The Mitchell County Commissioners met in formal session on Monday, December 17, 2012 at 8:30 a.m. in theCommissioner’s Room of the Mitchell County Courthouse. Present were Chairman Tom Claussen and membersMike Cooper andVirgil Palen. Also present wereBill Hagman, Beloit Call; Mike Schrandt, KDNS Radio; Eric Pahls, KVSV Radio; Jim Marshall; Heather Hartman; and David Chase.

The meeting was called to order at 8:30 and the Pledge of Allegiance was recited. The minutes of the December 10,2012meeting were approved aswritten on motion byMikeCooperand seconded byVirgilPalen. Motion carried by unanimous vote.

Commissioner Claussen expressed his condolences to the people in Newtown, CT regarding the school shooting there on Friday, December 14th which killed 20 children and 6 adults at the Sandy Hook Elementary School. He also discussed the killing of two police officers in Topeka over the weekend and expressed condolences to those families as well.

The County’s Christmas party was held on Saturday, December 15th and was deemed a great success. Next year’s date has been set for December 21st.

The commission appointed Dr. Kris Kimple and John Cashatt to positions on the Mitchell County Hospital Board of Trustees on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.

Mike Cooper made motion to renew Mitchell County’s membership in the Kansas Workforce Investment Area for 2013-2014. Motion was seconded by Virgil Palen and carried by unanimous vote.

The commission approved a contract for audit and budget services with Lindburg, Vogel, Pierce, Faris for 2013 on motion by Virgil Palen and seconded by Mike Cooper. Motion carried by unanimous vote.

Sondra Hone, County Health Administrator, presented a contract for Family Planning services to be provided by Lindsay Rut, in the absence of any of the regularly scheduled doctors. Contract was approved on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.

Township Treasurer bonds were approved for Custer Township, Melvin Seehafer, on motion by Virgil Palen and seconded by Mike Cooper. Motion carried by unanimous vote. Bonds were also approved for Bloomfield Township, Janet Holway, and Blue Hill Township, Ron Heller, on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.

The commission approved the County’s participation in the NCK Wellness Center program for 2013 on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.

Public Works Director Larry Emerson met with the commission at 9:00. He stated that Koss Construction had looked at the road concerning the reclaiming of materials on blacktop roads and they had agreed to provide an estimate for the Tipton Road but declined to do the Causeway Road because of the cables along the roadside. Mr. Emerson had been contacted by Cloud County concerning the Household Hazardous Waste discussed earlier. The commission voted on motion by Mike Cooper and seconded by Virgil Palen, not to participate in the program. Motion carried by unanimous vote. Bids were opened for the 1963 D6 Dozer. Bids received were:

Bid was awarded to Larry Heidrick, et al, on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.

Bids were opened at 9:15 for 2013 Property and Liability and Workman’s Compensation Insurance. Bids received for property and liability were:

KCAMP 57,391

Only one bid was received for Workman’s Compensation Insurance from KWORRC in the amount of $62,829 which was approved on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote. After review and discussion Virgil Palen made motion to accept the bid from Fout Insurance for property and liability coverage which died for lack of a second. Mike Cooper made motion to accept the bid from KCAMP for a one-year period which was seconded by Tom Claussen and carried by majority vote with Commissioners Claussen and Cooper voting in favor, Commissioner Palen voting against.

Mark Lawlor, representing Clean-Line Energy, met with the commission at 9:40. He discussed the power transmission lines proposed through Mitchell County and informed the commission of upcoming public meetings regarding the route through the area. He also showed the commission and those present a map of two proposed routes through the county. The public meetings will occur sometime after the first of the year.

The meeting was adjourned at 10:30 on motion by Mike Cooper and seconded by Virgil Palen. Motion carried by unanimous vote.
