1. In accordance with references a and b, draft DOD National Imagery Transmission Format (NITF) version 2.1 for the National Imagery Transmission Format Standard (NITFS), MIL-STD-2500C, reference c above, is provided for your review and concurrence.

2.To modernize NGA’s process for coordination of standards documents, this coordination is being conducted by e-mail, with the custodians and review activities indicated in ENCLOSURE 1, and the draft MIL-STD-2500C included as an attachment. If you require a hardcopy of the letter, the draft standard, or the enclosure, please contact the NGA POC identified below.

3.MIL-STD-2500C establishes the requirements for the National Imagery Transmission Format Version 2.1 (NITF 2.1). This version has been developed to keep the imagery format consistent with the emerging ISO Basic Imagery Interchange Format (BIIF) and the NATO Secondary Imagery Format (NSIF). To create 2500C, the editor started with 2500B Change Notice 2, applied all the NITF Technical Board’s approved/pending RFCs, and made numerous administrative changes and corrections.

4. The draft MIL-STD-2500C will soon be available from the NTB website at accessible from the open web.

5. Comments should be referenced by page and section number, and be accompanied by proposed alternate text, if applicable, and should be designated as either "essential" or "suggested". An essential comment "must be of such important technical nature that its acceptance is necessary to meet the mission needs of the Military Department or Defense Agency." (DoD 4120.3-M) Essential comments must be supported by justification; otherwise they will be treated as suggested comments. Suggested comments are "technical content preferences that are not absolutely necessary to meet mission requirements." (DoD 4120.3-M) Editorial changes, general observations, and questions will be treated as suggested comments.

6.Review activities within a Service should send their comments to their Service Custodian indicated on the distribution list (ENCLOSURE 1).

7. In accordance with Defense Standardization Program policy, industry/private sector comments on the standard are also welcome. Comments from the private sector will be considered as suggested comments only.

8. Comments received by 30 December2005 will be considered for inclusion in the published standard. A negative reply (concur with standard as written, do not use product, or decline to review due to resource constraints, etc.), if appropriate, is requested.

9.If you require an extension to the review period, please contact the NGA point of contact indicated below as soon as possible, so we can get the word out to all service custodians/reviewers. Likewise, if reviewers or custodians feel that a face-to-face meeting is required to discuss this document, please contact the NGA point of contact indicated below so a meeting can be arranged.
