Summary of Minutes

Presiding Officer, Ann Murray Moore called the meeting to order at 1:00 p.m.

Presiding Officer, Ann Murray Moore moved to agenda item B., Roll Call, Certification of Quorum, and Introductions. Ann Murray Moore, MelissaFischer, Luis Garcia,HanaLaurenzo,and Nina Midway were present. Board members Judge Tom Head, Silvano Paiva, Robert Richter and Dr. Adam Tran were absent. A quorum wasseated. The Board voted to excuse the absenceofthe members not present.

Presiding Officer, Ann Murray Moore moved to agenda item C., Approval of minutes – Meeting of March 25, 2011. Board Member MelissaFischer, seconded by Luis Garcia, made a motion to accept the minutes as presented. The motion passed by a unanimous vote.

Presiding Officer, Ann Murray Moore moved to agenda item D., Public Comment. There was no public comment.

Presiding Officer, Ann Murray Moore moved to agenda item E., Staff Reports, Bill Kuntz, Executive Director,providedprogram status updates and the legislative status update. Department staff provided staff reports and updates on recent developments.

Presiding Officer, Ann Murray Moore moved to agenda item F., Continuing Education Work Group Report. Board member Luis Garcia presented a handout on State Courts Standards for Court Interpreters in the United States. Mr. Garcia proposed an 80/70 pass rate with atwo day orientation. Don Dudley, Education and Examination Division Director,answered questions from the Board regarding the designation of a master and basic.

Presiding Officer, Ann Murray Moore moved to agenda item G., Discussion and possible recommendation on proposed rules at 16 Texas Administrative Code, Chapter 80; Sections 80.10, 80.20, 80.22, 80.25 and 80.80 relating to changes in the Licensed Court Interpreter industry resulting from the passage of HB 4445 from the 81st Legislative session. Don Dudley, Division Director, and Pamela Legate, Assistant General Counsel, outlined the staff proposal for Master and Basic designation at rules 80.10, 80.20, and 80.22. The Board discussed the proposed rules, and heard public comment from Christina Helmerichs, Gloria Keller, Tomas Leon, Jose Miguel Leon, Julieta Schulze, and Maria de Villiers. Board member, MelissaFischer, seconded by Nina Midway, made a motion to publish §80.10 in the Texas Register. Motion passed by unanimous vote. Board member, MelissaFischer, seconded by Nina Midway, made a motion to publish §80.20 in the Texas Register with revised language suggested by Board member MelissaFischer. Motion passed by unanimous vote. Board member, Hana Laurenzo, seconded by Nina Midway, made a motion to publish §80.22 in the Texas Register with a correction to section (b). Motion passed by a vote of 4-1, with Luis Garcia opposed.

Presiding Officer, Ann Murray Moore moved to agenda item H.,Discussion and possible recommendation regarding the rule review project to identify for repeal unnecessary and obsolete rules at 16 Administrative Code, Chapter 80 relating to Licensed Court Interpreters. Pamela Legate, Assistant General Counsel, outlinedCommissionChairmen FrankDenton’s vision for this rule review. Presiding Officer, Ann Murray Moore suggested that the board wait until the new regulations are in place before making any changes.

Presiding Officer, Ann Murray Moore moved to agenda item I., Recommendations for agenda items for next meeting. The Board requested the following items be placed on the next agenda: proposed rules and public comments; and Continuing Education Work Group report.

Presiding Officer, Ann Murray Moore moved to agenda item J., Discussion of date, time, and location of next Board meeting. The Board decided to meet on August 18, 2011, at 1:00 pm at the North Campus Building located at 1106 Clayton Lane, 1st Floor Public Meeting Room.

Presiding Officer, Ann Murray Moore moved to agenda item K., Adjournment. Board memberMelissaFischer, seconded by Luis Garcia, made a motion to adjourn the meeting. The meeting adjourned at 2:37 p.m.
