Agenda:

Welcome/Introductions

Treasurer Tony Carlisle opened the meeting at 10 a.m. and welcomed everyone. Introductions followed.

Elections/Distribution of Ballots

Candidates were noted. There were nine proxies received, all voting for all three candidates. Phil Pardun made a motion to close nominations and to cast a unanimous ballot, seconded by Don Schneider; motion passed.

This resulted in Bud Henning, Chris MacArdy, and Randy Brandt each with two-year terms. They join Tony Carlisle and Jim Hansberry who both will have one year remaining on their two-year terms (-note that Jim had been appointed to fulfill the second year of Doug Bruha’s term after Doug resigned).

(In a followup email the next week, the new Board decided on officers: President -Tony, Vice-President -Randy, Secretary -Chris, Treasurer -Jim, and Additional director -Bud.)

Ted Ralph asked why there was such a high turnover on the Board of Directors this past year. To answer the question, it was noted that Dave Lenninger resigned as he had sold his property in Half Moon Bay and had moved to another subdivision, and Doug Bruha resigned because of a conflict of interest.

Financial Report –Tony Carlisle

The Operating Accounts and the Reserve Accounts were reviewed. Interest received is small: 0.08% and 0.16% respectively. How to determine reserve amounts and goals was discussed. Ted Ralph made a motion to have a new reserve study done to set new target for the reserve fund, seconded by Larry Bruck. Discussion. Cost to do the original study was $5000. Optionally, the old study could be re-evaluated and updated with new figures. Phil made a motion to table the original motion and to look at the old reserve study and update it to re-evaluate it, seconded by Steve Phillips; motion passed.

Marina/Docks –Tony Carlisle

The main marina parking surface was graded and amended with gravel to provide gravel on which to park trailers instead of dirt, woods, and weeds.

There are currently 89 marina slips in the water of the 105 we are allowed. One pwc is equal to one boat, as far as WRPCO and FERC are concerned. Ultimately, if every owner had a marina slip, there would be no one having a second slip. At some point, those who currently have multiple watercraft and multiple slips may have to choose one watercraft for their one slip. Currently, the pwc docks are in slight violation where they are located and will be moved to where we are permitted to have docks. Any adjustment requires input from many organizations. We have to follow what was originally approved. We are looking to put in two 8-plexes, noted as “Q” and “P” in the paperwork. The new docks would not be have electrical run to them; owners would have to provide their own solar power for their lift and boat if they need it or want it. New lifts can be set up with solar power generation; old lifts can be retrofitted. Quotes will be gotten to see if one or both 8-plexes can be put in next spring.

Landscaping & Grounds –Tony Carlisle

Entrance monument area needs to be spruced up/revamped. There is a bumper crop of weeds this year because of the excessive rains. Changing it may relieve the maintenance of weeding. Mail box and pool area need weeding, also. Steve Phillips said that states uses a total-block product for weed control.

Larry Bruck noted that Jes Roloff was very responsive when they contacted her re: trees down in the 100’ strip, but Tony said they only clean up their path just so people can walk -nothing else. Ted Ralph reminded everyone to look up when they walk the paths so they don’t walk near hazardous, hanging trees/limbs, not just in the 100’ strip. Logs laying near the dumpsters in the marina are for anyone to take. Logs laying on the WRPCO land are to be left there. Unless a tree falls or threaten to fall across a path or on personal property, WRPCO will not come out.

Outlot 2, the strip of land between the Kroker house and the Kobeski lot on Cherokee Circle needs to be maintained; Gregg Kobeski did clear a small part of it.

Jen Ketterer thanked the Board for improving the playground. The old play set had been re-stained and slides were replaced. The new playset was installed. The grass is seeded, covered, and being watered. It was also noted that cracks were filled in the tennis courts.

Clubhouse and Pool Update -Tony Carlisle

The pool is in good shape. Just a reminder about the pool: There is Zero-Tolerance for any kind of glass in or around the pool. If broken glass is found, the pool will have to close, and the person(s) responsible will be charged all costs incurred to drain the pool, clean out the glass, and re-fill the pool.

Legend Lake –Bud Henning

Lulich tilled the beaches about a month ago, and it will be done again shortly. Owners need to move watercraft and chairs of the beaches to your grassy area so Lulich can till.

Cattails in Legend Lake were cut to a manageable size and quantity two years ago, and they will be maintained yearly to prevent new growth. Bluegills are the main fish. To keep more of them, Mark Ketterer would like to see fish structures or cribs made out of pvc (as it does not deteriorate in water) to give the fish a chance to get bigger. The DNR or WI Lake & Pond would need to be called and asked about them.

- No gas powered motors are allowed on Legend Lake per the HMB covenants/bylaws.

- No loose dogs. Dogs need to be on a leash. Dogs have been known to chase, hurt, or kill wildlife and people. Owners can call the Juneau County Sheriff’s department if they see this happen.

- Owners have to clean up after their pets. These things are just common courtesy to all who are here.

Architectural Control Committee –

- The Stones have had their plans approved by the Committee, but have not yet started construction.

- The Langens have approved plans and may start yet this summer.

- Campbell prematurely cleared their lot and without approval.

Open Forum for Issues & Concerns –

Ray Feldman, a County Supervisor for part of Germantown and a Supervisor for the Town of Germantown Board, discussed several items:

- The new Juneau County maps in the newest Juneau County recreational guide.

- The Town of Germantown is working to straighten out 37th Street from square corners to a lazy “S” curve to help with safer driving.

- Brad and Pat Pavloski, subdivision developers, are working to put in 400+ lots on County Highway G just down from the Germantown Junction Store. A Blue Karner Butterfly study and a wetland study are being done on their land before their work can continue in part of their development. A turning lane may be going in at HWY 58 and County G because of the higher traffic volume.

- A five year plan is being worked on to develop walking paths in Germantown.

- Meadow Drive in Half Moon Bay has a different driving surface to see how it would hold up -some like it, some don’t.

There are concerns about items being tossed into the HMB dumpsters that do not belong, such as electronics, furniture, metal, pallets, landscape debris, etc. Both the Juneau County Landfill and Lenorud Services are drop-off places for such things, even though there may be a charge for them.

Al Rhea thanked the Board for their service, as it is a volunteer group.

Video surveillance is still in the discussion phase. It could be motion activated, and may not activate until pool closed for the day -from 10 pm to 8pm. It would not be available for people to watch others in their bathing suits. It is being considered more safety and insurance. Locations of cameras could be around the pool, the great room and the hallway.

Ted Ralph asked if stakes with reflectors could be put up around the cul de sac on Cherokee Circle like those that are put up in the entry during winter to help the snowplowers identify where the road is.
