FACILITIES PLANNING AND CONSTRUCTION

PROJECT STATUS REPORT

FEASIBILITY/PROGRAM PHASE

01-10  Track/Soccer Facility

Work potentially includes a new restroom, press box, bleachers and lighting for the track and a new locker room/ field house for the soccer/ track facility.

The project is currently on hold.

FP&C can potentially provide all design and some construction services for this project.

04-01 Shelby Interdisciplinary Science Building

The project is currently on hold.

04-33 Tennis Courts – Entry gate

Work involves the design and construction of a new entry “gate” structure for the varsity tennis courts.

A revised design/cost estimate has been presented to the Athletic Department for approval.

FP&C can potentially provide all design and construction services for this project.

05-03 Student Center Cafeteria – Flooring

Work involves the potential removal of all existing vinyl tile and installing new “hard” tile and base in the dining area of the existing cafeteria.

A preliminary estimate has been presented to Auxiliary Services. If approved, the tile portion will need to be bid out. Work will take place between August 1- 19.

FP&C will provide all design and construction services for this project.

DESIGN/DOCUMENT PHASE

01-15  Mitchell College Of Business – Library (Learning Resource Center)

New 15,000 SF, free-standing, learning resource center for the College of Business. This facility will potentially house a business library, E-commerce lab, financial investment room, computer labs, faculty offices and associated administrative space.

Construction document work is in progress and is approximately 85% complete. The Architect has associated with TAG/The Architects Group to complete the construction documents. The design schedule has been impacted by approximately 8 - 10 weeks due to this change. The current schedule calls for completion of construction documents in mid-May and it is anticipated that the project will go out for bids by the first of June. The final bid date will be dependent on the design schedule and a final resolution of funding. The Associate Architect will also provide interior design and furniture selection/procurement services. A Landscape Architect has been selected and preliminary landscape design/planning is in progress.

The Mitchell College of Business is currently in discussions with a number of local contractors/building supply companies to provide installation and/or building materials at no cost to the project. Potential trades/materials include roofing, glass and glazing, drywall and brick.

Per the Office of Sponsored programs, the University has received preliminary approval of a H.U.D. grant. This money will be used to partially fund the design/construction of the new building.

02-02 Children’s & Women’s Hospital – Parking Lot Renovation

Work includes new parking and drainage and the addition of a landscaped island that would extend the sculpture park to the front door of the hospital.

The City of Mobile has tentatively approved the preliminary drainage plan/flood study and the requested emergency evacuation/safety plan. A plan for vacating Center Street has also been tentatively approved. Discussions with the City of Mobile Administration for possible funding of the drainage portion of the project are in progress. USA Administration to write a letter to the City of Mobile concerning status. To date, funding for has not been identified for the remaining portions of this project.

03-14  Chemistry Building – Structural Assessment

Work includes the investigation/analysis of the cracking and separation of the existing exterior masonry walls and recommendations for repair.

The Architect has submitted his recommendation which will be used as a basis for corrective action. FP&C has submitted an estimate for approval by USA Administration. Conditions are being monitored.

FP&C can potentially provide construction phase services for this project.

03-15 Bell Tower

New Bell Tower /plaza to be located on the existing AROTC site.

The Architect is currently modifying the preliminary design and phasing schemes based on USA Administration comments. The revised design and estimate of probable construction costs will be presented to USA Administration during the week of May 2.

04-04 Research Park – Office Building #2 – Tenant Work

Work involves the space planning and construction documents for the current tenants.

The Architect design and construction documents were in progress. FP&C was informed on April 7 that one of the tenants will not be going into the building and that two of the other tenants have decided to reduce their space requirements. Design work remains on hold pending resolution of the programs for the remaining tenants.

04-15 Administration Building Renovation

Work includes the renovation of selected portions of the building vacated by “student services” functions.

FP&C has issued “existing use” floor plans for use by the Administration in allocating space in the building. Al Yeager is currently working on the building program.

FP&C is providing design services and can potentially provide construction phase services for this project.

04-25 Nursing & Allied Health Building

Work includes the relocation of the College of Nursing and the College of Allied Health to the main campus of the University.

Al Yeager has completed the preliminary program and this information along with the Architect’s schematic plans were submitted to USA Administration in a meeting on April 29. Minor revisions to the program and the design were requested at this meeting. Mr. Yeager and the Architect will incorporate these comments and, based on final approval of the design scheme, will begin the Schematic Design portion of their Basic Services.

04-26 Campus Design Enhancements (Portals)

Current work includes the design of the entrance gates (portals) located at the Stadium Drive and USA North Drive entrances to the campus.

The Architect has been authorized to begin preliminary design work on an hourly basis. This work is in progress.

BIDDING/GMP PHASE

00-42  Cancer Center – KPH

New 102,000 SF comprehensive cancer center to include research and clinical functions as well as administrative/ academic offices and support.

Phase1 – Contracts for the Structural Steel and Concrete/foundation packages have been awarded and preliminary work is in progress.

Phase 2 – Bids were received on April 5 and with the exception of the Firestopping package (no bids received) and the Glass/Glazing package (one “non-responsive” bid received), the bids were under the projected budget. The Painting bid was later withdrawn due to a mistake in the estimate. The Firestopping, Glass/Glazing and Painting packages will be re-bid. Bids should go back out in mid-May. FP&C and the Construction Manager are currently trying to expedite the award of the Site Work contract so that this work can begin on schedule.

The University completed its review of the revised Owner/Construction Manager, Part B, Agreement and has returned comments to the Construction Manager. CM comments are due the week of May 2. The CM is also completing the GMP and is preparing to present this to the University during the first part of May.

A counter proposal for additional Pre-Construction services was forwarded to the Construction Manager during the week of March 21 and the CM responded to this proposal on April 13. They are requesting further negotiations.

Knollwood Hospital is working with Alabama Power Company and other utilities to develop a new “feed” for both the Cancer Research Institute and the existing hospital.

The contract for Landscape Architecture services is on hold pending approval by the Office of Sponsored Programs. FP&C is completing negotiations for Interior Design and telecommunication services and a recommendation for approval will be forthcoming.

FP&C continues to work with the CRI team to identify a final list of equipment for the proposed building.

04-02 ILB Mechanical Renovation

Work includes the replacement of the complete mechanical system including equipment and distribution.

A Notice to Proceed was issued on April 29 and the Contractor is scheduled to mobilize and start work immediately after the end of the spring semester. All work shall take place during the summer and should be completed prior to the start of the fall semester, 2005.

05-02 Hillsdale Demolition

Phase 1 involves the demolition of 417 vacant houses. Phase 2 involves the future demolition of approximately 316 houses.

Contract award is in progress. The contract should be executed and the Contractor mobilized during the week of May 2.

CONSTRUCTION PHASE

00-08  Archeology Building/A&S Museum

New 9000 SF Archaeology museum including archaeology office and storage area and a gallery for Arts & Sciences.

Construction began on August 30, 2004 and is approximately 45 % complete. Construction is scheduled for “substantial completion” in July, 2005. Structural/ masonry/MEP rough-in is in progress. Exterior materials/finishes were presented to USA Administration and approved on April 26. The Architect is currently preparing interior color selections for USA Administration approval. This presentation is scheduled for the first part of May. FP&C is working with the College of Arts & Sciences and Archaeology Department on furniture selection/ procurement. Additional funding has been secured for design of the exhibits and this work is in progress.

00-39  Stanky Field – Stadium Redesign

Renovation of the existing stadium to include new seating structure, seating, press box, stadium club and restroom/ concession upgrades.

General Construction work continues. The Contractor is scheduled to achieve “substantial” completion during the week of May 2. Signage installation is in progress. The installation of the new primary electrical panel (serving Stanky Field as well as the soccer field and the old intramural fields) is in progress and should be complete during the week of May 2. FP&C is working on recommendations for new roofing material for the existing dugouts. FP&C is also working on a permanent “fix” for the field/dugout drainage system. A recommendation for additional design services and construction will be made to USA Administration during the week of May 9.

FP&C provided construction services for the foundation and other portions of this project and also provided design services for the kitchen/concession areas, furniture selection, audio-visual system, backstop screen, primary utilities, signage, plaques and sculpture.

02-05  Research Park – Phase I

Phase 1 includes the area bordered by University Blvd., USA North Drive, and Health Services Drive and includes the Mentor Graphics/Bldg. #2 sites. Work includes the development of an entrance drive, utility infrastructure and associated landscaping to serve sites one through five. In support of this project the City of Mobile has agreed to provide a traffic signal and improve the University Blvd. /Gaillard Drive intersection (the main entrance to the Park).

Roadway/infrastructure construction is in progress and is approximately 65 % complete. The schedule has been impacted due to Hurricane Ivan, delays in bridge delivery and the need to bid out additional fill dirt. This work is scheduled to be complete in June. The landscaping contract has been awarded and installation will begin as soon as curb/gutter and major utilities have been installed. The signage package is currently out for bid. The City of Mobile is awaiting delivery of the traffic signal poles but has not issued a revised schedule for this work.

02-07 Engineering Lab Renovation

Work includes plumbing and HVAC revisions to the existing design.

A Notice to Proceed has been issued and the Contractor is in the process of mobilizing.

Work is scheduled to be complete by the end of May.

02-09  USA Transportation System

Work includes a new shuttle storage facility, addition to and renovation of the existing maintenance garage, road and tram ways and associated shuttle stop facilities.

Construction of the roadways, shuttle stops, bus barn and maintenance addition is “substantially” complete and punch list work is in progress.

FP&C provided construction services on the Maintenance Renovation portion of the work.

03-13 Student Services Building

New 43,000 SF building to house the student services functions currently located in the Administration building. This new building is to be located east of the Student Center courtyard.

Site/structural work is in progress and is approximately 15 % complete. Structural steel delivery began on April 28 and installation is scheduled to begin on May 2. The revised schedule calls for “substantial completion” in mid-December 2005. Construction of the underground utility corridor (connecting electrical and telephone to the service points adjacent to the southwest corner of the Library building) is complete. Color/material selections were presented to USA Administration on April 26 and revisions to the materials based on comments from the meeting, are in progress. Furniture design/ selection is complete and has been approved by Academic and Financial affairs. Procurement is in progress. The Architect has incorporated the ATM (requested by the USA Credit Union) into the project. The USA Credit Union will be responsible for all costs associated with this addition.

03-25 SGA Pavilion

Work includes one covered “picnic” pavilion and three sand volleyball courts to be located adjacent to and just south of the new Intramural Fields. Project sponsored and funded by the SGA (pavilion)/Campus Recreation (volleyball courts).

The project is complete except for final masonry work and should be complete in mid-May.

FP&C is providing all design and construction services for this project.

04-04 Research Park - Office Building #2

New 35,000 SF speculative office building to be located on site #2 of the Technology and Research Park.

Site/ Foundation/ Concrete/ Precast Work is in progress and is approximately 15% complete. The schedule has been impacted by the presence of ground water in the foundation excavation and by recent heavy rains. Because of these factors, “substantial completion” of the building shell has tentatively been moved back to October, 2005. Tenant design is currently on hold pending resolution of tenant space/lease issues. The schedule for tenant fit out will need to be revised to account for this delay. No date has been established for tenant occupancy.

04-18 Life Science Building – Auditorium

Work involves reroofing and repair of existing interior finishes.

A Notice to Proceed has been issued and the Contractor has mobilized. Work should begin during the week of May 2 and be completed during the week of June 20.

FP&C provided design and construction (misc wall repair/flashing) services for this project.

04-20 Bookstore Canopy Repair

Work involves the repair of the existing plaster soffit of the covered walkway between the Bookstore and the Student Center cafeteria.
