GORDON / STEWART STREET – RESIDENT’S PARKING SCHEME

As you are no doubt aware, your premises are covered by the Central Resident’s Parking Scheme, which is administered by the Local Authority.

Last year the Council undertook a further consultation with all residents in the various schemes we operate and the results have shown that the majority of residents wish for the schemes to continue in their current format including the charges set by the Council. We would like to thank you for your participation in the consultation which was successful given the number of residents whom took part in this process.

With this in mind, we will continue to operate the parking scheme in your area during 2016/17 at the charges detailed below. You will therefore need to apply for a parking permit before the 30th November 2016 in time for the scheme to renew in its usual format and your parking permit will then be issued with the same anniversary date as before; 17th December.

Residential Properties

The first permit for residential properties will be charged at £25.00 and this fee will also be charged for any additional permits to a maximum of 4 per property. A copy of the vehicle registration document(s)must be provided which are registered to the property address in question along with proof of residency. In the case of residents that use company vehicles, the application must be accompanied by a letter of confirmation from your employer (on company official headed paper with contact details) that this vehicle is allocated to an employee at an address within the scheme.

Carer’s Permits

Carer permit application forms can be issued upon request though all carer permits will be charged at £25.00 per permit. Permits will only be issued if the resident qualifies under set criteria and are only for the use of a driver when undertaking carer duties. Please contact the Council for further information.

Charity Organisations

Charity Organisations will be issued one permit at a cost of £25.00 and one additional permit can also be purchased at £25.00 per annum when accompanied with a copy of both your proof of residency and a copy of the vehicle registration document(s)for up to two vehicles.

Business Premises

Business premises will be issued the first permit at £50.00 and any additional permits will be charged at £50.00 per annum to a maximum of 4 per property. A copy of the vehicle registration document(s)must be provided which are registered to the property address in question, accompanied with proof of residency. Business’s operating within the scheme but do not have any vehicles registered to a property within the scheme are entitled to the first permit at a cost of £50.00 and one additional permit charged at £50.00 per annum.

Landlords

Landlords will be entitled to one permit at a cost of £100.00. Proof of property ownership must be supplied along with a copy of the vehicle registration document in the Landlords name. Landlords are not eligible for visitor vouchers.

Visitors

In order to make it easier for residents to accommodate visitors, each household within the scheme area will now be able to apply for one day visitors vouchers. These vouchers are in the form of single day scratch cards that can be given to visitors for them to display in their vehicle and allow them to park in the scheme area.

Each household is entitled to 50day vouchers at a batch cost of £25.00for the scheme year. Any additional voucherscan still be purchased at a cost of £2.50 per voucher.

In order to request a parking permit and/orvisitor vouchers, please complete the application form attached and accompany this with the appropriate payment(s), proof of residency and copy of vehicle registration document(s) if applicable.

Payment can be made by cheque or postal order payable to: Doncaster MBC. Please return your completed application and payment to the address below.

All types of permits will entitle the holder to park their vehicle in the on-street limited waiting bays. The existing limited waiting time periods will continue to operate and allow visitors to access short stay parking without the need for a visitors voucher.

Next steps

It is important that you apply for your new parking permit before the 30th November 2016 so your application can be processed and you can continue to park your vehicle. Your parking permit will then be issued with an anniversary date of 17th December each year thereafter.

Permits will be issued with a single vehicle registration mark printed on them, and a copy of your vehicle registration document must be produced showing evidence that the vehicle is registered to an address within the scheme. This is to ensure that permits are only issued to vehicles that belong to residents within the scheme area which will reduce the opportunity for permits to be misused.

DONCASTER GORDON / STEWART STREET RESIDENTS’ PARKING SCHEME

The notes below are for the information of residents and are in no way intended as a legal interpretation of the Parking Places Order.

General Principles

The intention of the scheme is to:-

a.Control the on-street parking by parking places with a maximum waiting period for vehicles not displaying a permit for 1 or 2 hours (see street signage) on Monday – Saturday between 8:00am – 6:00pm.

b.Issue permits to residents which will then allow them to park a vehicle without a time restriction in the parking places.

c.To issue vouchers to enable residents visitors to park without a time restriction in the parking places.

Permits and Visitor Vouchers

1.The responsibility for obtaining a parking permit and/or visitor vouchers rests with the applicant. Any incomplete applications will not be processed and no reminders will be issued to the applicant.

2.Proof of residence must be provided with your application, for instance, by showing a Rent book, Tenancy agreement, Gas/Electricity bill, Water bill, Landline bill, TV Licence, Council Tax or Business Rates, none of which must not be more than 6 months old. Please supply a copy, not the original.

3.Vehicle registration documents must be produced showing evidence that the vehicle is registered to an address within the scheme. Please supply a copy, not the original.

4.Any permit issued may only be used on vehicles of a class specified in the order, i.e. passenger vehicle, a dual purpose vehicle, a goods vehicle – not exceeding 3.5 tonnes maximum gross vehicle weight, an invalid carriage or a motor cycle.

5.A valid permit must be displayed on the nearside of the front windscreen at all times when the vehicle is left in a parking place. A valid visitor voucher must be displayed on the vehicles dashboard so that all details are clearly visible.

6.Permits will be issued at a cost of £25.00 per permit to Residents and Carers vehicles up to a maximum of five.

7.One permit will be issued at a cost of £25.00 to Charity organisations and one additional permit can be purchased at a cost of £25.00.

8. One permit will be issued at a cost of £50.00 to Businesses for vehicles registered to them; additional permits can be purchased at the cost of £50.00 each per annum up to a maximum of four. Alternative options maybe available dependent upon circumstances.

9.One permit will be issued at a cost of £100.00 to Landlords; proof of property ownership must be supplied along with a copy of the vehicle registration document in the Landlords name.

10. The Borough Council may withdraw the permit if it appears that the use of a permit is being abused for example if it has been issued to a household and subsequently used in connectionwith a business or being used by a non-resident.

11.Permits may be surrendered to the Council at any time and MUST be surrendered if the permit holder ceases to be an occupant of the property.

12.Visitor vouchers can be purchased upon application at a cost of £25.00 for 50 vouchers per scheme year and for a payment of £2.50 per voucher thereafter. Instructions and conditions of use are detailed on the individual vouchers.

13.A permit holder may apply to the Council for a replacement permit if the original permit:-

a)becomes faded or mutilated,

b)is lost, stolen or destroyed

14.A charge of £10.00 will be payable for any replacement permanent permit issued.

Carer's Permit

ACarer's permit will only beissued by Doncaster MBC to residents within the Residents Parking Scheme. The permit is valid for the length of the scheme or until cancelled by the holder. The permit allowscarer’s of the resident to park in the areas within the scheme.

Permits will only be issued if the resident qualifies under set criteria and are only for the use of a driver when undertaking carer duties. The permit should be kept by the resident and should be displayed in the carer's vehicle when required. Carers' Permits may only begiven to those calling at the permit holder's address and we will require a copy of the VQ5 registration documentation showing the details of the vehicle that will be used by the carer. The permit will be issued to the householder not the carer; it is the carers’ responsibility to return the permit to the householder at the end of their stay.

A resident is eligible for a Carer's permit if they are:

  • Registered blind (letter required from Visual Impairment Services)
  • In receipt of Higher Rate Mobility or Disability Living Allowance or Attendance Allowance (letter from the Department for Works and Pensions required)
  • Receiving War Pensions Mobility Supplement
  • Suffer a severe mobility disability (proof from GP)
  • A permanent user of a wheelchair (confirmed by local centre)
  • Suffering from dementia (certified by hospital authorities)
  • Suffering from a terminal illness (certified by GP or hospital)
  • Suffering from certain neurological disorders which developed after 65 and affect mobility or require help from another person, including strokes, Parkinson's Disease or Motor Neurone Disease (confirmed by GP or hospital)
  • Aged 70 or over and do not own a vehicle (copy of birth certificate)
