Emergency Response Plan

In Case of an Emergency Spill, Leak, or Failure at the Production Facility or Land Application Area

(The following is the minimum information and detail for an emergency response plan. One should add additional information and detail to fit the local situation.)

  1. Immediately stop all other activities and implement initial containment steps:
  • 1st stop the source of the leak or spill to prevent the spill from getting larger.
  • Turn off all pumps/valves and clamp hoses or part tractor on hoses.
  • Then make necessary phone calls to notify officials and obtain assistance, equipment and supplies.
  • Notify the Minnesota Duty Officer within 24 hours or immediately if there is any potential to pollute surface water or ground water and assistance is needed.
  • Call the sheriff’s office if spilled on public roads and right-of-ways and traffic control is needed.
  • Then contain and prevent the spill from entering buildings, wells, tile intakes, ditches, grassed waterways and surface waters. Immediately clean spills on roads and roadsides.
  • Locate containment material such as straw bales, saw dust or soil material to block or divert flows.
  • Use skid loader or tractor with blade to make berms to contain or divert spill or leak, if possible.
  • Insert sleeves around tile intakes (or plug/cap intakes) and block downslope culverts.
  • Use tillage implements to work up the ground ahead of the spill or use absorptive materials.

  • Provide the following information:
  • Your Name, phone number, farm name and address
  • Spill location, date, and time
  • Type and volume of material that spilled and estimate of area currently covered by spill.
  • Has manure reached surface waters or major field drains? If so, what is the name of the impacted water?
  • What is currently in progress to contain the spilled material?
  1. Cleanup and repair
  • Clean up all the material, including contaminated soil, as soon as possible by pumping, scraping, or by other means.
  • Pump the contained manure for application onto cropland or for transfer to neighboring storage structure.
  • Follow recommendations of the County Feedlot Officer and/or MPCA staff.
  • Restore the site to its original condition. Remove contaminated soils, replant disturbed areas etc.
  • Reestablish the structural integrity of the structure after the spill or emergency is contained.

  • Keep records of all actions related to the spill and follow-up activities.
