LEGAL ACTIONS

November 9, 2016

The meeting was duly posted. Mayor Ryan Patterson called the meeting to order at approximately 6:30 p.m. in the City Council Chambers.

ROLL CALL: Mayor Ryan Patterson, Vice Mayor Spence Udall, Councilman Michael Cirivello, Councilman Pete Hancock, Councilwoman Kay Hauser, Councilman Tony Raykovitz, and Councilman JR Richardson.

STAFF PRESENT: Interim City Manager Paul Ramsey, Financial Director/City Clerk Timothy Hinton, Deputy City Clerk Cindy Lee, Police Chief Daniel Brown, Fire Chief/Airport Manager Gary Liston, Assistant Fire Chief Jason Kirk, and City Attorney Bryce Patterson.

OTHERS PRESENT: Mike Greene, Tanya Badger, Christine Ballard, Becki Christensen, Butch Gunnels, Father Harold Nash, and Brindy Platt.

COUNCIL BUSINESS

4. Presentation to Councilman Michael Cirivello.

1. Seating of Council Members Ryan Patterson, Spence Udall, and Anthony Lindsey. Administer the Oath of Office. Judge Butch Gunnels.

2. Consider appointing a member of Council to the Office of Mayor.

MOTION

Motion was made by Councilwoman Kay Hauser to appoint Ryan Patterson as Mayor of the City of St. Johns. Motion was seconded by Councilman Tony Raykovitz.

Motion passed 7-0

3. Consider appointing a member of the Council to the Office of Vice Mayor.

MOTION

Motion was made by Councilwoman Kay Hauser to appoint Spence Udall as the Vice Mayor of the City of St. Johns. Motion was seconded by Councilman JR Richardson.

Motion passed 7-0

CONSENT AGENDA

5. Consider approval of October 12, 2016 City Council minutes.

6. Request approval for payment of bills from October 1-31, 2016. Special details of bills can be requested at City Hall.

MOTION

Motion was made by Councilman Tony Raykovitz to approve the consent agenda as stated. Motion was seconded by Councilwoman Kay Hauser.

Motion passed 7-0

REGULAR AGENDA

7. Consider approval of new pay scale for the swimming pool.

Item was table.

8. Consider approval of purchase of compressor and filling equipment for the Fire Dept. (Using the Gila River Indian Community Grant)

MOTION

Motion was made by Vice Mayor Spence Udall to approve the purchase of compressor and filling equipment with the Gila River Indian Community Grant. Motion was seconded by Councilman Tony Raykovitz.

Motion passed 7-0

9. Appointing the liaison for the Planning & Zoning Commission.

MOTION

Motion was passed to have Councilman Tony Lindsey as the Planning & Zoning Commission Liaison. Motion was seconded by Councilman JR Richardson.

Motion passed 7-0

10. Discussion of employee evaluation.

No action taken.

11. Discussion regarding Apache County Fair Horse Races.

Item was tabled.

12. Consider Purchase of the ALCO building.

No action taken.
