Minutes

PRESENT: Judy Holzapfel, Adele Foley, Janice Cannon and Kathy Perez

ABSENT: Motile Clark

OTHERS: Superintendent Quarne, staff and community members.

1.0 CALL TO ORDER:

The meeting was called to order at 5:30 p.m.

2.0 PLEDGE OF ALLEGIANCE:

The pledge of allegiance was led by Brian Peterson.

3.0 APPROVAL OF AGENDA

Approval of Agenda as presented. Action Item

President Holzapfel requested the meeting time for November be changed to 3:00 p.m.

Adele Foley moved to approve the time change for the November meeting to 3:00. President Holzapfel seconded.

The time change of the November meeting was approved by a show of hands and ayes from Board members Holzapel, Cannon, Foley and Perez.

4.0 APPROVAL OF MINUTES:

Approval of Regular Meeting Minutes of September 9, 2015 – Action Item

Adele Foley moved to approve the minutes of the September 9, 2015 meeting with the following changes:

a.  Item 3.0 – Correct the spelling of Foley,

b.  Item 10.0 – G – delete the word “a”.

Kathy Perez seconded.

The minutes of the September 9, 2015 meeting were approved with the changes by a show of hands and ayes from Board members Holzafpel, Cannon, Perez and Foley.

5.0 COMMENTS FROM THE AUDIENCE ON AGENDA ITEMS ONLY:

6.0 COMMENTS FROM THE AUDIENCE ON ITEMS NOT ON THE AGENDA:

7.0 NEW BUSINESS:

A.  Charter School Reports – Information Only

·  Success One! – Jhan Dunn

o  The age span of the students is from 18-83;

o  Woodworking class will be ending in November and the new session will begin in January, 2016;

o  47% attendance;

o  Two events coming up; “Bring a Friend to School” on October 27 at Ctech north, and an Open House on November 12 at LCS;

o  Glenn Chorale class – students can earn up to 2 ½ units per semester, at this point 10 students are attending; and,

o  Total enrolled is 103.

·  Walden Academy

o  Eight credential teachers;

o  Two teachers enrolled in BTSA;

o  Two part time aides;

o  Music will be provided for all grades during the first trimester;

o  A choir for grades 5-8 will be starting on Wednesdays after school;

o  96.7% attendance; and,

o  170 students are enrolled.

·  Conservation Corps of Long Beach – Janice Cannon

o  First quarter of 2015-2016 ended September 23;

o  Steadily improving student retention rate;

o  During the first quarter, twenty students completed all course work necessary to earn a high school diploma;

o  Due to the law change of the CAHSEE, an additional ten students qualify for a diploma;

·  Wm. Finch – Lisa Morgan

Lisa Morgan, Principal of Wm. Finch presented the year end report for the charter school. The Wm. Finch staff gave a short report of their duties.

B.  Signs – Tracey Quarne – Information Only

No report was given.

C.  Book Adoption Addenda “Success, One!” – Jhan Dunn – Action Item

Kathy Perez moved to adopt the addenda to the “Success, One!” book list. Janice Cannon seconded.

The Success, One! book addenda was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Perez and Foley.

D.  Solar Update – Paul Barr – Information Only

The contract has been signed with IES for the LCN, LCS and the Willows Administrative building.

E.  GCOE Building – Tracey Quarne – Action Item

The Plaza school District would like a Lease to Own document with terms for GCOE to carry the papers/loan on the building

F.  Glenn County Office of Education LCAP – Jhan Dunn – Action Item

The required changes were made. Adele Foley moved to approve the Glenn County LCAP. Kathy Perez seconded.

The GCOE LCAP was approved by a show of hands and ayes by Board members Holzapfel, Cannon, Foley and Perez.

G.  Williams Uniform Complaint – Tracey Quarne – Information

Superintendent Quarne presented the Williams Uniform Complaint to the Board showing no complaints had been filed.

H.  Policy Committee Report – Janice Cannon

Policies 1312, 1320 and 1400 were sent back for corrections.

8.0 ADMINISTRATIVE REPORT: The Superintendent will report on his activities.

·  Superintendent Quarne reported on the CCSESA meeting he attended, the LCAP was a significant topic of their conversation,

·  Migrant Education is renting office space at GCOE,

·  Mary Viegas submitted her resignation, she accepted a job with El Dorado COE,

·  John McIntosh is the interim Director for “Success, One!” and Adult Education,

·  Spelling Bee will take place at 10:00 AM on October 23, 2015 in the Memorial Hall in Willows,

·  Superintendent Quarne had lunch with the current President of Butte College,

·  Pipeline to Success trip is planned,

·  Common to the Core was a huge success. The District Superintendents would like for GCOE to put together 5-10 mini common to the core days for all the schools in the county.

9.0 BOARD MEMBER REPORT: Report on any County Office of Education related activities by Board Members.

Kathy Perez attended the Hamilton Board meeting and was very impressed by the FFA presentation. She also reported the district had purchased defibrillators to keep on the campuses.

Janice Cannon attended the Common to the Core.

Adele Foley attended Common to the Core, CCBE conference. She mentioned the Battle of the Mace and the Santa Cruz Band Review.

Judith Holzapfel attended the CCBE Conference, Common to the Core, and the Senior Spaghetti dinner. She also suggested the Super Quiz during the Academic Decathlon should be a public event and she does not like the fact the top students from the schools are the only kids that get to participate in the science fair.

10.0 COMMUNICATIONS:

·  Safety Compliance Report

The busses passed all compliance issues.

12.0 CLOSED SESSION

A.  CONFERENCE WITH REAL PROPERTY NEGOTIATORS

ACTION ITEM – Superintendent Quarne

President Holzapfel adjourned the meeting into closed session at 7:24 p.m.

President Holzapfel reopened the meeting into regular session at 8:17 p.m.

13.0 REPORTING OUT FROM CLOSED SESSION

The Board gave the Superintendent direction.

15.0 ADJOURNMENT:

The meeting was adjourned at 8:18 PM
