Context / Restless Development is taking up a position as the global banner carrier for youth-led development – demonstrating at the grassroots and policy levels that young people can and must play a lead role in development.

The Finance Director will be part of the Senior Management Team, directing and supervising the efficiency, transparency and accountability of all Restless Development units globally, to ensure that the agency can deliver an ambitious and effective global strategy.
Summary of responsibilities
The Finance Director is part of Restless Development’s Senior Management Team. The Finance Director’s main duties, delivered directly and through leadership of the International Finance Team, are:

  2. Strategic direction informed by regular and high quality risk/opportunity assessment
  3. Compliance and Transparency
  4. Organisational Strategy and Planning
  5. Country Director Strategic Management
  6. Secretary to Trustee Finance & Audit Committee, and Finance Chair of PPA Consortium Working Group

1. Ensure Financial Management and Accountability (30%)
Oversight and continual development of:
  • All accounting procedures and systems in Restless Development, ensuring all financial records and reporting systems are in accordance with generally accepted auditing standards and accounting principles, with appropriate internal controls
  • Aconsolidated financial position and analysis forthe Chief Executive, Senior Management Team (SMT), Finance & Audit Committee and Trustees on a regular basis
  • Global cash flow and controls cash management across Restless Development ensuring appropriate global treasury and banking solutions.
  • Effective use of financial information at all levels in the organisation for decision-making
  • Value for Money/Cost-Benefit Analysis firmly embedded in management decision-making

2. Strategic direction informed by regular and high quality risk/opportunity assessment (20%)
Oversight and continual development of:
  • Risk/opportunity forecasting and action planning systems embedded in the management and planning processes, at all levels of the organisation and for Trustee, SMT
  • Financial risk across the organisation ensuring timely and accurate review of the financial position of the agency, and effective management of foreign exchange risk

3. Compliance and Transparency (20%)
Oversight and continual development of:
  • Compliance with regulations and requirements of the Charity Commission and Companies House
  • Representation of Restless Development in financial matters to the Charity Commission and HMRC
  • The preparation of all financial reports, including income statements, balance sheets, reports to Trustees, tax returns, and reports for government regulatory agencies
  • Shared responsibility for the timely submissions of all grants and contract reporting
  • All annual audits globally, specifically managinga UK consolidated audit and preparing management response to auditor letter
  • An Internal Audit programme, ensuring all Internal Audit recommendations are followed up in a timely manner
  • Restless Development’scompliance with IATI (International Aid Transparency Initiative)

4. Organisational Strategy and Planning (15%)
Oversight and continual development of:
  • An equitable pay structure, with annual reviews for presentation to SMT and Trustees for approval
  • Achievement of the agency’s goals by providing advice and guidance on financial strategy.

5. Country Director Strategic Management(10%)
  • Strategic management of one of Restless Development’s Country Directors as part of the SMT, including acting as point person for the Country Director, conducting quarterly performance management meetings and an annual in-person review

6. Secretary to Trustee Finance & Audit Committee, and Finance Chair of PPA Consortium Working Group (5%)
  • Serve as management liaison to Trustees’ Finance & Audit Committee
  • Produce quarterly financial reports for presentation to the Trustees
  • Record minutes of all F&A Meetings, and communicates minutes to F&A Committee in a timely manner for review and approval
  • Perform duties of Company Secretary
  • Finance Chair of the Working Group of the PPA Consortium

Other
  • Other duties as required, sometimes requiring work on weekends, for which time off in lieu can be taken.

Qualifications, Experience & Skills /
  • ACA, ACCA or CIMA qualification, or recognised equivalent
  • Bachelor’s Degree in relevant field of study
  • At least five years’ experience in finance management
  • Willingness to travel extensively
  • Fluent written and spoken English
  • Excellent IT, written and verbal communication skills
  • Experience in International Development, preferable
  • Experience in distance management and working with multiple offices, internationally preferable.

Person Spec / Individual must possess business acumen, be results oriented, have demonstrated analytical skills, be forward thinking and be able to manage financial systems that are spread across 5 continents, with varying levels of management and size. Successful individual will have the interpersonal skills necessary to establish and manage working relationships with staff with varying levels of financial management capacity and experience, in a fast paced environment.
