff employed by the other voluntary and statutory agencies on behalf of Sure Start.

CORE OBJECTIVES:

  1. To ensure implementation of agreed Clan Mor Sure Start aims and objectives within the necessary timescales.
  2. To secure effective co-operation and communication between partner agencies and integration of service delivery at a local level.
  3. To ensure the sound management of Sure Start administrative and financial systems, including budget and accounts.
  4. To contribute to development of a strategic approach to meet needs of children and families in Clan Mor area.
  5. To ensure that Sure Start services are monitored and evaluated in line with Sure Start requirements.
  6. To provide regular reports to the Sure Start Board.
  7. To manage the outreach workers employed by Sure Start.
  8. To ensure that Sure Start services are monitored and evaluated in line with Sure Start requirements.
  9. To contribute to development of a strategic approach to meet needs of children and families in Clan Mor area.

TASKS

  1. Management and Co-ordination of all aspects of Sure Start services in co-operation with partner agencies.
  2. Development of annual detailed Sure Start delivery plans in conjunction with the Sure Start Board.
  3. Further development of policies and procedures for Sure Start, in conjunction with the Sure Start Board. Ensure that all Sure Start services are delivered.
  4. Promote involvement of the local community in the development and implementation of Sure Start services.
  5. Communication and publicity to the local community and to voluntary, statutory agencies about services delivered by Sure Start.
  6. Contribute to the co-ordination of the activities of all staff involved with Sure Start and employed by other agencies.
  7. Liaison with managers at senior and operational levels across the range of statutory and voluntary and community agencies involved with Sure Start.
  8. Induction of all Sure Start core staff and volunteers working with the programme to ensure understanding of aims, objectives, policies and protocols.
  9. Ensure training need for all staff and volunteers involved in Sure Start services are delivered in accordance with policies relating to equal opportunities and anti-discriminate practice.
  10. Provision of regular reports to the Sure Start Board.
  11. Management and supervision in line partner organisations practise standards and indicators.
  12. Management and monitoring of the Sure Start budget in accordance with financial regulations of the lead funding agency (HSCB)
  13. Establishment and effective operation of administrative systems for the Sure Start programme in co-operation with the other key person.
  14. Monitoring evaluation and review of all Sure Start services and programme outcomes in accordance with local agreed objectives.
  15. To work flexibly in line with the needs of the organisation.

PERSON SPECIFICATION

Essential Criteria

  1. Relevant third level qualification - For example, Public Health, Childcare, Business, Teaching, Community Development.
  1. Three years post qualifying experience including direct work with children which must include a minimum of three years management experience.
  1. Experience of developing new projects and creative approaches to problem solving.
  1. Experience of leading and motivating a team including staff supervision.
  1. Three year’s experience of managing a staff team including recruitment, induction, development and appraisal in accordance with the principles of equal opportunities.

  1. Thorough knowledge of Sure Start aims objectives and principles.
  1. Understanding and commitment to community development principles and the ability to develop networks in a way which will enhance the Sure Start programme.
  1. An understanding of child development and childcare issues.
  1. Understanding of the principles behind effective family support models.
