Position Title:
City Manager
Purpose:
The City Manager shall be the Chief Administrative Officer of the City and is responsible to the Council for the administration of all city affairs and operations placed in the City Manager’s charge by this position description as well as by City Charter. The incumbent is responsible for assuring that critical services are provided in an effective and efficient manner providing the highest value possible. The City Manager is responsible to the citizens and business owners and employees in the city to assure that infrastructure is maintained, that capital assets required for operation are in safe condition, and that Personnel Polices are abided by.

Major Responsibilities[1]:
% of Effort[2] / Responsibility[3]20% / Strategic Planning – The City has and follows a strategic plan with a clear set of annual goals for the City as a whole and a cohesive subset of goals for individual department heads. Previous year’s goals are met 80% of the time.
20% / Finance and Budget Administration – The City’s budget is an accurate reflection of the costs of providing services, expenses do not exceed revenue, and a capital plan set by the City Council is followed annually. Council is fully advised on the financial condition and future needs the City. At the end of each fiscal year, and as requested by Council, a complete report of the City’s financial and administrative activities is made available to the Council, City Treasurer, and the public.
10% / Communication with Mayor and Council – The Mayor and City Council are kept current in all City functions over which they have control. Winooski’s Annual Report is issued in a timely manner and is informative to both council and citizens. City Manager participates discussions held at City Council Meetings. Meetings follow the public meeting mandates in state statue. Information is provided in a manner that allows informed decision making.
10% / Policy Management – A clear set of ordinances, policies, and procedures are current, easily identifiable and consistently applied. Laws and provisions of the City Charter, and acts of the council, subject to enforcement by the City Manager and Officers of the City are faithfully executed.
15% / Public Engagement – Positive relationships are maintained with citizens, business owners, state government officials, and other key partners with the City in a manner that builds and maintains trust and provides for clear communication. Public participation in city government is encouraged and outreach to include underrepresented populations is effective. A positive vision of Winooski is supported by support and promotion of the goals set forth in the by council in the strategic plan.
15% / Human Resources – The City’s Human Resources function is effectively managed, and the City’s Personnel Policy is consistently applied. Officers and employees are appointed using establish policy and procedure. Officers and employees are recognized for their good efforts and when necessary disciplinary policies are applied. Collective Bargaining occurs in a timely manner and bargaining is done in good faith. Per City Charter, the “City Manager may authorize any administrative officer who is subject to the City Manager’s direction and supervision to exercise these powers with respect to subordinates in that officer’s department, office or agency.”
5% / Emergency Management – The City’s Emergency Management Plan is up to date and executed effectively when necessary.
Minor Responsibilities (5%):
- Minor Administrative tasks such as time sheets, payroll time card approval and Payroll Action Forms are completed in a timely and accurate manner
- Participates in the continuous improvement of the City of Winooski by identifying concerns, and offering solutions.
- Continuously demonstrates a commitment to diversity, equity and makes efforts to work effectively across diverse constituencies.
- Performs other duties as assigned by council and per state law.
Emergency Response and On Call Requirements:
City Manager serves as the Emergency Management Director consistent with 20 V.S.A. Chapter 1.

Reporting Structure:
Reports to: City Council
Direct Reports: City Clerk, Office Manager, Director of Community Services, Director of Code Enforcement, Police Chief, Director of Public Works, Human Resources Manager, City Accountant, Community and Economic Development Officer.
Minimum Job Skills, Knowledge, Skills, and Aptitudes, and Qualifications:
- Master’s degree in Public Administration, Finance, Business Administration, or related field and four years of relevant experience; or, Bachelor’s degree in one of the above disciplines or related field and six years of relevant experience, or equivalent combination of experience and education.
- Possesses a broad base of skills in municipal operations including:
- Proven effective supervisory and leadership experience
- Town boards or councils, as well as state and federal agencies.
