Randy Byers came to talk to the Council on land planning for the Kimzey property.

Regular Meeting

Town of Pine Bluffs, Laramie County, Wyoming

Present: Mayor Pro-tem Michael Ragsdale; Councilman Thomas Mohren; Councilman Mark Fornstrom; Councilman Alan Curtis; Carleen Graves, Clerk; and Alex Davison Attorney. Also present was Allie Hurley from the Pine Bluffs Post, Larry Silvey and Anja Bendel from Cheyenne Leads. Mayor Pro-tem Michael Ragsdale called the Meeting to order at 7:00 p.m. followed by the Pledge of Allegiance.

AGENDA APPROVAL Councilman Fornstrom asked for an Executive Session at the end of the meeting. Councilman Curtis made a motion to accept the Agenda with the addition of the Executive Session with a second from Councilman Fornstrom. The motion and it passed unanimously with 4 ayes.

APPROVAL OF CONSENT ADGENDA Councilman Fornstom made a motion to approve all items in consent agenda items 1 through 6 and a second was heard from Councilman Mohren. The Motion passed unanimously with 4 ayes.

ITEM #7 Approve Resolution 2014-52 approving the Submittal of a Grant Application in the Amount of $123,935.00 to the Wyoming Business Council for partial funding of the Veterans’ Memorial and contingency & Development Agreement. Larry Silvey updated the Council on the project and Anja Bendel gave the Council a copy of the Grant application and answered any questions that the Council had. Councilman Fornstorn made a motion to approve Resolution 2014-52 with a second from Councilman Curtis. Motion passed unanimously with 4 ayes.

ITEM # 8 Reappoint Jack Hockersmith to ELCJPB as his term has expired. Councilman Fornstrom made a motion to reappoint Jack Hockersmith to the board with a second from Councilman Mohren. Motion passed unanimously with 4 ayes.

ITEM #9 Discussion related to possible Consensus project. (Continued) Councilman Curtis would like to see Downtown lighting updated.

VISITOR COMMENTS: Allie Hurley thought Christmas at Home Celebration was fun as it was her time.

DEPARTMENT REPORTS Councilman Ragsdale reminded Council that the Quarterly meeting is Wednesday night. Carleen Graves reported that Christmas at Home Raffle raised over $300.00 for the fireworks fund. Bryan Cushing, Alan Curtis and Dave Bomberger were the winners. The employee’s Christmas party will be December 16 at Rock Ranch. A letter from WRDC one the Housing assessment came in and needed a contact person. It was decided that Carleen Graves would be the contact person and will get the letter sent in. Chris Lidstone would like a workshop with the Council in January and it was decided that the 2nd meeting will work better. He also asked about starting the process for engineer on Kimzey project. Alex Davison had the correct form and advertising can be started. Interview process for the Treasurer position will be started in the next few days. Councilman Mohren stated that the Daycare raised $350.00 on their raffle.

MEETINGS AND ANNOUCEMENTS Quarterly Meeting is December 3, hosted by The Town of Albin.

EXECUTIVE SESSION Councilman Fornstrom motioned with a second from Councilman Mohren to go into Executive Session. Motion passed unanimously with 4 ayes. Councilman Mohren made a motion to end Executive Session with a second from Councilman Fornstrom. Motion passed unanimously with 4 ayes.

ADJOURNMENT Councilman Curtis moved to adjourn with a second from Councilman Mohren. Motion passed with 4ayes and the meeting was adjourned.
