ANDHRA PRADESH STATE HOUSING CORPORATION LIMITED ::

1. The Andhra Pradesh State Housing Corporation Limited (APSHCL) is proposing to empanel experienced, enthusiastic and technically sound reputed Firms / Agencies (hereinafter referred to as Agency) to take the Geo tagged photos of the houses constructed / being constructed under Weaker Section Housing Programme in all the Districts of the State of AP.
2. The village/mandal wise details of beneficiaries i.e. owners of the house (here in after called as beneficiaries) who are registered with the Corporation under different schemes are made available in the Corporation website www.housing.cgg.ap.gov.in.
Scope of the work
3. The digital photos of the houses already constructed houses and under construction all over the District / State to be captured preferably of 5 MP (2592x1984) or of minimum 3 MP (2048x1536) and the same are to be uploaded to the Corporation database maintained by CGG in www.housing.cgg.ap.gov.in and also mapped with latitude & longitude to the Google Maps / Google earth or any other open source web maps for view by the general public.
4. Photo of the house with correct latitude and longitude has to be captured from a distance from where the complete width and height of the building is captured along with area of construction. The co-ordinates of the houses to be captured should have a precession of 3 m. It is important to note that co-ordinates of the house are to be captured with nearest correction, so that the joint houses and houses constructed closely are distinctly captured.
5. It is proposed to take one photograph of the houses which already completed and the photographs of the balance houses in progress are to be taken in different stages of BL, LL, RL, RC and ISL with existing stage on ground as on date, for the balance stages of work.
6. The agency should have been working in this field of working for GIS / GPS projects from at least three years.
7. Required cameras or mobiles and manpower shall have to be purchased / procured by the agency at their own cost.
8. The agency should use latest technology and should have a turnover of Rs.10.00 Crores per year in the last 3 years.
9. The rate shall be quoted by the bidder for taking one photograph of the house and mapped to Google duly uploading online to the beneficiary data of APSHCL website maintained by CGG.
General
10. The interested and eligible agencies shall quote in two covers (1) Technical (2) Financial. The Technical bid will be opened first and the agencies will be evaluated for their capacities and then the financial bid of the agencies who are technically qualified will only be opened.
11. The performance of the agency will be assessed in the first one month of work entrusted and a decision will be taken to continuing them on the rolls of empanelment. The empanelment will be renewed every year.
12. The interested Agencies may put the bid document complete in all respects along with Earnest Money Deposit (EMD) of Rs. 25,000 (Rupees twenty five thousand only) drawn in favour of Managing Director, APSHCL, payable at Hyderabad, with all details before 15.00 hours on 02.03.2013 in the Box kept at the Chief Engineer’s Peshi, Engineering wing, First Floor, in the O/o. APSHCL, Urdu Gally, Himayathnagar, Hyderabad.
13. The interested agencies are advised to submit two separate sealed envelopes super scribing “Details for capturing Photos and DD towards EMD to APSHCL” in 1st cover as Technical Bid and “Rate quoted for capturing Photos” in 2nd cover as Financial Bid. Both the sealed envelopes should be kept in a third bigger sealed envelope super scribing “Expression of Interest for Geo Tagging of houses”.
14. The Earnest Money Deposit (EMD) of Rs. 25,000 (Rupees twenty five thousand only), should be necessarily accompanied with the Bid of the agency in the form of Demand Draft / Pay Order drawn in favour of Managing Director, APSHCL, Payable at Hyderabad failing which the EOI of the agency shall be rejected summarily.
15. The EMD in respect of the agencies which do not qualify the Bid shall be returned to them without any interest within 30 days of opening of the tender.
16. The successful Agency will be entrusted with the work either for one more number of districts depending upon their availability of manpower and the Cameras / Cell phones with the agency.
17. The Corporation reserves the right to cancel all bids without assigning any reason and notice.
18. On empanelment, the Agency shall have to inform the names of the personnel to be engaged and make of the machines to be used for executing the work. The Agency shall have to issue Photo Identity Cards to the persons employed by him/her for carrying out the work.
19. The contracting agency shall replace immediately any of its personnel who is found unacceptable to the APSHCL because of security risks, incompetence, conflict of interest, improper conduct etc. upon receiving written notice from the APSHCL.
20. The agency will be responsible for compliance of all statutory provisions relating to Minimum Wages, Provident Fund, and Employees State Insurance etc., in respect of the persons engaged by it.
21. The agency shall also be liable for depositing all taxes, levies, Cess etc. on account of service rendered by it to APSHCL to concerned tax collection authorities from time to time as per extent rules and regulations on the matter. In case, the contracting agency fails to comply with any statutory / taxation liability under appropriate law, and as a result thereof the APSHCL is put to any loss/obligation, monetary or otherwise, the APSHCL will deduct the same from the bills and or the Performance Security Deposit of the agency, to the extent of the loss or obligation in monetary terms.
22. DOCUMENTS TO BE SUBMITTED BY THE BIDDER
In Cover-I
1. Copy of the experience certificate attested by the agencies having completed similar nature of work.
2. Copy of the previous awarded works entrusted by the Central / State Govt. / agencies or reputed private firms.
3. List of the personnel employed by the Agency with their qualifications proposed to be deployed to APSHCL with full details i.e. address, Mobile No. etc.
4. EMD for an amount of Rs.25,000/- drawn in favour of Managing Director, APSHCL, Hyderabad.
5. Company / Agency registration certificate
6. Copy of PAN card of the Agency
7. Copy of IT returns filed.
8. Copy of ST registration.

Rate quoted:
Rate for taking a Geo Tagged digital photograph and uploading to Google map and to the beneficiary database of the Corporation website.
