Sun Engineering is a full service Mechanical, Electrical, Plumbing, Fire Protection and Commissioning design engineering firm. We incorporated in Phoenix, Arizona in 2009. Our office is located at 600 W. Hatcher, Suite 200, Phoenix, and AZ. 85021. The contact person for Sun Engineering is Ken Pratt. Sun Engineering has three (3) principals’ owners (see bios below). Ken Pratt, MBA is the President/CEO. Jose Mattei, CEM is the Director of Operations and Tom Moll, PE is the Director of Engineering. Our principals have more than 50 years of experience and have completed a wide range of state, municipal, commercial, residential, industrial, military, hospitality, water/waste water facilities, health care, transportation and educational facilities of all sizes. We have submitted numerous projects to the City of Phoenix within the past seven (7) years.

Ken Pratt, MBA – Principal Project Manager

As an original member of Sun Engineering, Mr. Pratt has an electrical engineering degree from Southern University as well as an MBA. He is the President of Sun Engineering. He has 24 years of engineering experience involving project management and design. He has provided electrical services for airports, commercial and municipal projects. He is also a member of the American Public Works Association (APWA), Associated Minority Contractors Association (AMCA) and the Conference of Minority Transportation Officials (COMTO).

Tom Moll, PE – Director of Engineering

As an original member of Sun Engineering, Mr. Moll’s experience includes design of overall electrical systems for high, medium, and low voltage distribution as well as power generating systems . Mr. Moll has extensive experience in residential, commercial, industrial projects. He served as the chief electrical engineer for the re-design of the Arizona Corporation Commission electrical service entrance section in Phoenix, lead electrical engineer as a sub-consultant to Wood Patel for a street lighting project in El Mirage and lead engineer on a number of Elevator Projects within the city of Phoenix, AZ. Mr. Moll has an electrical engineering degree from Penn State University and he is a registered professional engineer in Arizona.

Jose Mattei, CEM – Director of Operations

As an original member of Sun Engineering, Mr. Mattei’s has a degree in electrical engineering with an emphasis on energy management from the University of New Mexico. Mr. Mattei is a licensed Certified Energy Manager (CEM) and he has successfully performed energy audits and commissioning services to numerous facilities in the valley. Mr. Mattei was the lead commissioning agent for the Roosevelt School District when they performed energy commissioning for all 27 schools in their district. He also commissioned the Arizona State Veterans Home – Phoenix Campus Chiller Replacement and the City of Avondale Old City Hall building.

Planning & Development review Process Experience

Sun Engineering has submitted many sets of plans to the City of Phoenix

Planning & Development Department for review. We typically work with architects and consultants that utilize the “Self Certification” process. This process involves Sun Engineering submitting our construction drawings (CDs) to the “Self Certified” firm. The “Self Certifying” firm then submits all (architect, electrical, mechanical, civil, etc.) CDs to the city and pay the review fees. It takes roughly six (6) days for the review to be completed and then the owner pays the permit fees. This whole process is done electronically. In the event that we do not work with a “Self Certifying” firm, we would still bypass the pre-application meeting and go straight to the counter and submit the plans for review. Once the plans are submitted, we pay for the review fees and wait (roughly 6 weeks) for comments to come back from the city. If there are no redlines or comments back from the city, then we move forward and pay for the permit fees.

Description: This project address three elevator projects to be completed in local facilities within the city of Phoenix, AZ. As the Project progressed only two of the three elevator projects were completed and then put on “HOLD” due to funding issues. The basic design encompassed the parameters previously mentioned in the above.

Principal – President/CEO: Ken Pratt

Mr. Pratt started Sun Engineering in January 2008. Before starting Sun Engineering, Mr. Pratt was Executive Vice President and the Phoenix branch Office Manager for Dinter Engineering. Ken has over 18 years of engineering experience in design and program management. Ken has been involved with transit, commercial, private and municipal projects throughout the valley.

One of Mr. Pratt’s more recent assignments with Sun Engineering was as Program Manager for the design of an Interstate Battery facility in Peoria, Arizona. The project involved designing the entire electrical system (lighting & power) and the mechanical & plumbing system as well.

·  City of Avondale, Old City Hall Building Remodel, Avondale, Arizona. Project Manager/Electrical Designer responsible for directing the design of all mechanical, plumbing and electrical (MP&E) services. Duties included coordinating with design team, integrating the MP&E design into the overall remodel AT system and managing sub-consultant firms.

·  Arizona Department of Administration, Phoenix, Arizona: Project Manager/Electrical Designer responsible for providing electrical support for the elevator upgrade by reviewing the circuit capacities, designing new lighting fixtures in the machine room, shaft and providing new GFCI receptacles.

·  City of Goodyear Park, Goodyear, Arizona: Project Manager/Electrical Designer responsible for designing ball field lights, providing power at the pool facility and concession stands. I coordinated all of the electrical and mechanical & plumbing work with the architect.


Principal – Director of Engineering: Tom Moll

Mr. Moll has more than 25 years of engineering experience from various

electrical engineering and architectural firms. He has performed all phases of electrical engineering including design, scheduling, estimating, submittal review, field inspections, overseeing staff and drafters, and system installation.

Mr. Moll is the Chief Electrical Engineer and manager of the Electrical Department for Sun Engineering. He has designed all types of electrical systems including high, medium and low voltage applications, street lighting, traffic signals, security, telephone, local area network (LAN), fiber optics, information display, and fire alarm systems, power distribution, building electrical systems, and roadway and interior lighting. Mr. Moll’s experience includes design of overall electrical systems for high, medium, and low voltage distribution as well as power generating systems, electrical calculations for the support of the electrical designs for electrical Projects.

·  Light Rail Transportation System, Phoenix, Arizona: Electrical Project Manager responsible for the electrical design of the 240/120VAC, single phase, electrical system. Also responsible for coordination of the station platform Finishes and associated line sections with all of the design team members.

·  City of Goodyear Fire Station #1, Goodyear, Arizona: Electrical Engineer responsible for conducting a load analysis to determine the minimum size diesel generator required to handle the new load. The existing SES had to be reworked to install a new 1200 Amp main Breaker and the associated automatic transfer switch (ATS) had to be upgraded to match the current rating of the SES equipment.

·  City of El Mirage Street Lighting Project, El Mirage, Arizona: Electrical Engineer responsible for working with designer to determine pole locations, helped to perform photometrics and load calculations. Also, verified and stamped all drawings.

Mr. Neira’s provides electrical design for building’s electrical systems including power & lighting, fire alarm, and communications systems for educational, commercial, medical, residential and light industrial projects. His duties include meeting with architects and building owners, verification of existing conditions at project sites, produce design development & construction documents, photometry studies, circuiting, panel schedules, feeder schedules, load calculations, fault current, specifications, related reports and calculations, construction submittals, RFIs and site observations during construction.
