MARSHALL COUNTY SOCCER ASSOCIATION
REGISTRATION GUIDELINES
PURPOSE
The purpose of these guidelines is to clearly define the requirements from the Marshall County Soccer Association for proper registration of our teams. Rosters will be filled with in-county resident players, provided registration time-lines and fees have been fulfilled. Any remaining vacancies may be filled with out-of-county residents, subject to the following guidelines.
AGE GROUPS
The Association is responsible for determining age groups for players based on the KYSA rules and regulations. Current signing year is defined by the KYSA as beginning August 1 of the year of sign-up. No child four or under after August 1 of the current signing year will be accepted to play. Age groups are defined per year in the following way:
U-6 Players being four before the current signing year but no older than six.
U-8 Players being six before the current signing year but no older than eight.
U-10 Players being eight before the current signing year but no older than ten.
U-12 Players being ten before the current signing year but no older than twelve.
U-14 Players being twelve before the current signing year but no older than fourteen.
U-16 Players being fourteen before the current signing year but no older than sixteen.
U-19 Players being sixteen before the current signing year but no older than nineteen.
TEAM ROSTER LIMITS
The Association has adopted roster limits per KYSA as follows:
U-6 Six per team
U-8 Eight per team
U-10 Thirteen per team
U-12 & Up Eighteen per team
These roster limits apply to recreational teams with competitive teams being allowed eighteen maximum. All-star teams will be limited to eighteen as well. These limits are not negotiable. The Board reserves the right to adjust the roster size of U-10 and down based on the number of applications received. This will be done in an effort to assure each child enough playing time during a game.
METHOD OF REGISTRATION
The Board of Directors prior to each season will define registration dates. Mail outs will be sent to each child playing for the Association during the previous season. The Association will have two nights designated at a local restaurant for parents/guardians to obtain a form if necessary and/or pay required fees. Dates will be advertised in the paper and on the radio. All forms can be mailed to the address on the form or turned in on the nights as mentioned above. The Board will also set cut off dates for mailed in forms. Forms received in the mail after absolute cut-off date will be returned or assessed a late fee. Absolute cut-off dates will be defined by the Board each season. Procedure for late sign up will be designated later in these guidelines. The Board reserves the right to accept forms after the cut-off only if the child is in an age bracket which needs players to complete a roster(s).
REGISTRATION FEES
Registration fees will be defined by the Board of Directors prior to each season. Late applications may be accepted one week after team formation with an additional fee of $50.00 per child. After the one-week time limit has expired, no forms will be accepted, except as stated above. Any forms received in the mail after the one-week time limit may be returned. The Board reserves the right to accept forms, after cut-off, only if the child is in an age bracket which needs players to complete a roster. ***There will be no refunds after the team’s first game or two weeks after the registration deadline, whichever comes first. The MCSA board reserves the right to reimburse in specific situations at their discretion.
TEAM DEFINITION
The Association defines teams into four different classifications. The four classifications are as follows:
Recreational
Recreational All Star/Tournament
Competitive
TOPSoccer
Certain rules and regulations apply to the different classifications regarding registration, which will be defined later in this guideline. Requests to move up to the next age group must be made in writing and presented to the Board for approval prior to registration deadlines.
Recreational. Recreational soccer is open to any child wanting to play the game. There are no tryouts and every child applying will be assigned to a team granted there is enough interest within the age group. Should there be more than the applicable roster limit per age bracket applying, returning players will be placed first with next basis being first-come, first assigned, granted the method of registration mentioned above has been fulfilled. Date and time of receipt of form will be documented in the upper right hand corner of the form. This is the basis for assigning players. Teams in the U-10 age bracket and down will be reformed each season. Players in the U-11 and up returning from a fall team will be placed on the same team. Returning players failing to register before team formations will be placed in an “open draw.” This means, after team formations, each team will be assigned to a team in the numbering order assigned by the League Registrar. The same method will be used for late applicants who were not playing during the previous season and applications are received during the defined time period. Marshall County individuals will be given first priority granted registration dates and limits are met.
No ‘move-up’ of players in U-10 and under Recreational will be allowed unless Board approval of special circumstances.
Only 2nd year U-10 players are eligible to move up to competitive teams pending Board approval of special circumstances. Under NO circumstances should U-8 players move up to Classic, All-Star and/or Competitive teams.
Recreational All Star/Tournament. Recreational All Star/Tournament teams are formed from currently registered players of the Association. Selection method is defined in the Competitive Guidelines of the Association.
Competitive. Competitive soccer is based on determination of the player. Competitive teams will be required to hold tryouts to select the team. Competitive selection is defined in the Competitive Guidelines. Players will be required to reapply each season to be considered for the Competitive Team. Notification of tryout dates will be mentioned in the mail out. Interest in playing competitive soccer requires a call or letter to an individual designated by the Board and as stated in the mail out. This request shall be from a parent/guardian prior to tryouts. Players themselves are not to call and express interest. Coaches should not be called by the parent/guardian to express interest in playing on the competitive team. The designated individual will submit a list of players to the board and these players will be notified of tryouts for their particular team. Tryouts may not be necessary due to lack of interest in any given age group. The Board reserves the right to waive the tryouts based on the number of players interested in any age group.
TOPSoccer. TOPSoccer is a special program that offers the game of soccer for boys and girls with special needs. There will be no upper or lower age limit on participation. Each player will be required to pay a $10 fee to play and there will be no limit to the number of players on the roster.
PLAYER PASSES
A. All players registered with the Kentucky Youth Soccer Association (KYSA) as a competitive player or as a recreational player who engages in interstate competition (Recreational All Star) shall carry a United States Youth Soccer Association identification pass (Player Pass).
1. The Player Pass front must include:
a. The FULL name of the KYSA affiliated member association. However, abbreviations may be used for Youth Soccer Association (YSA), Soccer Club (SC), etc. (for example, our team name would appear as Marshall County SA)
b. The Player Pass should have the age group stated in the format of BU12, GU16, etc. to indicate both sex and age of the team.
2. The Player Pass reverse must include:
- A current photograph of the player,
- The signature of the player,
- The signature of an authorized state official, and
- The Official State Stamp.
3. The Player Pass reverse may include a team or club contact name, address, and telephone number to the right of the player photograph.
4. The Player Pass must be laminated.
B. Passes submitted for signature by an authorized state official must be accompanied by:
1. A Blue Roster (KYSA Form 8500) which has been filed with the State Office (Competitive Teams).
2. Proof of age AND an original Affiliate Roster signed by the Affiliate registrar or other designated Affiliate Officer, which must be immediately filed with the State Office.
3. A notarized KYSA medial release form for each player (KYSA form 8600).
C. The authorized state officials to sign Player Passes shall be:
1. The State President, Vice President, Treasurer and Secretary/Registrar,
2. The District, Youth and Competitive Commissioners,
3. The State Directors of Tournament/Travel and Player Development,
4. The State Office Program and Operations Directors,
5. The at-large State Directors for their affiliate member organizations, and
6. The District Registrars for affiliates in their district.
D. Duplicate Passes must be authorized in writing by the State Office.
ROSTERS
Recreation
All players will be listed on the Official Affiliate Roster and signed by the Affiliate Registrar and the District Registrar for affiliates in their district.
Recreational All Star/Tournament
All players will be listed on an Official Affiliate Roster for All Star/Tournament teams and signed by the Affiliate Registrar and the District Registrar or State Officer.
Competitive
All players will be listed on an USYSA/KYSA Official Team Roster (The “Blue” Roster).
1. The Blue Roster must be completed to include:
a. The FULL name of the KYSA affiliated member association on the front. However, abbreviations may be used for Youth Soccer Association (YSA), Soccer Club (SC), etc. (for example: our team name would appear as Marshall County SA).
b. Players must be listed in alphabetical order.
c. The Player Registration number MUST match the number on the Player Pass.
d. Each Player must sign the Blue Roster
e. The Player birthdate MUST match the date on the Player Pass.
f. The Blue Roster shall include the number of each field player’s jersey. Numbers for goalkeepers are optional.
g. The Blue Roster shall include the Player’s position.
h. The Blue Roster must be signed by the Team Coach or Manager.
i. The Blue Roster must be signed by an authorized state official and stamped with the Official State Stamp.
2. All Blue Rosters presented to an authorized state official for signature shall be accompanied by the following documents:
a. A Player Pass for each player,
b. A proof of age document for each player,
c. A notarized KYSA Medical Release form for each player (KYSA Form 8600).
3. The authorized state officials to sign and stamp Blue Rosters shall be as stated above.
APPLICATION TO TRAVEL
Any KYSA registered team wishing to travel outside the boundaries of the Commonwealth of Kentucky to play games must have a properly completed and signed US Youth Soccer Association “Application to Travel” (USYSA Form 1001). All applications to travel must be signed by the District Registrar or a State Office to ensure that insurance is in effect, a second copy must be filed with the District Commissioner.
UNASSIGNED REGISTRATION
Players wishing to register but not be assigned immediately to a team must complete an USYSA Membership form and submit the completed form along with required fee, to the League Registrar. Player Passes will be issued as GUEST PLAYERS ONLY and signed by the District Registrar of State Officer. These players will be eligible to play in competitions, which allow guest players and will be subject to one-half the registration fee in their appropriate age group.
In addition, any player dropped form a roster due to an injury will remain a member of the Association as an unassigned player for insurance purposes.
CONCLUSION
It is the intention of the Marshall County Soccer Association Board of Directors to abide by these guidelines and update when changes are needed. These guidelines are based o the most fair and uncomplicated method of registering our players properly. This document becomes effective ?????.
