VETERINARY CONDITIONS FOR IMPORTATION OF PET FOOD (CONTAINING ANIMAL INGREDIENTS)

INTO BRUNEI DARUSSALAM:

A. COMMODITY TYPE:

·  Canned/retorted petfoods containing beef/ other bovine meat products/by- products and other animal products

·  Dehydrated complete diets, dehydrated pet supplements, pet biscuits and pelleted petfoods containing beef /other bovine meat products/by-products and other animal products

·  Dry or semi-moist

·  Edible chews (rawhide, hooves, pizzles)

B. COUNTRY OF EXPORT: Any country

C. PURPOSE: animal feed

1. IMPORT PERMIT

Each consignment of cat/dog shall be accompanied by a valid Import Permit issued by the Department of Agriculture and Agrifood of Brunei Darussalam.

2. VETERINARY HEALTH CERTIFICATE

The consignment must be accompanied with a Veterinary Health Certificate dated not more than seven (7) days prior to export and must be signed by a government approved veterinarian of the exporting country and endorsed by an official government veterinarian of the exporting country, certifying that:

a)  The details of the consignment such as:

i.  Import Permit reference number issued by Biosecurity Division, Brunei Darussalam;

ii.  Name and address of exporter;

iii.  Name and address of importer;

iv.  The name of and address of the premises or manufacturer approved by the Government Authority of the exporting country where the pet foods are being bought into Brunei Darussalam (if different from exporter);

v.  Description of the products including

·  Type of animal product, brand name

·  Batch information of the products, Manufacturing date/expiry,

·  Quantity (size of consignment, number of packages),

·  Product details/ingredients, including species information (e.g. poultry), source of raw materials

·  Physical condition of the product (e.g. wet or dry),

·  Packaging type (e.g. pouch, can, bag)

·  The final use of the product

b)  The pet food has been manufactured entirely in the exporting country OR in a manufacturing facility approved and monitored by the Competent Veterinary Authority of the exporting country.

c)  For pet food containing poultry ingredients:

i.  The country of export must be officially free from Velogenic Newcastle Disease and pathogenic avian influenza (fowl plaque / highly pathogenic avian influenza) AND

ii.  The pet food contains animal protein derived from poultry which is healthy and NOT from diseased animal, or which died from contamination or outbreak.

d)  For pet food containing bovine, ovine, caprine or cervid ingredients:

i.  The country of export must be officially free from Bovine Spongiform Encephalopaty (BSE), Foot and Mouth Disease (FMD), Scrapie and Rinderpest AND

ii.  The pet food contains animal protein derived from cattle, goats, sheep, deer, swine, and buffalo which is healthy and NOT from diseased animal, or which died from contamination or outbreak.

e)  The pet food has been manufactured according to standard processing technique and has been subjected to treatment process which has been demonstrated to killed virus and bacteria.

For example if the product includes material derived from poultry origin, the product has been treated to ensure the destruction of Avian Influenza virus by one of the following methods:

i.  70 ˚C for at least 30 minutes OR

ii.  75 ˚C for at least 5 minutes OR

iii.  80 ˚C for at least 1 minutes

f)  The pet food intended for cat food must NOT contain pork or swine origin

g)  The end product was packed in new and sterilised packaging and precautions were taken to prevent contamination

h)  The pet food are safe and fit for animal consumptions

i)  The pet food is shelf-stable i.e. not requiring refrigeration or freezing.

*Note: Import of feed containing beef from non-BSE free countries is NOT allowed

3. OTHER REQUIREMENTS

ELIGIBILITY

a)  Petfoods and petfood ingredients imported under this veterinary condition must be shelf stable and not require any form of refrigeration.

b)  Retorted means heated in an unopened hermetically sealed container for a time, and to a temperature, by superheated steam under pressure, sufficient to render the contents commercially sterile, for example, traditional canning processes

c)  Petfoods covered by this veterinary condition are intended for consumption by terrestrial pet animal species that are kept in households, laboratories and zoos as pets or specimens, such as cats, dogs, lagomorphs, and rodents.

LABELING REQUIREMENT

The packing of the pet food shall be clearly labelled, in English, with the following information:

a)  Name and address of the manufacturer

b)  Name and address of the importer.

c)  Date of manufacture and expiry

d)  The list of ingredients used in the pet food and the nutritional data

e)  Any pet food contain pork or swine origin must be labelled

DOCUMENTATION ACCOMPANYING THE CONSIGNMENT

a)  All documents must:

i.  Be in English and/or Malay.

ii.  Be original, unless otherwise stated (example copies of laboratory reports or vaccination records must be endorsed by the Official Veterinarian)

iii.  Accompany the imported goods.

iv.  Be endorsed on every page by the Official Veterinarian with their original stamp, signature and date

b)  It is the importer’s responsibility to ensure that any documentation presented in accordance with the veterinary conditions is original (unless otherwise specified) and clearly legible. Failure to do so may result in delays in obtaining biosecurity clearance or rejection of the consignment.

4. QUARANTINE IN BRUNEI

No quarantine if all veterinary conditions are complied with, documents are in order upon arrival.

5. APPLICATION FOR IMPORT PERMIT

a)  The importer or his agent must apply for the import permit by submitting an online application through http//biz.bruneimipr.giv.bn/emipr

b)  When submitting application to import, please attached the required supporting documents.

c)  Process of issuance Import Permit takes one (01) working day from the date of receipt application form provided all the required supporting documents submitted are complete and meet import requirement.

d)  The import permit is valid for thirty (30) days and the fee is B$7.00 per permit.

e)  The import permit can be collected at the following address:

Mon – Thurs: 8.00am-11.00am and 1.30pm-2.00pm

6. NOTIFICATION OF ARRIVAL

The importer or his agent shall contact the Quarantine Officer at least a week before the arrival of the consignments for giving details of transport and arrival times of the consignment.

7. BORDER INSPECTION

On arrival at the port of disembarkation in Brunei, the consignments and documents (Import Permits and Veterinary Health Certificate) shall be presented to and examined by an authorised Biosecurity Border Inspector. If the documents are in order, it shall be released to the importer or his agent.

8. NON-COMPLIANCE

If any document is not in order, the consignments shall be returned to the country of export or detained or destroyed or whatever actions the Official Veterinarian considers it is necessary at the expense of the importer or his agent.

9. OTHERS

a)  Pursuant to the Subsidiary Legislation of “Quarantine and Prevention of Diseases (Animal) Regulations”, Chapter 47 of Brunei Laws, this document is the Veterinary Conditions for Importation of pet food (containing animal ingredients) into Brunei Darussalam.

b)  This Veterinary Conditions may be reviewed, amended or revoked if there are changes in import policy, or the animal health status of the originating countries, at the discretion of the Department of Agriculture and Agrifood.

c)  The Department of Agriculture and Agrifood, is not liable in any manner whatsoever for any delays or costs that may be incurred as a result of any inspection to ensure that the consignment complies with the term of the import requirement.

d)  Collecting import permit and processing the biosecurity clearance of the animal(s) on the behalf of the applicant or importer, a consent letter of approval must be provided during the submission of import permit application.
