Subject: TIMELY CompletiON OF PERFORMANCE EVALUATION REPORT (per) FOR THE YEAR 2016

Performance Evaluation Report (PER) for the year 2016 will shortly become due. Therefore, all the heads of Divisions/Directorates/Centres/Institutes/ Programs etc are requested to ensure that PERs of themselves and the Officers/Officials working under them for the year 2016 are written and sent to ACR Sections concerned within stipulated time schedule. Procedure/guidelines for completion of PERs are given below:-

Time Schedule

Ø  Reportee by 13th January, 2017

Ø  Reporting Officer by 20th January, 2017

Ø  Countersigning Officer by 31st January, 2017

Ø  PERs latest-2013 forms & certificate are available at PARC website i.e. www.parc.gov.pk

Procedure/Guidelines for completion of PERs

§  The Reportee will furnish a certificate to this office on the date he submits the PERs to his Reporting Officer specimen of which is placed on PARC website.

§  Reporting Officer and Countersigning Officer sign/initial in appropriate boxes, affix rubber stamps showing their names, designations and date.

§  Reporting Officer must ensure that the reports are written in an objective manner and properly fill the column “Pen Picture” Serial-B of Part-IV of PER. Likewise Countersigning Officer may also ensure to write their own assessment of the individual in Part-IV (a) Page No.05 of PER.

§  Reporting Officer and Countersigning Officer may ensure consistency/ infirmity in Marks, Grading and Comments/Remarks, so that any confliction in PER may be avoided.

§  Where an officer is rated as outstanding, due justification may be recorded in relevant part of the report, failure of which, PER would not be accepted.

§  Where there is more than one reporting officer during a year, part reports may be initiated for each spell of minimum three months or more as the case may be.

§  PERs for two calendar years cannot be combined. Separate report for each calendar should be furnished.

§  Reports delivered at ACR Section without covering letter will not be entertained.

§  Guidelines printed on last page of PER forms should be followed strictly.

§  PER should be written in a fair and objective manner and enclosing therewith in case of scientists a Resume remarks of performance/scientific contribution during the report period for consideration of SRA & ASRA.

2. It has been observed that non-compliance of the time schedule not only disturbs the maintenance of CR dossiers but also causes inordinate delay in processing/finalizing the cases for promotion/training of employees and grant of SRA & ASRA to Scientists & Para Scientific Staff (SPS-6 / equivalent BPS and below).

3. Members, DGs, Heads of stations/offices etc are requested to ensure timely completion, submission and confidentiality of PERs of the officers and officials under their control within given time schedule and as per guidelines mentioned above on priority. Delay will be treated as negligence.

4. It is further requested that PERs for the last year (s), if any pending may also be expedited to complete the CR dossiers.
