BOARD MEETING – July 8, 2008

CALL TO ORDER
The meeting was called to order by Chairperson Ito at 7:30 P.M.
PRESENT AT MEETING
Park Board Members: Gail Ito, Art Lovering, Demerise Gratch, John Swanson, Barbra Pabst, Barry Bass, Judy Snyder
Parks & Recreation Department Staff: Jan Hincapie, Dan Malartsik, Richard Quattrocki
Audience: 8 Residents
APPROVAL OF MINUTES
On motion, Gratch / Lovering, to approve minutes from the June 10, regular meeting. 7 Ayes. Motion passed.
AUDIENCE PARTICIPATION/LETTERS FROM THE PUBLIC
Audience Participation: John Partell inquired as to the process for getting a bench in Flowers Park. Was informed of the Donation Policy and will be in contact with the office soon.
Letter received from the AVON Walk for Breast Cancer expressing thanks for allowing the walk to go through Lincolnwood.
OLD BUSINESS
A. ETHICS STATEMENTS
Director Hincapie reminded all Board Members to hand in their completed Ethics Statements
B. REVIEW OF POLICE REPORTS FOR JUNE
Snyder – Mentioned that Porta Potties used to be chained to a light pole, inquired if there were any issues with fireworks on the 4th of July, and wanted to know if cars parking on the field during the fest will be monitored.
NEW BUSINESS
A. ELECTION OF PARK BOARD OFFICERS
On motion, Bass / Snyder, to nominate Gail Ito for Chairperson. 6 Ayes. Motion passed.
Vote on Ito as Chairperson. 6 Ayes. Ito Elected Chairperson.
B. REVIEW PLAYGROUND RENOVATION OPTIONS FOR ROSSI PARK
Audience was given the opportunity to review proposed renovation options from six suppliers. Vote was taken on which option they liked best: #1 = 2 votes, #2 = 0 votes, #3 = 2 votes, #4 = 1 vote, #5 = 9 votes, #6 = 0 votes.
Staff gave a power point presentation on current conditions of equipment at Rossi Park and recommended option #5 to the Park Board for approval.
Snyder – Inquired as to the lack of safety surfacing (wood chips) at all of our parks
On motion, Gratch / Swanson to approve option #5 (NuToys) for the renovation of playground
equipment at Rossi Park. 7 Ayes. Motion passed.
C. CONSIDERATION OF REQUEST FROM SCHOOL DISTRICT #74 TO USE PROESEL
PARK FOR A LIVING HISTORY ENCAMPMENT ON SEPTEMBER 18 – 21
Ito – Great idea for the community
Lovering – Can we get publicity from the encampment being at Proesel Park
On motion, Snyder / Gratch, to approve the request from School District #74. 7 Ayes. Motion passed.
D. CONSIDERATION OF PROPOSED DEMONSTRATION OF RAIN GARDEN
Ashley Dorsey and Pat Goldfein gave a power point presentation on rain gardens to help with storm water management.
Ito – Will fit in with the Village’s Green Iniatives
Snyder – Can we continue the program after the first garden
Swanson – How will this help with area flooding, can future gardens be built into a garden walk
On motion, Bass / Lovering, to approve the Channel Runne site near the new bike path for the rain garden location. 7 Ayes. Motion passed.
DIRECTORS REPORT
Mentioned the following at the meeting; 1) will meet with neighbors around central park again to discuss their concerns, 2) Cindy Bauknecht gave her letter of resignation and their will be a farewell coffee at 10am on July 23rd at the community center.
RECREATION STAFF’S REPORTS
A. SUPERINTENDENT OF PARKS AND FACILITIES – DAN MALARTSIK
Gave kudos to exceptional staff; Vick, Diana, Katie, Jim, Carol
Snyder – Inquired as to the condition of the PA system at the pool, and mentioned a swim show at the pool on Friday, July 25th.
B. COMMUNICATIONS MANAGER – RICHARD QUATTROCKI
