MINUTES OF THE ANNUAL PARISH MEETING HELD ON THE 27 MAY 2009
- PRESENT. Councillor Mrs K E Oliver, Acting Chairman of the Council, together with Councillors D Walton, Mrs J A Craig, M F Pottage, E Peel, J M Hodgson and Mrs J B Fearon. There were six members of the public and one member of the press also present.
- APOLOGIES FOR ABSENCE. No apologies for absence were received.
- HIGHLIGHTS RURAL TOURING COMPANY. The presentation by Tanya Scott from Highlights Rural Touring Company had been deferred to the June meeting.
- PRESENTATION FROM DAVID HUNT, NEIGHBOURHOOD SERVICES, NCC
David Hunt from Neighbourhood Services, NCC gave a presentation on drains and gulleys. He advised that there is scope for increasing the frequency of gulley cleaning where a need is identified. Parked cars cause a problem for the gulley cleaners and a leaflet drop or traffic cones was suggested to advise residents to move their cars before the cleaners arrive. Road gulleys in urban areas tend to be old and made of cast iron. NCC is starting to replace them with new larger gulleys. The gulleys on Princes Street will be replaced when the road works commence. Mr Hunt advised that some gulleys need cleared every 2/3/4 years whereas others need clearer every 3 months. Gulleys only hold 200²m of water and are there to drain road water. Data needs to be collected to establish a cycle of cleaning and identify problem areas. The Highways Inspectors are available to visit areas for Parish Councils or residents to point out problem areas.
The Village Trust advised that they had completed 2 comprehensive surveys and sent them to NCC. Mr Hunt advised that Adhoc requests are collected and cleaning is completed when a viable number had been received.
- MINUTES. It was AGREED to take as read the minutes of the last Annual Parish Meeting held on the 28 May 2008. There were no matters arising.
- PARISH COUNCIL - CHAIRMAN’S REPORT. Cllr Mrs K E Oliver presented her annual report on the work of the Council during the past year. This was Cllr Mrs K E Oliver’s 4th meeting as acting chair. Planning permission had been submitted for the skate park at the Bridge End Site and was awaited. A meeting had been arranged with the existing allotment holders to discuss plans for the new allotment site.
Cllr Mrs Oliver thankedthe Parish Councillors who have all been involved greatly in Council life in various ways and thanked them all for their support. She also welcomed Mrs Karen Blackburn who had been co-opted to the Council.
Thanks were also expressed to all our Council staff for their work and efforts on behalf of the Parish. Special praise to Jim Hedley and Martin Rutherford for the way they try to keep the cemetery, the village and Parish Hall to top standards. The Council will be appointing a caretaker for the Parish Hall in due course.
- COUNTY COUNCIL. CountyCouncillor Mrs J B Fearon presented her oral report on matters relating to Northumberland County Council. Tynedale Council ceased to exist on 31/03/2009 and the new Unitary Authority commenced on 1 April 2009. Corbridge and Sandhoe Parish Councils had joined the East Tynedale Parish Councils Forum of which Cllr J M Hodgson is the representative for Corbridge. Northumberland County Council has introduced the Community Chest Scheme which has a budget of £50,000 for the West Area. She commented on the opening of the new car park on the south side of the river and also the new library service which will start on 1 July 2009. Vehicle Activation Signs have been introduced in Corbridge and these were a welcome addition. Another successful year for the CountyShow with huge attendance and Corbridge should be proud to host such an event. She remarked that the year ahead will be busy and challenging.
- RESOLUTIONS. There were no resolutions to consider.

Re. Dog Control Orders
The County Council is about to begin a consultation exercise on the proposed introduction of Dog Control Orders in Northumberland. I have attached a copy of the information which is to be made available to members of the public in the form of a leaflet which hopefully explains the purpose of the exercise.
In addition to producing a leaflet we are also asking people to access the consultation survey on line and ensuring that hard copies are available on request.
The Council recognise the importance and the role of Parish and Town Councils in this consultation process and we would value your comments on the implementation of the Orders specifically which areas of land might benefit from the exclusion of dogs i.e. local play parks.

Northumberland County Council is consulting residents and visitors to the County for their views on introducing new dog control laws, which will replace a range of complex and out of date legislation. The Clean Neighbourhoods and Environment Act 2005 enables the Council to implement new orders, which provide for four offences:• Failing to remove dog faeces;
• Not keeping a dog on a lead;
• Not putting, and keeping a dog on a lead when directed to do so;
• Permitting a dog to enter land from which dogs are excluded.
Why Introduce these New Laws?
Currently there are a number of local byelaws that are complicated and in need of replacing. Introducing these new laws will simplify the process and they will specify land to which each dog control order will apply. This will make the laws associated with dog control more clear to the general public. Those committing an offence can be fined up to £1,000. However, it is proposed to offer a Fixed Penalty Notice of £75 as an alternative to prosecution, which would discharge liability for the offence.
What happens next?
The consultation process will involve both Parish and Town Councils and information will also be provided on the Council’s website where residents will be invited to comment. A working group of officers, Members and other interested parties will also be set up to discuss dog control options. The period for consultation will end on 30th June 2010. All responses will be analysed and this will inform determination and implementation of the orders. The orders will require approval by Full Council and details of these will be advertised accordingly.
What are the Proposed Changes?
There are four new dog control orders being considered by Northumberland County Council:
Order One - Removing Dog Faeces
This would require people in control of a dog to immediately remove faeces deposited by their dog on all land which is open to the air and to which the public are entitled or permitted to have access in the County of Northumberland at all times of the year.
Order Two - Keeping Dogs on Leads
This would require people in control of a dog to keep it on a lead no longer than 1.5 metres in the following area(s) at all times of the year
All cemeteries within the County of Northumberland.
Additional areas which arise from the consultation process may be considered for inclusion in this order.
Order Three - Keeping Dogs on Leads when Directed
This would require people in control of a dog to put and keep it on a lead, no longer than 1.5m, when told to do so by an authorised officer, which will apply on land open to the air and to which the the public are entitled or permitted to have access in the County of Northumberland at all times of the year.
Order Four - Excluding Dogs from Land
This would require people in control of a dog to ensure that it is prevented from entering any of the following areas:
• All enclosed children’s play areas within Northumberland at all times of the year;
• All school playing fields.
In addition to the above it is also intended to explore the possibility of listing sections of some of Northumberland’s beaches in a separate order where dogs have restricted access between May and October. This will include a review of the current order that applies to NewbigginBeach.

MEMORANDUM TO COUNCIL MEETING 26 MAY 2010
TO CONSIDER TRANSFERRING THE BANK ACCOUNT FROM HSBC TO ALLIANCE & LEICESTER
Corbridge Parish Council currently banks with the HSBC Bank Plc, Fore Street, Hexham. We currently pay over £200 per year in bank charges. With effect from 31 May 2010 the charges for business accounts with the HSBC will be increasing, some items by more than 40% (see examples below).

Alliance and Leicester currently offer free and unlimited day to day banking, not offered by any other bank. Non Standard Charges will still apply, when necessary. The Free Business Current Account is only available to businesses with an annual turnover of less than £1million. No monthly fee is charged however payments into the account must total at least £1000 of new funds each month or a £5.00 fee will be charged for that month. Corbridge Parish Council pays in between £2000 and £3000 per month.
Credit interest has not been paid on HSBC Bank Accounts since January 2009. Alliance and Leicester currently pays 0.25% gross on the whole balance of the account.
Banking can only be done at an HSBC Bank or a £5.00 fee per deposit is made. The nearest HSBC Bank is Hexham. Alliance and Leicester banking can be done at any Post Office.
