Meeting Minute from June 2, 2015

The regular meeting of the Tampa Bay Association of Code Enforcement (TBACE) was hosted by Hillsborough County on 6/2/2015. The meeting was called to order at 12:00 noon by President Mark Runnals. The following members were present:

Introduction/Announcements

President Mark Runnals called the meeting to order at 12:00 pm. The Children’s Board of Hillsborough County was the hosting facility, and they had a short video presentation that the membership watched. The video explained about the facility and what services were provided by them.

Report of the Officers

President: Mark Runnals reported that all speakers have been set up for the remainder of the years meetings, but we are still in need of a host for the December meeting. The City of Tampa Solid Waste division volunteered to host.

Vice President: (position is vacant)

Treasurer: Susan gave a review of the current financial status. Starting balance was $1614.26 Revenue for new membership was $30.00. Expenses were FACE conference scholarships ($700.00) and 4 visa gift cards donated to the FACE conference ($116.00). Total expenses were $816.00 for the month. Final ending balance for June was $828.26. Motion to approve financial report, from Shelby Brown of Clearwater, and 2nd by Sonia Rodriguez of Hillsborough County. Report approved. Report submitted.

Secretary: Motion to approve the minutes from April 2015 meeting by Janet McMahan, City of Clearwater, 2nd by Mary Jo Weaver, City of Clearwater. Motion carried, minutes approved as is.

Educational Program

Brian Dean from Sunshine 811 spoke about this nonprofit organization that was formed in 1993. They came to be with the Florida Legislature adoption of the Underground Facility Damage Prevention and Safety Act, Chapter 556 Florida Statues. Its main purpose is to help prevent damages to underground facilities by administering a statewide notification system that notifies its members where excavation or demolition is scheduled. It is the responsibility of Sunshine 811 to:

  • Administer the provisions of Chapter 555, F.S.
  • Educate member operators and excavators about Chapter 556, F.S. practices and procedures.
  • Maintain the membership database
  • Administer alternative dispute resolution process.

When information is received about a scheduled excavation or demolition site Sunshine 811 uses that information to generate a locate ticket. The ticket is sent to Sunshine 811 members with underground facilities near the scheduled proposed excavation or demolition site. Within the statutory marking due date of either 2 days for regular locate ticket or 10 days for underwater locate ticket, each member listed on the locate ticket is required to respond to the Sunshine 811 Positive Response System by entering a code to indicate the marking status of the area specified on the locate ticket. Locate Tickets are good for 30 calendar days.

Brian left additional literature with a complete overview and sample tickets for all TBACE members to take with them.

Old Business

TBACE awarded 2 scholarships to active TBACE members Mike Magness from the City of Bradenton and Diane Devol from the City of Clearwater.

TBACE purchased 4 - $25.00 Mastercard gift cards to be donated to the FACE conference for their drawings during the conference.

New Business

President Mark Runnals announced that February was the next meeting that we needed to find a host for. City of Tampa Solid Waste division volunteered to host for the December meeting.

Nominations or a volunteer for the position of Vice President was discussed. Mary Jo Weaver, from the City of Clearwater, volunteered to work in the position of VP for the remainder of 2015. There was no one from the membership that objected to her filling this position.

Next TBACE meeting will be August 4th in the City of Tampa.
