Greenhouse Gas Emissions Reporting: Specific Inclusions & Exclusions

We have measured our scope 1, 2 and 3 emissions for all properties and vehicles under Hampshire County Council’s direct ownership and/or control. We have only reported scope 3 emissions depending on the availability of reliable data.

Scope 1 (Direct Emissions)

Scope 2 (Energy Indirect)

Scope 3 (Other Indirect):

Business travel / Essential and casual business mileage (where vehicles owned by employees are used and costs are claimed back).
Water (Supply & Treatment) / This data had not previously formed part of the GHG Emissions Report but from 2013/14 this will now form part of Scope 3 reporting. [Data has also been collated for 2012/13 for comparison purposes].

Change for 2013/14 reporting period:

Outsources Services travel data is no longer collected and reported on as part of Scope 3.

Over the past few years, some service providers have failed to provided any data or not returned the data within the requested timeframe, we also had to question the quality and accuracy of some of the data provided (for example, the same data provided year on year, data much higher or lower than previous returns but the service provider were not able to provide a reason for such change). As such, we took the decision to stop collecting data from outsourced services providers from 2013/14 onwards.

Excluded:

Data / Detail
Outsourced Services: Stationary sources / These have been identified as being within scope 3.
We are not proposing to collect this data due to the minor significance of the overall data (only 1.8% of the total emissions figure) compared to the task of collecting and collating the information.
Outsourced Services: Travel / These have been identified and previously reported as within scope 3.
As outlined above, from 2013/14, data from these sources is no longer collected and will not form part of the GHG Emissions Report.
Air Travel / Based on the data collected for 2009/10, air travel accounted for only 0.01% of the overall emissions figure but was extremely time consuming to collect and collate.
Rail Travel / Based on the data collected for 2009/10, rail travel accounted 0.11% of the overall emissions figure but was extremely time consuming to collect and collate.
Bus/Taxi travel / Bus and taxi journeys are paid for by staff and then claimed back via the Petty Cash system. There is no accurate record of these journeys from which to calculate distance therefore these are to be excluded from the submission.
Foundation & Academy Schools / As outlined above, from 2013/14, data from these establishments is no longer included.
