TERMS OF REFERENCE
Background:
The Internal Audit and Investigations Group (IAIG) reports to the Executive Director and is responsible for internal audit and investigations sen/ices to UNOPS and its affiliated entities. IAIG provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. IAIG also responds to allegations of misconduct by conducting and reporting on investigations.
IAIG is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistleblowers, workplace harassment, sexual harassment, abuse of authority, violation or wilful disregard of UNOPS regulations, rules, and administrative instructions, that involve UNOPS personnel, contractors and other applicable persons. In addition, IAIG undertakes proactive investigations in high risk areas that are susceptible to wrongdoings, fraud and corruption.
IAIG conducts investigations in accordance with the Uniform Guidelines for Investigations, the UNOPS Legal Framework for Addressing Non-Compliance with UN Standards of Conduct dated May 2008, and the IAIG Investigation Guidelines.

Nature of services
The company is required to assist IAIG with preliminary assessments and investigations. Specifically, the company selected for this position will have be experienced in transcribing verbatim digital recordings and will have a high level of skills and knowledge to allow them to effectively support IAIG in its cases, maintaining and safeguarding confidentiality of information.
Under the Manager, Investigations Unit, the company will perform the following duties:
Transcribe a verbatim record of interviews from audio recordings;
Proofread transcripts and records to ensure their accuracy;
Edit for continuity in spelling, grammar and punctuation, including citation references;
Finalise, collate and distribute transcripts to the Director of IAIG within the timeframe set for the completion of the assignment;
Maintain security and safeguard confidentiality of records.
Collaboration
The Consultant/transcriptor will coordinate with the IAIG Manager, Investigations Unit as required to get a comprehensive understanding of the requirements of this task.

Reporting
The selected firm will report to the Manager, Investigations Unit and work in close collaboration with him or her and the Investigations Assistant of IAIG.
Delivery
IAIG shall provide the digital recordings to the selected firm electronically. The firm will be required to deliver the final product electronically within the time frame agreed with IAIG upon assignment commencement:
Qualifications
Qualified firms meeting the following requirements are invited to submit a proposal:
Minimum experience of 3 years in the provision of transcription sen/ices
Operational capacity to perform transcription sen/ices i.e. 1 hour transcription delivered after 3-5 days.
Organisational Structure and Other Key Staff
The organizational structure should consist of a "Coordinator" or "Manager" (team leader) who will be the focal point for interaction with the IAIG for all work handled by the company. IAIG will interact primarily with the Coordinator/Manager.
The Coordinator/Manager will coordinate the assignments with a view to ensuring quality control and completion of the assignment as per the Scope of Work.
For the key staff engaged on by the company for transcription:
Education
A high school diploma or equivalent is required. A certificate in either court transcription and/or stenography is desirable.
Work Experience
At least three years of experience in transcribing/typing in a legal or other relevant environment.
Language requirements
Fluency in English (oral and written)
Knowledge of French or another United Nations language is an advantage
Duration
The duration of the Long Term Agreement will be for an initial period of two-years, renewable for 2 additional 2 periods of 2 years (total 4 years renewal).

Each team member of the company engaged in the assignment will be equally qualified and shall maintain and safeguard confidentiality of records.
All UNOPS documents inspected, reviewed, and consulted as part of this consultancy remains strictly confidential and are not to be used by or disclosed to third parties. The selected firm will be required to sign a confidentiality agreement, agreeing that they shall not communicate at any time to the media, or to any institution, person, government or other external entity, any information that has not been made public and which has become known to them by reason of their association with UNOPS, nor shall they use such information for private advantage.
Each team member of the company engaged in the assignment will disclose to UNOPS any business or professional employment or activity in which they may be engaged prior to, during or after the period of the Agreement. These activities will not be incompatible with the performance of services under the Agreement nor represent a real or perceived conflict of interests.
The Consultant/transcriptor shall act at all times so as to protect, and not be in conflict with, the interests of the UNOPS, and shall take all reasonable steps to keep all costs and expenses at a reasonable level.

All documents produced as a result of this agreement are the property of UNOPS; copies of the documents produced by the contractor as a result of this agreement may not be retained by the contractor.
