19 TAC 101.3031

Required Test Administration Administration Procedures and Training Activities to Ensure Validity, Reliability, and Security of Assessments.

(a)  Purpose. To ensure that each assessment instrument is reliable and valid and meets applicable federal requirements for measurement of student progress, the commissioner of education shall establish test administration procedures and required training activities that support the standardization and security of the test administration process.

(b)  Test administration procedures. These test administration procedures shall be delineated in the test administration materials provided to school districts and charter school annually. Districts and charter schools must comply with all of the applicable requirements specified in the test administration materials…

(1)  General testing program information;

(2)  Requirements for ensuring test security and confidentiality described in the 2015 Test Security Supplement provided in this subsection; Figure: 19 TAC 101.3031(b)(2)

(3)  Procedures for test administration;

(4)  Responsibilities of personnel involved in test administration; and

(5)  Procedures for materials control

Penalties for Violation of Security and Confidentiality of Assessments

A person who engages in conduct prohibited by the Test Security Supplement and in other test administration materials may be subject to the following penalties:

·  Placement of restrictions on the issuance, renewal, or holding of a Texas teacher certificate;

·  Issuance of an inscribed or non-inscribed reprimand;

·  Suspension of a Texas teacher certificate for set term;

Or

·  Revocation or cancellation of a Texas teacher certificate

**Teachers who have an irregularity, serious or procedural, will be required to do the three online training modules.

District Testing Coordinator Responsibilities

Prepare for EOC/STAAR/TELPAS Administrations

·  Attend required DTC training prior to campus training or receipt of testing materials

·  Read DTC manual and testing manuals

·  Review and sign DTC oath

·  Coordinate with principals to designate campus coordinators

·  Verify sites for secure testing materials on each campus

·  Schedule and conduct campus coordinator training

·  Provide campus coordinators with district calendar for training

·  Conduct online training, if necessary

·  Before each administration, review advance materials lists and send to campus coordinators

·  Prepare inventory documents for materials received

·  Verify that all testing boxes have arrived and distribute to campus coordinators

·  Review district coordinator packet

·  Verify receipt of all secure text boxes; distribute to campus coordinators

·  Order additional materials for district

·  Receive and distribute pre-coded materials

·  Prepare make-up testing

Monitor EOC/STAAR/TELPAS

·  Ensure proper testing procedures

·  Answer questions and resolve problems

·  Visit as many testing rooms/campuses as possible and sign monitor log

Return Testing Materials

·  Direct the collection of scorable materials in the district

·  Receive scorable materials from campus coordinators; verify counts

·  Prepare district materials for shipping

·  Direct the collection and return of nonscorable materials

·  Make sure security oaths are signed and returned

·  Verify campus coordinators have filed administration records required for retention

Campus Testing Coordinator Responsibilities

Prepare EOC/STAAR/TELPAS Administrations

·  Attend Campus Coordinator Training

·  Read DTC manual and all applicable testing manuals for campus level

·  Review and sign Campus Coordinator oath

·  Determine estimated number of tests to be administered on your campus

Identify students who will be participating in testing

·  Determine how many students are to be tested or retested at each grade level

·  Determine what accommodations are appropriate for students involved in RtI, 504, dyslexia, ESL, or special services

·  Verify testing lists and small groups

·  Verify accommodations are correct and up-to-date

·  Submit ARF’s, if needed

Prepare for Testing

·  Verify information on precoded answer documents

·  Prepare secure, locked location for receipt of materials

·  Designate trained personnel who can transport or receive secure testing materials in your absence

·  Inventory secure and nonsecure materials immediately upon receipt-notify DTC with any overages or shortages

·  Determine if received materials are sufficient for your campus needs

·  Gather other materials for testing: testing signs, dictionaries, highlighters, calculators, charts, etc…

·  Gather materials needed for accommodations: calculators, overlays, place markers, graphic organizers, etc…

·  Select testing rooms and test administrators

·  Re-route other students, when necessary

Prepare for Training

·  Select test administrators in coordination with campus administrators

·  Determine the test schedule for each day in coordination with campus administration

·  Have a plan in place for late arriving students.

·  Let teachers know the schedule for lunches on the day of testing

·  Ensure bells are shut off

·  How to handle students who are disruptive or sleeping

·  Prepare a checklist of test administrator duties to use during the test administration

·  Schedule test administrator training and notify teachers

·  Distribute test administrator manuals far enough before training that they have ample time to read and ask questions

·  Conduct test administrator training

o  Sign in sheet

o  Train as many staff members as possible, including subs

o  Each person must a sign an oath including the principal

o  Cover all procedures for testing including attendance, absences, and special situations

o  Testing room and re-route assignments

o  Provide a make-up training for those absent

·  Provide additional training to special situation administrators-OA, online, etc…

·  Prepare for make-up testing

Prepare Test Sites

·  Visit each testing room and check seating, bulletin boards, A/C, etc…

·  Verify testing lists and accommodations

·  Prepare testing rosters

·  Provide copies of testing rosters to office personnel for use in locating students during testing

·  Notify cafeteria staff of any changes to lunches on testing days

·  Notify maintenance of testing day so grass won’t be cut or work orders won’t be completed during this time

·  Have monitors and staff control testing areas

·  Notify students where they will be testing

Organize test materials for distribution, testing and collection

·  Prepare test administrator packets/boxes/baskets

·  Complete Materials Control Form, one for each session and/or subject/grade level

·  Have test administrators count tests and check security numbers at checkout

·  Provide any last minute instructions to test administrators

·  Ensure that teachers who have children taking the STAAR/EOC are not administering the same test

·  Within the first hour of testing, visit every testing room to verify students are testing and testing is running smoothly

·  Complete the Monitoring Log to verify test administrators are actively monitoring

·  Initial your receipt of testing materials on Materials Control Form when testing is completed

·  Have teachers sign second portion of grade specific testing oaths

·  Check materials received against inventory documents to ensure all materials have been returned

·  Supervise make-up testing, if applicable

·  Prepare answer documents: scores codes, test taken, accommodations

·  Verify that there is an answer document for every enrolled student

·  Prepare header sheets

·  Have another trained person double-check answer documents for proper coding

·  Organize test booklets by grade and/or subject

·  Have DTC verify contents of each box returned

·  Compile all required testing materials into the binder for that test administration. **refer to document retention procedures for list**

Hall Monitors/Restroom Monitors

·  Monitors will be responsible for relieving test administrators when necessary, monitors must be trained.

·  It is the responsibility of the hall monitors to get up and walk around the halls and not wait for someone to come get them.

·  Monitors will NOT be allowed to be on their cellphones, please have a watch or clock for time purposes. NO electronics!

·  Please keep voices to a minimum when in the hallways and classrooms.

·  You are responsible for ensuring students do not talk about the test in the hallways while on break or waiting in line for the restroom.

·  Any questions please ask the CTC, don’t make decisions without asking.

·  Report any testing concerns to CTC immediately.

Test Administrator

Prepare for Test Administrations

·  Read manual before test day

·  Attend training for each test administration

·  Sign oath

·  Check assigned testing room to be sure all displays and bulletin boards are removed or covered

Administer State Assessment

·  Count test materials and sign them out daily

·  Maintain security and confidentiality of test materials while in your possession

·  Seat students

·  Complete seating chart

·  Check roll and report absences on colored roster, date and initial

·  Collect cell phones

·  Read the district cell phone policy to students

·  Hang testing sign

·  Pass out test booklet and answer documents to individual testers. Do not administer the test to a student who is not on your roster or you do not have an answer document for. Check with campus testing coordinator before proceeding.

·  Read the instructions exactly as they are written in the administrators manual

·  Provide accommodations for eligible students

·  DO NOT have students complete any portion of the bubbling. They only write their test booklet number and form number, if applicable. The name and demographic information is precoded.

·  Answer questions about directions only

·  Actively monitor students. Do not read or work on your computer. Walk around the room and be aware of students who are not working or sleeping.

·  Be visible from the door. This prevents monitors from having to walk into the room.

·  Remind students periodically to bubble their answers on their answer documents.

·  Report any questionable or unusual activity to Campus Coordinator immediately.

·  It testing goes into lunch, take up tests from students and return to the testing room. Stay with students during lunch to ensure they do not discuss the test.

·  If students change testing rooms, take up test materials, escort students to the next testing room. They are NOT allowed to carry their test. Must stop time during the transition.

·  When students turn in test materials, inspect answer documents to be sure students have bubbled their answers. They will NOT be allowed to bubble after the time has expired.

·  Students must clean up stray marks on their answer documents.

·  Maintain quiet in the room until all students have finished testing. Students may read a book after their test materials have been picked up.

Return test materials

·  Make sure students name is on the test booklet

·  Count and verify you have all of your test materials

·  Return testing materials to Campus Coordinator as soon as testing is complete

·  Sign second part of the oath and OA section, if applicable.

Huffman ISD on Test Integrity and Test Security Procedures

The Huffman Independent School District shall comply with all procedures established by TEA in its annual test administration manuals with regard to test security and confidentiality. The superintendent shall be responsible for ensuring that:

·  Procedures are developed to assure the security and confidentiality of state assessments are in compliance with all requirements established by TEA

·  District and campus testing personnel are trained in test security and confidentiality, as well as test administration procedures, in accordance with TEA’s published requirements

·  Any violation of the state’s security or confidentiality procedures is reported to TEA in accordance with established procedures

TEA’s Test Security Supplement shall serve as the best practices document to guide district in the implementation of the policy.

Principal Responsibilities for State Assessments

Set the standard for your campus with high expectations of staff and student attendance, test environment, test security, and test procedures. All of these directly impact your accountability rating!

Principal Training:

·  Attend your campus training for state assessments

·  Principals are required to receive annual training in test security and general testing procedures per TEA - understanding the range of penalties that may result from a violation of test security and confidentiality

·  Sign your Principal oath

·  Attend your campus training for all test administrations

Principal Role in Test Preparation:

·  Designate in writing all individuals who will have access to the secure storage area and who will be approved to sign for secure material delivery

·  Ensure, in conjunction with the Campus Test Coordinator, that test security and confidentiality are maintained

·  Oversee the implementation of the test administration process stated in the DCCM, the test administrator manuals, and the Test Security Supplement

·  Establish, in conjunction with the Campus Test Coordinator, test administration processes specific to the campus

·  Oversee the training of campus personnel, in cooperation with the Campus Test Coordinator

·  Ensure all appropriate campus personnel have been trained and sign an oath of test security and confidentiality

Principal Role on Test Day:

·  Tip: Be one of the first people the test administrators see when picking up their test materials

·  Be visible in the testing area throughout the duration of the testing time

·  Verify, in conjunction with the Campus Test Coordinator that:

o  Test Administrators are actively monitoring during testing

o  Test Administrators are properly completing a seating chart for each test session including any students that moved, transferred, or arrived late to a test session
