This positionserves as the Operations Section Chief and Deputy Director of the Division. As Operations Chief the position has primary oversight responsibility for Field Operations, Communications, Human Services, Infrastructure, Emergency Services, Civil Air Patrol and management of State Emergency Response Team operations during disasters and planned events. As Deputy Director the position is responsible for the supervision of the Assistant Director's for Planning & Homeland Security, Logistics, Recovery and Risk Management.
Position is responsible for being knowledgeable of local, state, and federal emergency management regulations and policies, and extensive knowledge of concepts, functions, and policies impacting emergency management. Position involves workingeffectively for prolonged periods in extremely stressful situations created by emergency/disaster events. Position is responsible for having athorough knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
Position is on call for emergency/disaster response on a 24-hour/day basis. Extensive travel or overnight work may be required during disaster operations.

- Extensive experience in Emergency and Disaster response.
- Knowledge of local, state, and federal emergency management regulations and policies, and extensive knowledge of concepts, functions, and policies impacting emergency management.
- Knowledgeable of NC General Statute 166-A, the Robert T Stafford Act.
- In-depth knowledge of all four phases of Emergency Management.
- Athorough knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
- Ability to work with elected and appointed officials of government at alllevels.
- Ability to communicate effectively both written and orally.
- Ability towork effectively for prolonged periods in extremely stressful situations created by emergency/disaster events.
ManagementPreferences:
- Certification at the ICS-400 level.
- Hazards Incident Management Team training and/or certification.
- Hazardous materials incident response and search and rescue experience.
ADA Physical Requirements will be discussed during the interview.
Minimum Education and Experience Requirements:
Graduation from a four-year college or university with a major in business, urban or regional planning, transportation planning or a related field and seven years of experience directing emergency planning or response activities including two years of supervisory experience; or an equivalent combination of training and experience.
