Facilities up the West Coast of Africa.
There is a tendency in the industry, to assume either that there are no offshore fabrication yards of note on the West African coast, or that if there are any, they cannot possibly be viable. Such assumptions are mistaken and although we have no means of determining just how well the yards in Angola, Congo, E Guinea and Nigeria really perform, the facts are that not only are there yards operating in those countries, but some are being expanded by their owners and if the W African oil & gas industry has the potential that is rumored, there is every reason to invest.
Offshore fabrication yards on the West African coast are few and far between, but they do exist, some seem quite substantial, and they must be taken into account as potential competitors. What cannot be determined, without more investigation or evidence, is whether any of them represent a force to be reckoned with, particularly those in Nigeria.

Each package must clearly show shipper’s marks and numbers, country of origin, net and gross weight.

Other Requirements
AWB must show description of goods in accordance with commercial invoice, country of origin, shipper’s declared value for customs, number of import licence (if required). The statement “no commercial value” is not acceptable.
Documentary Requirements
Importation may only be effected through importers registered as such in the Ministry of Foreign Trade.
Full name of consignee must be stated. Abbreviations are not allowed.
Commercial Consignments
AWB - at least 4 copies, when final destination is Luanda and 6 copies for transfer cargo.
Manifest – at least 4 copies, when final destination is Luanda.
2 Commercial invoices containing:-
A signed declaration “I hereby swear that this invoice is authentic, and that this is the only invoice issued for the merchandise described herein, that the prices stated are the exact and correct export market prices for the merchandise described. I further swear that the origin of these goods is…….. and I accept full responsibility for any inaccuracies or errors in the invoice”.
Kind, quantity and detailed value of the goods for each package, net and gross weights, FOB and CIF values, air freight charges and additional charges.
Quantity of volumes, marks and numbers.
Import licence.
Packing list recommended.
Sample Consignments
With commercial value – same legislation requirement as far as commercial consignments. Samples with commercial value may temporarily be imported against payment of the normal duties which will be refunded when re-exported.
Without commercial value – free of import duties provided they have been made unfit for sale.
Gift Consignments
Commercial or pro-forma invoices or packing list specify contents and value.
Foreigners working in the country may import temporarily and duty free, identifiable foodstuff up to USD 300.00 per person or USD 450.00 per family, in trimester.
Unaccompanied Baggage
Full name of consignee must be stated. Inversion and abbreviations are not allowed.
Unaccompanied baggage may only consist of clothing and personal effects belonging to the passenger, books, portable tools for personal use of the owner in his profession and portable cameras, typewriter and radio, one of each. In case of removals, household goods, personal effects or other domestic goods, with evidence of use and belonging to persons intending to stay permanently in Angola, must be accompanied with the certificate issued by the Angola Consulate in the country of the departure of the consignment and stating that the articles were in their possession for more than one year. In countries where there is no Angolan Consulate the certificate may be issued by other Consulate representing Angola or in case there is no such representation, by the administrative authority in the country of departure of the goods.
Used clothing and personal effects belonging to the passengers, and in small quantity and value, are exempted of the presentation of the consular certificate.
Note
There are heavy fines for false declarations and goods may be confiscated. Suitcases must be locked or sealed.
Restrictions
Live Animals
Health Certificate issued at origin by competent authority. The “Servicos de Veterinaria de Angola” upon sanitary inspection will authorise the entry. Notice of arrival must be sent to Carrier’s Freight Department at Luanda, 24 hours prior to arrival and state kind of animal, flight number, name, phone and address of consignee.
Dogs, cats and monkeys: Certificate of Origin, also a valid Rabies Inoculation Certificate (stating date and type of vaccination, name of manufacturer and serial number of vaccine) issued at least 30 days but not more than 1 year before arrival.
Plants and Plant Material
Including bulbs, nursery stock, cut flowers and fruits: Phytosanitary Certificate issued at origin.
Additional Import Permit from Department of Agriculture must be in consignees possession prior to shipment. Inspection on arrival.
Arms, Ammunition and Explosives
Including fireworks for displays: prior Import Permit issued by “Corpo de Policia de Angola” (C.P.A.).
Narcotics and Drugs
(Opium, morphine, cocaine, dolantine, cocaleaves, indiam hemp etc). Special permit from narcotics branch of the Ministry of Health and International Organization Control Guide.
Human Remains
Death Certificate legalised by Angolan Consulate or in case there is no such representation by competent local authority, and the casket must be hermetically sealed.
Pharmaceutical and Chemical Products
All imports must be registered in advance by the Ministry of Health. Prior Import Permit from the Ministry of Health.
Animal Products
Sanitary inspection upon arrival and Sanitary Certificate issued by “Servicos de Veterinaria de Angola”.
Others
Stamps, shares and share coupons may be imported by Government.
Saccharine
Special permit from narcotics branch of the Ministry of Health and International Organisation Control Guide.
OFFSHORE FABRICATION YARDS
Stolt Offshore
A Danish company, operates the Lobito Fab Yars, which is about to be expanded.
Lobito
Located 400km south of Luanda, the Lobito yard has 55, 000 sq metres of surface area, workshops, offices and storage facilities. It is equipped to fabricate traditional offshore platforms and decks, to fabricate riser towers and subsea flowline bundles and to fabricate pipe for installation by the reel lay method. It is designed for a 600, 000 man hour capacity.
Recent projects include the fabrication of the riser towers for the Elf Angola Girassol project and two jackets and decks for Chevron Angola.
DLH Kwanda
The DLH quay is 400m (1,310 ft) long with a draft of 6 m (19.7ft) at the lowest tide of the year. This quay is used for offloading materials and equipment, as temporary storage area to release the vessel as soon as possible.
