Service: Nursing / Position Title: Drug and Alcohol Nurse
Classification level: CNC ZA8 / Reports to: General Manager Nursing Services, Clinical Governance and Risk
The Service:
Central Gippsland Health Service (CGHS) is a subregional health service and the major provider of health and aged care services in the Wellington Shire. We serve an immediate population of approximately 42,000 in Central Gippsland, and reach a wider community in East Gippsland and parts of South Gippsland in terms of more specialized services such as perinatal services, critical care and surgery.
CGHS is unusual being both a sub-regional and an integrated health service, providing a broad range of primary, secondary and tertiary services, including a comprehensive range of HACC services, through to adult intensive, coronary care and level 2 neonatal care.
Acute services include a full time emergency department, critical care unit, neonatal critical care unit, operating theatres, day procedure unit, and oncology and dialysis services in addition to general medical and surgical services and sub-acute services including rehabilitation.
The health service has acute campuses at Sale, Maffra and Heyfield. Community and home support services are provided throughout the Shire of Wellington (with the exception of Yarram and District) with centers in Maffra, Sale, Heyfield, Rosedale and Loch Sport. Residential aged care services are provided at Sale, Maffra and Heyfield.

Decision Making / Delegation
This position is at operational level and will have input into planning and decision making processes as part of the service team. The position reports to the General Manager Nursing Services, Clinical Governance and Risk who holds a delegated authority to the level of Department Head/Manager in accordance with “CGHS Instrument of Delegation”.
The work context
The Clinical Nurse Consultant (CNC) operates in a complex environment characterised by a need:
  • To work as part of a large multidisciplinary team that provides services across a broad range of acute, emergency, inpatient, outpatient, rehabilitation, palliative, primary health and community support services;
  • To provide leadership and management support for unit staff;
  • To balance competing priorities and work demands and to identify and respond appropriately to critical and urgent clinical needs;
  • To support the management team in appropriately prioritising patient need and to operate efficiently and effectively with a view to meeting community needs and providing a financially sustainable service;
  • To understand and operate in a work environment driven by the need to meet clinical quality and safety guidelines; and
  • To work closely and in collaboration with internal and external stakeholders.

The purpose of the position
Provide advanced clinical knowledge and skills in clinical assessments, program delivery and referral for clients who are experiencing problems with alcohol, tobacco and other drugs.
Specific Responsibilities
  • Competently assess, plan, implement and evaluate care and response to interventions pertaining to the alcohol, tobacco and other drug withdrawal process and complex client’s needs.
  • Conduct comprehensive client assessments including alcohol, tobacco and other drug specific information to determine appropriate interventions.
  • Provide withdrawal advice to facilitate the most appropriate option for withdrawal.
  • To liaise with medical practitioners and other health care providers where medical and other specialised interventions are required for withdrawal management.
  • To facilitate referral to residential withdrawal facilities as appropriate.
  • Identifies, plans, implements and evaluates appropriate clinical treatment programs in conjunction with other members of the team and other agencies.
  • Ensure adequate screening and assessment processes are commenced at triage for groups with increased risk and problems associated with alcohol and other drugs including aggressive patients, Aboriginal and Torres Strait Islander people, mental health disorders.
  • Participate in data collection and clinical research projects as required.
  • Promotes effective working relationships with other services, health professionals and community agencies.
  • Proactively identifies the need for change in clinical practice and participates in the development and implementation of strategies and care pathways to improve patient care.
  • Ensure appropriate risk management strategies are employed, including identification, assessment, investigation, controlling and monitoring.
  • Ensure the delivery of services is in accordance with harm minimsation policy and practice.
  • Ensure evidence based practice and appropriate clinical care standards are used in all interventions and activities.
  • Identify and manage conflict constructively including demonstrating an ability to appropriately manage aggressive patients.
  • Participate in violence and aggression management training / or similar.
  • Implement teaching strategies for both clients and staff as required.
  • Participate in health promotion activities within CGHS and the broader community.
  • Lead a culture of excellence, ethical conduct, and inter-disciplinary collaboration.
  • Develop and coordinate the implementation of CGHS policies and procedures as they relate to alcohol, tobacco and other drug specific substances ensuring relevant external legislation requirements are met.
  • Participate in CGHS working groups and committees and provide written reports and documents as appropriate.
  • Ensure that senior management is informed of any practices that may inhibit the delivery of a high standard of patient/client care.
  • Support the ongoing service improvement and strategic positioning of the organisation by creating an environment:

SELECTION CRITERIA
Typical work schedule:Monday to Friday, 40 hours per week, inclusive of an ADO.
Qualifications:
  • Registered Nurseholding current registration with Nursing and Midwifery Board of Australia.
  • Experience working in the Alcohol and Other Drugs Sector and to have or be willing to work towards a qualification in Alcohol and Other Drug studies.
