Hepatitis Epidemiologist

The Fund for Public Health in New York City, (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. Itfacilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW

FPHNYC in collaboration with New York City Department of Health and Mental Hygiene (NYCDOHMH) received a three-year award from the Health Care Innovation Awards that started in September 2014. This opportunity, Innovate and Network to Stop HCV and Prevent complications via Integrating care Responding to needs and Engaging patients and providers (INSPIRE Project), will significantly expand DOHMH’s activities in addressing the holistic care for Hepatitis C.

Project INSPIRE NYC is an integrated, innovative, and evidence-based comprehensive service model that combines the use of HCV surveillance data, facilitated case identification, care coordination, health promotion, medication adherence support, and HCV infection-centered primary care that is supported by expert consultation via telemedicine and that includes collaborative behavioral health services. The primary aim is to demonstrate a model of service delivery and payment that can reduce morbidity and death from chronic illnesses and reduce costs associated with its complications, using chronic HCV infection as a case study. Project INSPIRE NYC will use an integrated medical and behavioral health service model with a bundled and capitated payment system developed with participating managed care organizations (MCOs). It will create real value by standardizing and improving patient-focused care, while working toward a payment model that facilitates positive outcomes and cost efficiency.

POSITION OVERVIEW

Reporting to the Viral Hepatitis Surveillance Director, the Hepatitis Epidemiologist will support data management and clinical intervention activities for Project INSPIRE, including managing and analyzing hepatitis surveillance data, matching Project INSPIRE data with surveillance data, designing and validating algorithms for outcome analysis using surveillance data, providing quality assurance for Project data and technical assistance for clinical staff on all data issues, conduct related public health research and perform complex data analyses on hepatitis C, prepare databases, fulfill data requests and prepare reports and manuscripts, related to Project INSPIRE.

RESPONSIBILITIES

Under supervision of the Hepatitis Surveillance Director and with latitude of judgment, the Viral Hepatitis Surveillance Analyst will perform the following hepatitis C activities:

• Manage chronic hepatitis C surveillance data; monitor data quality and ensure electronic data are imported into the surveillance system accurately and in a timely manner, in order to prepare the data for Project INSPIRE evaluation

• Produce needed data and patients lists for Project INSPIRE partners

• Match Project INSPIRE data with viral hepatitis surveillance database and participate with Project INSPIRE evaluators in the analysis of the matched data to evaluate outcomes

• Perform complex data analyses on surveillance data, comparing INSPIRE participants to non-participants, among other analyses, and produce reports and scientific manuscripts

• Respond to data requests

• Plan for and analyze data resulting in matching between viral hepatitis surveillance database and HIV, or vital records data

• Participate in grant-related activities and reporting

• Assist with validation of algorithms to use the negative RNA results to evaluate patient outcomes for INSPIRE patients compared to the rest of the city

• Supervise the work of student interns assisting with each of these tasks.

• Perform other duties as assigned.

QUALIFICATIONS:

·  Master’s degree in public health, biostatistics, epidemiology, or a related field with at least three years of relevant data management experience

·  Experience managing, cleaning and summarizing large and complex data sets using SAS

·  Experience monitoring data quality

·  Ability to work independently and in teams to collect and analyze data

·  Ability to present findings in reports and presentations preferred.

·  Strong attention to detail

·  Excellent interpersonal, organizational, and computer skills.

SALARY AND BENEFITS

FPHNYC offers a competitive salary and benefits package. Salary is commensurate with experience with a maximum salary of $68,239. FPHNYC offers a comprehensive benefit package.
