Position Title: Area 1 – Development Engineer

Location/Group: Katoomba office; C&CO – City Planning – Infrastructure Team

Position Classification: Band 3 Level 2 Grade 1

POSITION PURPOSE/OBJECTIVE

Maintain and/or improve the urban and environmental amenity of the City of Blue Mountains through applying civil engineering expertise to:

·  Land use application assessment and determination.

·  Determination and issuing of complying development certificates, construction certificates, compliance certificates and subdivision certificates are all issued in line with legislative requirements.

·  Ensure all approved public infrastructure works are completed to Council’s standards.

·  Support the delivery of high quality infrastructure across the LGA through advocacy and input to broader planning processes

RELATIONSHIPS

Reports to: Program Leader, Infrastructure Team, City Planning

Staff responsibility: Nil

Key internal relationships: Town Planners, Environmental Health & Building Surveyors, Engineers, Environmental Scientist / Landscape Assessors, Technical Assistants and Customer Service staff.

Key external relationships: Residents and other members of the community, applicants for development, government authorities, consultants.

WORKING ENVIRONMENT

The City Planning Branch provides a broad range of strategic service planning, management, program and policy development for a range of corporate services and services delivered directly to the community. In doing this work, the Branch aims to support the achievement of Sustainable Blue Mountains 2025, support the achievement of objectives, outcomes and delivery targets set for Council, contribute to Council’s long term financial sustainability through effective and efficient service delivery and through implementing a range of initiatives aimed at increasing revenue and/or reducing expenditure, and meeting organisational responsiveness targets for Councillor Requests, Council Resolutions, General Customer Service Requests and Correspondence.

PROGRESSION

Progression through the salary system is based on assessment against predetermined competencies, the achievement of performance objectives and the demonstrated acquisition of additional skills and knowledge.

SPECIFIC RESPONSIBILITIES

Development and engineering assessment and management

Provide a responsive and timely service as detailed below to all clients of the Blue Mountains Council:

·  Provide expert subdivision and engineering advice (traffic, drainage, water quality, public infrastructure) to land use applicants and other stakeholders.

·  Assess and determine subdivision development applications, in accordance with legislation, statutes, codes, Blue Mountains City Council policy and the delegations applying to the positions.

·  Assess and determine engineering requirements for land use applications referred by the development assessment/competitive teams.

·  Assess and determine construction certificates, engineering plans and subdivision certificates, in accordance with legislation, statutes, codes and Blue Mountains City Council policy.

·  Prepare reports related to land use assessment decisions to support determinations.

·  Manage engineering outcomes together with inspections and reports to ensure compliance of all construction of civil engineering public infrastructure works arising from development and subdivision applications, including compliance with relevant procedures and standards.

·  Accept, on behalf of Council, civil engineering public infrastructure works completed satisfactorily by developers.

·  Represent Council in legal proceedings concerning development issues, including the preparation of legal evidence on behalf of Council and the Group, in liaison with Council solicitors.

·  Reconcile differing points of view on civil engineering issues associated with land use applications to achieve Council’s objectives.

·  Support the delivery of high quality infrastructure across the LGA through advocacy and input to broader planning processes

·  Identify policy and / or procedures needs and actively participate in the development thereof.

·  Provide support to other teams in the Directorate as required.

·  Maintain relationships and workflow between the Teams and other parts of Council to ensure that customers are provided with a seamless service.

·  Apply principles of Occupational Health and Safety and EEO and Anti Discrimination legislation in work practices and procedures.

·  Build relationships with team members showing consideration and respect.

·  Provide guidance and coaching to other officers in relation to development management.

COMMUNICATION

The person will communicate with a wide range of people in a wide range of internal and external settings. The person will receive, interpret, act upon written and verbal information and provide a response in both written and verbal forms. The person will need to be able to lead discussion, carry out negotiations and make presentations in areas of functional responsibility.

JUDGEMENT & PROBLEM SOLVING

The person in this position will need to develop and review workflow procedures to ensure the timely, accurate and consistent delivery of tasks associated with the functional areas of the position. This will involve the person having a sound knowledge of relevant legislation, Council policies and the ability to resolve problems within clearly defined guidelines. The person will implement and review procedures and provide input and advice to the Branch and the Group within the functional area of responsibility.

AUTHORITY

Delegation to act as an authorised officer to perform specified functions and duties relevant legislation applicable to the functional areas of responsibility for the position.

SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES

ESSENTIAL

Qualifications / Recognised Civil Engineering tertiary qualifications or a related discipline preferably at the degree level that permit corporate membership to the Institution of Engineers Australia.
A current drivers licence.
Job knowledge / Applied knowledge across a range of issues including understanding of relevant legislation, statutes and codes.
Technology use / Demonstrated computing skills, including the accurate generation and completion of documents using a variety of software applications.
Client focus / A proven record of providing excellent customer service including responding to customer needs and keeping individual clients up to date with information and decisions that affect them.
Communication / Demonstrated ability to present appropriate information in a clear and concise manner, both verbally and in writing.
Teamwork & collaboration / Experience in building positive working relationships and working collaboratively rather than competitively.
Outcome orientation / Good observation and monitoring skills, including the ability to identify breaches in legislation, local policy and /or codes
Conflict management / Developing conflict resolution and negotiation skills, including an ability to deal with difficult and irate people.

DESIRABLE

·  Completion of Occupational Health & Safety Induction Training for Construction Work (White Card).

·  Ability to interrogate mapping data (using GIS) and electronic records systems.
